A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, TO ADOPT THE DOWNTOWN PARKING MANAGEMENT PLAN
AS RECOMMENDED BY THE DOWNTOWN PARKING TASK FORCE
WHEREAS, The City Council identified the need to review parking in the
downtown area and development a comprehensive plan to address issues in this area; and
WHEREAS, a citizen's task force, made up of business owners, building owners,
public agencies, residents, and other interested parties, was formed and met from June
2003 through January 2004 to develop a Downtown Parking Management Plan in
conjunction with Kittelson and Associates, a Transportation Planning and Traffic
Engineering Consultant hired by the City; and
WHEREAS, the recommended plan includes various phases of implementation
ranging from near-term, intermediate, and long-term actions covering administrative,
parking management and access, and parking supply elements; and
WHEREAS, while an additional funding requirement to better define impacts
and evaluate potential technologies for paid parking options was identified by the Task
Force, such funding was not budgeted in the 2004 Budget and is not needed at this time to
initiate implementation of the recommended Parking Plan; and
WHEREAS, any requests for further funding will be brought to the Council for
specific approval or included in future City Budgets as part of the regular budget process;
and
WHEREAS, the Parking Management Task Force is motivated to continue
working to implement the Downtown Parking Management Plan when adopted by the
City Council and it is advantageous to start this implementation as soon as possible; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Port Townsend that the City Council adopt the draft Downtown Parking
Management Plan, dated January 2004, as recommended by the Parking Task Force and
the City Council Transportation Committee.
ADOPTED by the City Council of the City of Port Townsend at a special meeting
thereof, held this 29th day of March 2004.
