Subject:Letter report presenting the findings of a field visit conducted at.the
property described as Lots 2 and4, Block 23 of Pettygrove's 1't
Addition, located in Section 2, Township 30 North, Range 1 West,
W.M., Jefferson County, Washington.
Dear Mr. Krajack:
lntroduction
At your request, Biil Payton of Northwestern Territories, lnc. (NTl) conducted a
field visit at the above-mentioned property on June 29,2001. The purpose of the
visit was to determine if a geological environmentally sensitive area exists at the
subject property as deflned by Sections 19.05.020 and 19.05.100(B) of the Port
Townsend Municipal Code.
Site Gonditions
The property is located south of N Street anci east of Maple Streei. The property
is undeveloqed and heavily vegetated with young and mature trees, brush and
grass. The property is on a hillside that slopes generally towards the northwest at
in angle of'14'degrees or 25%. No springs or seeps were observed on the
property and no signs of slope instability were noticed on the property.
The property is mapped by the Soil Survey of Jefferson County as the Clallam
graVelly sandy loam (CmD) and the Dick loamy sand (DcC). The Survey states
that the.Clallam soils formed in glacial till and become very compact at about 3
feet. Runoff is medium and the hazard of water erosion is moderate. The Dick
soils formed in glacial outwash. Runoff is slow, and the hazard of water erosion is
slight.
The Washington Department of Ecology Coastal Zone Atlas maps the soil at the
subject property as the Vashon lodgement till (Qvt 1). The soil is described as a
compaci mixture of boulders, cobbles, pebbles, Sand, silt and clay, generally
overlain'by 1 to 5 feet of ablation till. The Atlas further describes this soil as
excellent for foundation stability, good seismic stability and stands in steep
natural and cut slopes for long periods. The Atlas also labels the slope stability in
the area of the subject property as stable, with a small area of intermediate
stability near the southeast portion of the property. At the map scale of the Atlas,
it is difficult to determine if the intermediate area is actually on the subject
property.
As part of this field visit, one hand augured test hole was dug to a depth of 3 feet
in the northern portion of Lot 3, just south of the subject property. The soil
consisted of silty sand wiih a trace of gravel. Auger refusal was encountered at 3
feet in compact gravelly soil. Observations of surface outcrops and road cuts also
revealed compact gravelly silty sand. These observations are generally
consistent with the above mentioned soil descriptions.
Gonclusions
Although the slope of the site is greater than 15%, it does not meet the rest of the
criteria outlined in 19.05.100(8.2) in that no impermeable silVclay soils were
encountered'and no springs or groundwater seepage from perched water tables
were encountered.
After reviewing available literature and conducting a field visit, including one soil
test hole, it is our opinion that geological ESA's and/or their buffers do not exist
on-site as defined by Sections 19.05.020 and 19.05.100(q) of the Port Townsend
Municipal Code.
Limitations
This report is based on a visual inspection of the existing site conditions, barring
major catastrophic events such as earthquakes or abnormal weather conditions.
No scientific measurements, tests or calculations were performed. The findings
and report are limited to the normal standard of care of the industry for an
investigation without benefit of scientific data and calculations.
The sole objective of this investigation has been to diagnose the geotechnical
conditions at the site. This report has been prepared for the exclusive use of Mr.
Mike Krajack. lt may be used by others only with the expressed written
permission of the Engineer. This report has not been prepared for use by other
or other uses.

accepted professional engineeiing and geologic principles and practice. This

Spot Ventilation:
Source specific exhaust ventilation is required in each kitchen, bathroom, water closet, laundry
room, indoor swimming pool, spa and other rooms where excess water vapor or cooking odor is
produced. Bathrooms, laundries or similar rooms require fans with a minimum 50 cfm rating at
0.25 inches water gauge; kitchens shall have a fan with a minimum 100 cfm rating at0.25 inches
water gauge.
Outdoor Air Inlets:
Outdoor air shall be distributed to each habitable room by means such as individual inlets,
separate duct systems, or a forced-air system. Habitable rooms include all bedrooms, living and
dining rooms but not kitchens, bathrooms or utility rooms. Where outdoor air supplies are
separated from exhaust points by doors, undercutting doors a minimum of %inch above the
surface of the finish floor covering, distribution ducts, installation or grilles, transoms or similar
means where permitted by the Uniform Building Code. When the system provides ventilation
through a dedicated opening, such as a window or through-wall vent, these openings must:
o Have controlled and secure openings
e Be sleeved or otherwise designed so as not to compromise the thermal properties of the wall or
window in which they are placed.
o Provide not less than 4 square inches of net free area of opening for each habitable space.

