HomeMy WebLinkAboutPTEV PUD D-4 Assessments draft #6Assessments Draft #6, adopted 10/05/08 and submitted to the city with the PUD application 6/9/09. Assessments will be based on the following principles, with specific formulas still to be determined: 1. All EcoVillage Permanent Residents 18 years old of age or older and all non-residents who have an Economic Interest in the PTEV will pay some monthly assessments to help cover costs associated with operating and maintaining the EcoVillage. A “Permanent Resident” is a person who lives at the PTEV for more than 3 months during the year. Exceptions will be made on a case-by-case basis, especially for starving students and aged parents. 2. Assessments will be modified according to: a. Size of personal residential heated space per Member (this will include a portion of shared space such as kitchens, baths, etc. if these amenities are not in the personal dwelling.) b. Size of total personal residential unheated space, including covered porches, greenhouses and storage sheds (per member), c. Ability to pay, d. Incen?tives (as of yet to be determined) to reduce our personal ecological footprints, and e. Amount of Economic Interest in the PTEV, and f. Other factors as determined by the PTEV. 3. Shared utility costs will be averaged for each resident adult member, with children age 5-17 counted as half an adult and those 18 or older as full adults, and will include: a. All water, storm water and sewer, b. All garbage, and c. Electricity and propane used in common buildings and/or for common purposes NOTE: ”Common buildings and/or common purposes” refers to buildings (like the Club House) and purposes (like outdoor lighting and the well pump) that are equally usable by all residents and/or Members. It does NOT include special use areas like portions of the Shop/Art Center where use fees may be charged. 4. All adult residents (and not children) will share costs for the following: a. Property taxes, b. Insurance for liability and common property, c. Depreciation on common property, d. Maintenance of common property, and e. PTEV operational costs. 5. Residential utility costs of electricity and propane will be metered and paid by the residents of each dwelling, or by a cluster of dwellings as decided by the residents. 6. Phone, cable, and internet connection costs will be handled and shared however residents wish to do so. 7. Hosts of guests will contribute to operational and other costs through guest fees for guests who stay in a personal dwelling for more than one week or who are regular overnight visitors. The host of any guest who stays in a common guest facility will pay a nightly, weekly or monthly fee for use. Workshop participants, potential members, and other PTEV hosted guests will be treated differently and exceptions to this policy may be made on a case-by-case basis. A guest in this policy refers to anyone who is not a dependent of a Member.
