NOTICE OF INTENT TO ADOPT CITY OF PORT TOWNSEND STORMWATER
MANAGEMENT PLAN
NOTICE OF DETERMINATION OF NON-SIGNIFICANCE
& NOTICE OF PUBLIC HEARING
City of Port Townsend Stormwater Management Plan.
The Plan presents the background
objectives, existing conditions summary, basin analysis, consideration of future land use,
recommended stormwater controls, capital projects to address existing stormwater problems and
an implementation plan.
The objectives of the Plan include:
Update and define drainage connectivity and mapping;
Prepare updated policies for protecting the natural and built drainage system;
Describe approaches to protect and improve the existing roadway drainage system;
Prepare standard designs for future road drainage infrastructure;
Assess the existing impacts and potential changes due to new development; and
Prepare concept designs for capital projects to address existing stormwater problem
areas.
Adoption of the SWMP is a non-project action designed to replace the 1987 Comprehensive Storm
Water Drainage Plan for Port Townsend. All future project actions may be subject to review under
the State Environmental Protection Act (SEPA).
Location:
SEPA review for this utility plan will apply to properties located within the City of
Port Townsend.

Public Hearing:
The public hearing will be held before the City Council prior to plan adoption.
All interested parties may appear at the hearing and provide oral or written testimony. Written
comments may also be submitted to the City Clerk, 250 Madison Street, Suite 2, Port Townsend,
WA 98368 or at jsanders@cityofpt.us. Written comments must be received by the close of the
public hearing on March 18.

SEPA Comment period expires: March 7, 2019 (4:00p.m.)
City Council Open Record Public Hearing: Monday, March 4, 2019 at or about 6:30
p.m. and continuing to Monday, March 18,
2019 at or about 6:30 p.m.

City Hall, 540 Water Street, Port Townsend.
Determination of Non-Significance:
The lead agency for this proposal has determined that it does
not have a probable significant adverse impact on the environment. An environmental impact
statement (EIS) is not required under RCW 43.21C.030(2)(c). In compliance with WAC 197-11-
355 the optional DNS process is being used and the City expects to issue a DNS for the proposal.
This decision was made after review of a completed environmental checklist and other information
on file with the lead agency. This information is available to the public on request. This may be
the only opportunity to comment on the environmental impacts of the proposal.
SEPA Public Comment/Appeal Period:
This SEPA document is issued under WAC 197-11-
340(2). Written comments/appeals concerning the SEPA determination must be submitted to the
4:00 PM, March 7, 2019.

Adopting the 2019 Stormwater Management Plan are available for inspection at no cost at the
