HomeMy WebLinkAbout18-046 Approving the 2018 Work Plan for the Non-Motorized Transportation Advisory Board and Directing the Board to Assist Staff as Requested to Implement the Work PlanResolution 18-046 RESOLUTION NO. 18-046 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, APPROVING THE 2018 WORK PLAN FOR THE NONMOTORIZED TRANSPORTATION ADVISORY BOARD, AND DIRECTING THE BOARD TO ASSIST STAFF AS REQUESTED TO IMPLEMENT THE WORK PLAN WHEREAS, Resolution 01-017 Section 2 outlines the role of the Nonmotorized Transportation Advisory Board (the "Board"); and, WHEREAS, at the June 11, 2018 Council workshop, Council and the Board discussed proposed work plan items for 2018; and, WHEREAS, City administration and staff have reviewed the proposed work plan items, considering Council -adopted priorities as well as current and projected staff and financial resources, and recommends that the proposed work plan be approved subject to available staff time and other financial resources; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend, Washington, as follows: Section 1 The City Council approves the Nonmotorized Transportation Advisory Board 2018 Work Plan as set forth at Exhibit A. Section 2. Consistent with Resolution 01-017 Council directs that the Board work collaboratively with City Administration and staff. The City Manager will consult with the Chair of the Board to prioritize the order of the approved tasks and assign a City staff member to each of the approved tasks. Staff shall be the lead on each of the approved tasks and may request assistance from the Board as staff deems appropriate. Staff will consult with the Chair of the Board regarding the timing of the approved tasks for placement on the Board's agendas. Stinson Mayor Approved as to form: idi Greenwood City Attorney Resolution 18-046 Exhibit A Non -Motorized Transportation Advisory Board Work Plan 1. Bicycle and Pedestrian Safety Audits a. The NMTAB, with training and direction from staff, could perform audits of intersections and other locations to identify places that may need improvements to help eliminate safety concerns. 2. Pedestrian Facilities Inventory a. Historically, there has been a strong focus from NMTAB members on promoting bicycle travel and bicycle facilities, but residents also rely on and enjoy pedestrian travel just as much, if not more. As an example, the Parks, Recreation, and Open Space Functional Plan has survey data indicating the community's most popular activity has been (since 1975), and continues to be, "walking" with "bicycling" ranking fourth. Thus, there is a desire by the NMTAB to enhance its efforts to focus on pedestrian travel and pedestrian facilities. As such, the NMTAB could develop an inventory of pedestrian facilities in an effort to identify where deficiencies may exist, and improvements are needed. 3. Non -Motorized Transportation Plan a. The NMT plan was adopted in 1998 and supplemented in 2011 and 2014. Conceptually the plan is still very relevant to the community, but it is in need of a comprehensive update. The NMTAB could support this work by reviewing the current plan to help update the City's non - motorized inventories, update the project list, recommend new information and concepts, and be a conduit for communicating this effort with Port Townsend residents. 4. Bicycle Master Plan a. Through comments from citizens and other communications from groups like Local 20/20's T - Lab, the City has heard there is a desire to develop a Bicycle Master Plan for Port Townsend. The NMTAB could assist with investigating what this type of plan might entail and how it may interact with, or become a part of, an updated version of the NMT plan. b. Additional tasks that may be included as a part of this could be updating the bicycle parking survey (initiated in 2003 and last conducted in 2008) and identifying locations for covered bicycle parking stations. 5. Walk Your Wheels a. There is interest in further developing the concept of sidewalk tiles to be place downtown where biking is not permitted on sidewalks. The NMTAB could assist with developing and/or recommending a design and potential locations for the messaging to be placed. 6. Trail Information a. Finish pamphlet/guide to promote and provide information about the City's bicycle and pedestrian transportation system emphasizing trails and travel routes, etc. Ongoing - Volunteer Projects The NMTAB enabling resolution language tasks the Board with actively participating in volunteer nonmotorized transportation projects and promoting and coordinating volunteer projects for the installation and maintenance of the city's nonmotorized transportation system.
