MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF JUNE 28, 2018
CALL TO ORDER
The Port Townsend Planning Commission met in regular session on June 28, 2018, in
the City Council Chambers at 540 Water Street. Chair Paul Rice called the meeting to
order at 6:30 p.m.
ROLL CALL
Commissioners present at roll call were James Lagergren, Rick Jahnke, Aislinn Palmer,
Paul Rice, and Lois Stanford with Bob Doyle excused and Monica MickHager absent.
Staff members present were Development Services Director Lance Bailey, Special
Projects Temporary Employee Belinda Graham, and Temporary Clerk Pam Kolacy.
ACCEPTANCE OF AGENDA
There was unanimous agreement to accept the agenda as presented.
APPROVAL OF MINUTES -JUNE 14, 2018
Motion: Rick Jahnke moved to approve minutes of June 14, 2018. James Lagergren
seconded.
Vote: motion carried unanimously, 5-0 by voice vote.
GENERAL PUBLIC COMMENT
Public comment was held until later in the meeting.
OLD BUSINESS
Draft Rainier Street and Upper Sims Way Subarea Plan
The Commissioners continued their page -by -page review of the plan starting where
they left off at the last meeting (page 64). Comments were discussed and noted by
staff for the next draft of the document.
PUBLIC COMMENT
Public comment was taken at 7:52.
Debbie Jahnke: Noted that the currently proposed roundabout at the City entrance is
designated "Gateway Circle." However, the City already has a "Gateway Park" in the
location considered in the original Gateway Plan to be the gateway to the Historic
District. One or the other should be renamed.

Kevin Coker: noted that commercial space can be vacant for as much as a year
whereas residential space is all gone in 30 days and the current market may not bear
requiring all ground floor uses to be commercial. Regarding discussion of Howard and
9th Streets, consideration should be given to making a different location for the
"Festival" street - if on Howard, there will be parking issues and access to shops and
residences will be blocked. He also stated that in TM 2.1 on page 112, Howard is not
included in the list of streets for which technical standards would be adopted.
In response to a question from a member of the public it was noted that the discussion
on recommendations from the Council Ad Hoc Committee on Housing will be taken up
at the next meeting on July 11.
The Executive Summary was reviewed page by page, with general consensus that a
vision and guiding principles statement should be placed at the beginning of the
document.
Staff will schedule review of the revised plan for July 24. Commissioners were asked
to provide any other comments to staff as soon as possible.

OTHER BUSINESS - NONE
UPCOMING MEETINGS
The Commission will begin to discuss recommendations on housing issues at the next
meeting, July 11th. The Subarea Plan will return on the 24th. Commissioner Stanford
will be absent on July 24th. Commissioner Mick -Hager will be absent for at least one
July meeting.
COMMUNICATIONS
There has been no reply yet in response to Commission's letter to the Council regarding
suggested Rainier Street roundabout signage.
ADJOURNMENT
There being no further business, the meeting was adjourned at 8:32 p.m.