The following is a list of code changes ihat will effect conslruction of single family and duplex homes in Climate Zone
1- This is not a comprehensive list of changes, To see all the changes, download a new copy of the code and look
for a vertical bar in the margin indicaling a change in lhe code.
Building Envelope:
Prescriptive Options Table 6-1. Option l, the U-factor for windows changed to U-.032. Glazing is limited to 10% of floor area.. Option ll, lhe U-factor for windows changed to.U-.035-. Option lV, the U-faclor forwindows changed to U-.035-
There may be an increased uso of window U-factor averaging when using the prescriptive method. Applicanls may
show compliance by providing area weighted average U-factor for all of the windows. Wth a more stringent standard
the use of averaging may increase. The applicant must submit a detailed window schedule demonstrating
compliance.

Doors:
602.6 Exterior Doors. One unregulatod door up to 24 square feet is stillallowed.. Glazed doors are considered lo be windows.. All opaque doors must meet the door U-factor reguirement.
ln the past, any door could be called a window when included in ihe giazing percentage. Now, when using the
prescriptive oplions, opaque doors must meet tlre U{"20 requirement. An insulated liberglass or thermally broken
steel door will usually mest the U-tactor requirement.

you and she discussed at the DSD counter on December 2L,2007.

figure was based on the premise that you would need an MIP for your street work. As it turned
out, you had to apply for an SDP and we do not collect any fees up-front for an SDP permit. SDP
permit fees are collected when the permit is issued.
Please send a check in the amount of $150 (made out to the City of Port Townsend) for the initial
cost of plan review for your building permit. Final building permit fees will be determined
during the plan review process and those fees will be collected when the permit is issued.

I have a question regarding when you can use single event modeling software versus continuous.
Thele js l loadway redevelopment project within the City of Port Townsend. The existing and proposed roadway
totals 7,979sqft (impervious surface) and the proposed portion totals 513sqft. The engineer mit<e! a statement
that the system does not 9p.!glgq from the site; therefore, a continuous model is not needed. The only
reference I found in the 2005 SWMM for Western Washington which supports this statement was in Voiume lllpage2-10
lf single event methods are used to size temporary and permanent conveyances, the reader should
reference other texts and software for assr.sfance.
ls this the appropriate analysis or has the engineer made an incorrect assumption?
A general question: ls there any instance where single event modeling is acceptable to use?

Subject:Letter report presenting the findings of a field visit conducted at.the
propertydescribed as Lots 2 and 4, Block Z.g of Pettygrove's 1't
Addition, located in Section 2, Township 30 Notth, Range 1 West,
W.M., Jefferson County, Washington.
Dear Mr. Krajack:
lntroduction
At your request, Bill Payton of Northwestern Territories, lnc. (NTl) conducted a
field visit at the above-mentioned property on June 29,2001. The purpose of the
visit was to determine if g geological environmentally sensitive area exists at the
subject property as defined by Sections 19.05.020 and 19.05.100(B) of the Port
Townsend Municipal Code.
Site Gonditions
The property is located south of N Street anci east of Maple Streei. The property
is undeveloped and heavily vegetated with young and mature trees, brush and
grass. The property is on a hillside that slopes generally towards the northwest at
in angle oi U degrees or 25o/o. No springs or seeps were observed on the
property and no signs of slope instability were noticed on the property.
The property is mapped by the Soil Survey of Jefferson County as the Clallam
gravelly sandy loam (CmD) and the Dick loamy sand (DcC). The Survey states
that the Clallam soils formed in glacial till and become very coppact at about 3
feet. Runoff is medium and the hazard of water erosion is moderate. The Dick
soils formed in glacial outwash. Runoff is slow, and the hazard of water erosicn is
slight.

