HomeMy WebLinkAbout2019-03-27 Chapter 16.08 Flood Damage Prevention SEPA & Hearing TO: Port Townsend Leader Classified - Legal Notice FROM: Haylie Clement, Deputy City Clerk DATE: March 21, 2019 SUBJ: Notice of Public Hearing PUBLICATION DATE: March 27, 2019 _________________________________ CITY OF PORT TOWNSEND NOTICE OF PROPOSED AMENDMENTS TO PORT TOWNSEND MUNICIPAL CODE CHAPTER 16.08 FLOOD DAMAGE PREVENTION, INTENT TO ADOPT NEW FLOOD INSURANCE STUDY & FLOOD INSURANCE RATE MAPS (FIRMS), SEPA DETERMINATION OF NONSIGNIFICANCE & PUBLIC HEARING April 11, 2019 On Thursday, , at or about 6:30 p.m., the Planning Commission will hold a public hearing to consider amendments to the Port Townsend Municipal Code Chapter 16.08 Flood Damage prevention. The public hearing will take place in Council Chambers, 540 Water Street, Port Townsend, WA. Persons wishing to testify to the Planning Commission may do so either by submitting oral testimony during the public hearing, or by submitting written comments to the City Clerk, 250 Madison Street, Suite 2, Port Townsend, WA 98368 or at ptpc@cityofpt.us. Written comments must be received by the close of the public hearing on April 11, 2019. Proposal:Amendments to Chapter 16.08 Flood Damage prevention Amendments improve consistency with Code of Federal Register (CFR) Title 44 - Emergency Management and Assistance and Ecology guidance. Amendments may include but are not limited to:  Adoption of “The Flood Insurance Study for Jefferson County, Washington and Incorporated Areas” dated June 7, 2019, and any revisions thereto  Adoption ofupdated Flood Insurance Rate Maps (FIRMS) and any revisions thereto  Address standards for A and AE zones  Amend Variance eligibility, criteria and conditions  Additions/modifications to definitions, floodplain administrator & duties, and specific standards;  Amended Section D. Subdivision Proposals to improve consistency with 44 CFR  General clarifying edits.  Decision makers may also consider allowing waiver of a separate flood development permit if another city permit is o issued raising the minimum lowest floor elevation from one to two-feet above base flood o elevation (BFE) File Reference: LUP19-030 Location: The proposed code amendments will apply in flood hazard areas city-wide. Proponent: City of Port Townsend, Development Services Department 250 Madison Street Port Townsend, WA 98368 Determination of NonSignificance: The City of Port Townsend, as SEPA lead agency for this project, has determined that the proposal will not have a probable significant adverse impact on the environment and issued a Determination of NonSignificanceunder the State Environmental Policy Act Rules (Chapter 197-11 WAC). This determination was made after a review of a completed environmental checklist and other information on file with the City of Port Townsend which can be obtained from the address shown below.
