PARKS, RECREATION & TREE ADVISORY BOARD MEETING MINUTES
Date: September 25, 2018 Time: 4:30 pm Location: City Hall First Floor Conference Room

Topic Motions/Recommendation/Action
Agenda: The agenda was accepted with removing item D. (Dog
Park Design Concepts)
Approval of Minutes: The minutes of August 28, 2018 were unanimously
approved with typographical edits.
Public Comment: None
Chetzemoka Walking Trail Proposal: The Native Connections Action
Group presented on the Chetzemoka Trail Interpretive Sign Project
giving an overview of how the project began and details on each sign location. It was explained that the purpose of the project is to identify significant tribal, geographic and historic sites, telling the story of Chetzemoka and the S’Klallam people in Port Townsend. Many of the
sites line up with existing City trails, parks and facilities.
Arbor Day Event Planning: The Board discussed plans for the Arbor
Day Event noting that the location had changed since the last meeting
and that the event would take place at Kah Tai Park on October 21, 2018 at 9:00 a.m. The Board also discussed ideas for the event in 2019 with the hopes to begin planning earlier in the year.
RCO Trail Grant Update: Alex Wisniewski presented preliminary results from the State Recreation and Conservation Funding Board. The group reviewed the overall scoring and discussed the remaining steps in the process.
Recreation and Maintenance Update: The Director’s Update was
presented with two additional items: 1. A landscaping project began at Rotary Park, utilizing the new irrigation installed as part of the Water Street Enhancement Project.
2. The City will be looking for a new organization to adopt
Gateway park. The Soroptimist organization has dissolved causing the current agreement to become invalid.
Process for Adding Items to Work Plan: Debbie Jahnke explained that during Council’s recent review of Council Rules Article 4, she requested clarification on the process for returning items to the Board’s Work Plan. The answer provided was that it is to be treated
like a new Work Plan item.
There was consensus that the Board would like to contact the PUD with the purpose of promoting the arboriculture practices of the Arbor Day Foundation’s Tree Line USA program, pending approval by City staff.
Landmark tree nomination (Salix babylonica matsudana): A draft
nomination was presented to the group for review at the next meeting.
Next Meeting: The next regular meeting will be October 23, 2018.
