Minutes of the Port Townsend Arts Commission Meeting of October 3, 2018

Call to Order/Roll Call
The meeting was called to order at 3:00 p.m.
Approval of Agenda
Agenda as presented was accepted by consensus.
Public Comment
There was no public comment
Approval of Minutes for September 5, 2018
Minutes were approved unanimously (motion by Lord-Wood, second
Changes: add list of public members present, change by Miner) as corrected. (Morris abstained).
“Chamber of Commerce” to “Multi-stakeholders” under
Chair’s update, revise Public Art Committee report.
Chairs Update and Announcements
A site visit with state representatives is scheduled in
conjunction with the “Creative District.”
Follow up with “Jump for Joy” application – applicant
has left town but may return next year.
Budget Update
Grant awards have been listed separately as
“recurring” and “new initiative.” Remaining grant funds
for 2018 are $1,760.00.
Funding Application: 4 PT Production
Motion by Tapiro, second by Morris to approve $400 in support of the
Bob Francis was present on behalf of 4PT Productions request carried, 6-1.
to discuss the application.
Funding Application: Mandala Center for Change
Motion by Nichols, seconded by Tapiro to approve $950 in support of
Eileen Herrling and Zhaleh Almaee Weinblatt were Poetic Justice Theatre Ensemble Teen Initiative, carried
present on behalf of Mandala Center for Change. unanimously.
During discussion, it was noted that the project was

multi-year and funding only for 2018 could be
considered at this time.
Grant Application Process and 2019 Schedule
Workshops will be designed and presented to assist
potential applicants. More public outreach is needed,
especially to encourage under represented arts such
as visual and literary. Some percentage of available
funds may be earmarked for new initiatives through
September in 2019. A sample successful application
will be created.
PTAC Webpage Review
Commission members will review web pages and forward
The current webpage was discussed, and several suggestions for change to Owen; Owen and Matt will meet with City
suggestions were made for revisions prior to the new representative to discuss changes.

Angel of the Arts and Patron of the Arts schedule
Lisa will provide edited application form to the Clerk’s office as soon

as possible.
Schedule for 2018/19 will not change, nominations are
due January 1. There was support for changing back
to a selection and celebration in November, so the
Angel/Patron process would not occur in January at
the time the largest number of grant applications are
submitted. New schedule may mean two selections
and presentations in 2019 (for 2018 and 2019).
Public Art Committee Report
75-80 potential sites have been reviewed and reports
will be finalized soon. A narrative is being developed
and it is hoped the Plan will be ready for review by the
Arts Commission in November so it can be presented
to the Council in December.
City staff will develop a maintenance plan for each
piece of public art. The maintenance plan will be
reviewed annually by the Arts Commission and the
City will perform the maintenance.
