HISTORIC PRESERVATION COMMITTEE REGULAR MEETING MINUTES
Date: Jan. 8, 2019 Time: 3:00 pm Location: PT Friends of the Library meeting room (Charles Pink House)

Topic Motions/Recommendation/Action
Approval of Minutes The minutes of Dec.4, 2018 were approved (6-0)with one correction (e.g. HPC
Member Craig Britton was present at the Dec. 4meeting).
Approval of the Agenda The Agenda for Jan. 8 was accepted unanimously (6-0) as presented
Public Comment Library Director Melody Sky Eisler welcomed the HPC to the Friend’s Meeting
Room/Charles Pink House, highlighting the building’s history and recent work to restore
the rock wall along Lawrence and Harrison Streets.
Other Business
A. Election of HPC Chair and Vice-Chair Richard Berg was elected Chair (6-0) and Craig Britton was elected Vice-Chair (6-0).
HPC unanimously directed that the meeting minutes reflect the utmost thanks to
retiring Chair Charles Paul for his service and leadership over the last decade.
New Business
A. HPC19-003, US Bank mechanical Ken Lofstrom of Peninsula Heat presented their proposal for installation of two (2) new
24”H x 31” Wx 12”D in size)
ground based heat pumps (approx. positioned side-
by-side on side façade of bank branch near the drive-up window. Existing roof top
HVAC equipment would be removed, and the roof repaired in-kind. No formal
screening was included with the proposal, but applicant indicates the equipment could
be screened.
HPC’s recommendation (6-0 in favor)moved to approve the project with screening
design to be determined by a sub-committee (C. Paul and C. Britton).
B.HPC19-004, Main Street Winter lighting Mari Mullen, Ex. Director of PT Main Streetwith Kris Nelson, Main St. Board Member,
program and Ted Krysinski, lighting consultant and Jason with Fredrickson’s Electric. Proposal
by Main St. to utilize LTAC funds to install LED lights within a strip/gutter system
(“Inception” brand or equivalent) along the cornice lines of 3 City-owned buildings (City
Hall; Cotton Building; Pope Marine Building). Lights would be affixed permanently to
the buildings for use 4 months each year (Nov. to Feb.) and are adjustable in terms of

temperature (e.g. K value). Main St. goal is to allow other historic commercial buildings
to do the same. A separate type of non-adjustable LED string light is already in use on
downtown street trees, which are left up for a shorter period during holiday season and
then removed.
HPC’s recommendation (4-1-0 in favor) was to approve the lights as requested on any
downtown NHLD building (including trees) and the building lights be limited in
temperature to between 2,600-2,800 K with the intention of replicating an incandescent
bulb.
Old Business
HPC19-002, C.F. Clapp Building – Continued Rick Hiner of RHA presented the proposal. Review focus at this meeting was on
review of building rehab. securing HPC recommendations for four (4) styles of exterior light fixtures:
After discussion of a motion to approve the lighting as presented, a friendly amendment
was approved (4-2 in favor) to specify only 1 canopy light be allowed to remain on at
night,
HPC’s recommendation, as amended, was to approve the proposed light fixtures as
presented (6-0 in favor) subject to only 1 canopy light being allowed to remain on at
night.
