MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF SEPTEMBER
27, 2018
CALL TO ORDER
The Port Townsend Planning Commission met in regular session on September 27,
2018 in the City Council Chambers at 540 Water Street. Chair Paul Rice called the
meeting to order at 6:30 p.m.
ROLL CALL
Commissioners present at roll call were Bob Doyle, Rick Jahnke, James Lagergren,
Paul Rice, and Lois Stanford with Monica MickHager excused and Aislinn Palmer
absent.
Staff members present were Water Quality Manager Ian Jablonski, Public Works
Director Greg Lanning, Senior Planner John McDonagh, Deputy Clerk Haylie Clement,
and Acting Clerk Pam Kolacy.
ACCEPTANCE OF AGENDA
There were no changes proposed to the agenda.
APPROVAL OF MINUTES — AUGUST 8, 2018
Motion: Rick Jahnke moved to approve minutes of August 8, 2018. Bob Doyle
seconded.
Vote: motion carried unanimously, 5-0 by voice vote.
Commissioner Palmer arrived at 6:35..
GENERAL PUBLIC COMMENT
There was no public comment.
NEW BUSINESS
Draft Water System Plan Consistency Review
Mr. McDonagh noted that the role of the Planning Commission is to review the Water
Plan for consistency with the Comprehensive Plan.
Mr. Jablonski reviewed the packet materials and answered clarifying questions from
the Commissioners.
It was noted that there was little recognition in the document of the issue of climate
change and how it might affect water availability in the existing draft. Staff has
drafted another section dealing with climate change which has not yet been

incorporated. A suggestion was made that potential changes in the demographic
and water demands resulting from a potential migration of people to the Northwest
also be addressed in regard to climate change impacts.
Regarding the Comprehensive Plan Capital Facilities Goals and Policies included
with Appendix E, questions were raised about whether the "Tiering" priorities in Policy
2.4 now match the current Council goal of encouraging higher density residential
development. The desired focus may be to move multi -family housing up on priority
scale. Staff will review.
There was discussion regarding Policy 14.5 regarding the difficulties of designing a
water rate structure that encourages conservation.
It was noted that some references in Appendix "E" (both spreadsheet and Policies)
still have language regarding an "unfiltered surface water supply system" which are
obsolete. Staff will locate and correct all such references.
There was general discussion about the Port Townsend Paper Mill and upcoming
lease negotiations in 2020 as they relate to the Water System Plan. It was noted the
City is reviewing development of an industrial or "raw" water rate that could apply to
water used prior to filtering. Potential pros and cons of adding fluoride to the water
supply was also discussed.
There was no other business.
OTHER BUSINESS
UPCOMING MEETINGS
October 11 public hearing on the Water Plan has been moved to October 25. Housing
Code amendments are scheduled for October 11.
Absences: Commissioner Jahnke on Oct. 25, Commissioner Palmer on Nov. 8.
Mr. Lanning reported that the second day of the City staff retreat will be focused on the
City Manager hiring process and that a thorough public process will be part of the plan.
COMMUNICATIONS
Commissioners Doyle, Lagergren and Palmer reported on the Jurassic Parliament
training held September 24.
Mr. McDonagh stated that Planning Manager Judy Surber will bring a look at the 2019
Comprehensive Plan update to the Commission before the end of the year. Mr.
Lanning noted that good progress has been made on the Stormwater Plan and it should
be done by the end of the year.