The Washington Department of Ecology Coastal Zone Atlas maps the soil at the
subject property as the Vashon lodgement till (Qvt 1). The soil is described as a
compaci mixtuie of boulders, cobbles, pebbles, sand, silt and clay, generally
overlain'by 1 to 5 feet of ablation till. The Atlas further describes this soil as
excellent for foundation stability, good seismic stability and stands in steep
natural and cut slopes for long periods. The Atlas also labels the slope stability in
the area of the subject property as stable, with a small area of intermediate
stability near the southeast portion of the property. At the map scale of the Atlas,
it is difficult to determine if the intermediate area is actually on the subject
property.
As part of this field visit, one hand augured test hole was dug to a depth of 3 feet
in the northern portion of Lot 3, just sduth of the subject property. The soil
consisted of silty sand wiih a trace of gravel. Auger refusal was encountered at 3
feet in compact gravelly soil. Obseruations of surface outcrops and road cuts also
revealed compact gravelly silty sand. These observations are generally
consistent with the above mentioned soil descriptions.
Gonclusions
Although the slope of the site is greater than 1 5o/o,it does not meet the rest of the
criteria outlined in 19.05.100(8.2) in that no impermeable silVclay soils were
encountered and no springs or groundwater seepage from perched water tables
were encountered.
After reviewing available literature and conducting a field visit, including one soil
test hole, it is our opinion that geological ESA's and/or their buffers do not exist
on-site as defined by Sections 19.05.020 and 19.05.100(q) of the Port Townsend
Municipal Code.
Limitations
This report is based on a visual inspection of the existing site conditions, barring
major catastrophic events such as earthquakes or abnormal weather conditions.
No scientific measurements, tests or calculations were performed. The findings
and report are limited to the normal standard of care of the industry for an
investigation without benefit of scientific data and calculations.
The sole objective of this investigation has been to diagnose the geotechnical
conditions at the site. This report has been prepared for the exclusive use of Mr.
Mike Krajack. lt may be used by others only with the expressed written
permission of the Englneer. This report has not been prepared for use by other
or other uses.
The observations, interpretations, and conclusions herein are based on generally
accepted professional engineeiing and geologic principles and practice. This
warlanty is in lieu of all others, either expressed or implied

10. Erosion and sedimentcontrol measures and construction entrance must be installed and inspected
prior to construction. Silt fence, construction entrance, etc. must be maintained throughout
construction. Follow approved General Erosion, and Sediment Control Plan submitted.
20. Prep and pave N Street from Maple to and through property and install street drainage per plans
approved. Submit street compaction test results prior to paving. Call for inspection of grading, base,
top course, final grade and paving. Notify City when paving is scheduled.
25. Work with uphill neighbors to maintain access or if access will be limited.
30. Pave an asphalt driveway apron from the edge of street, 10 ft. deep. Maximum driveway width in
residential is 20 ft. Saw cut edge of street and tack and seal well. Call for inspection of driveway prep
prior to paving. Notify City when paving is scheduled.
40. Connect to existing sewer in N Street. lnstall a backflow preventer and a cleanout. Call for inspection
before covering. A latecomer fee is due for the sewer main. See invoice for amount. Side sewer
should be stubbed prior to paving.
50. Submit an as-built drawing of side sewer connection at time of inspection on form provided with permit.
60. May connect to existing water in N Street. City installs meter. When all fees are paid, call379-4434'for
meter installation. Allow 2-3 weeks. Property owner connects from the meter to the building. Service
connections to the property should be completed prior to paving. A latecomer fee is due for water. See
invoice for amount.
70. lnstall on-site stormwater management per perk tests, Engineering Design Standards, DOE 2005
Stormwater Management Manual and Approved plan. lnspection required before covering.
80. All areas of work must be restored. lf any damage occurs to existing infrastructure during construction,
damage must be repaired, inspected and approved by the City.
90. Placement of fill at an off-site location may require a separate grading and/or filling permit. The
applicant is responsible for ensuring that all proper permits have been obtained.
100. lf a latecomer is contemplated for street improvements, a complete application must be submitted
before any work is started in order to qualify for the latecomer.
110. Any tree in the right-of-way, adjacent to someone else's property, to be removed for infrastructure
