Hi Michael,
I am trying to determine that minimum setbacks are met with the new additions.
I printed your map and used a 20 scale. I agree that the concrete porch is about 5 feet to the Walker Street
property line and according to my scale the side of the existing house is about 22 feel to the Jefferson Street
property line.
Please provide exact dimensions on your survey drawing for those two street sides as well as the side where
the deck is (opposite Walker Street), as Tamara's plans refers to the number of inches for the additions (see
below) and it is right up to the minimum setbacks.
Tamara -
the minimum setback to right-of-ways in the R-ll zone is 10 feet.
The floor plans (A-4) show:
on the Walker Street side 11" 7" to the property line; with the addition of two pop outs of 1'7" in depth = 10'
exactly to the property line.
On the Jefferson Street side, a 13' 8" wide studio is proposed. lf it is just 22 feet to the property line, that only
leaves B'4", which wouldn't meet setbacks.
We can't proceed with plan review until the above setback issue is resolved. After Michael provides exact
dimensions we can go from there.

Hi Michael,
I am trying to determine that minimum setbacks are met with the new additions.
I printed your map and used a 20 scale. I agree that the concrete porch is about 5 feet to the Walker Street
property line and according to my scale the side of the existing house is about 22feelto the Jefferson Street
property line.
Please provide exact dimensions on your survey drawing for those two street sides as well as the side where the
deck is (opposite Walker Street), as Tamara's plans refers to the number of inches for the additions (see below)
and it is right up to the minimum setbacks.
Tamara -
the minimum setback to right-of-ways in the R-llzone is 10 feet.
The floor plans (A-4) show:
on the Walker Street side 1 1" 7" to the property line; with the addition of two pop outs of 1' 7" in depth = 10'
exactly to the property line.

Changes for Single Family and Duplex Construction
The following is a list of code changes that will effect construclion of single family and duplex homes in Climate Zone
1. This is not a comprehensive list of changes. To see all the changes, download a new copy of the code and look
for a vertical bar in the margin indicating a change in the code.
Building Envelope:
Prescriptive Oplions Table 6-1. Option l, the U-factor for windows changed to U-.032. Glazing is limited to 10% of floor area,. Option ll, the U-factor for windows changed to U-.035.
' Option lV, the U-factor for windows changed to U-,035.
There may be an increased use of window U-factor averaging when using the prescriptive method. Applicants may
show compliance by providing area weighted average U-factor for all of the windows. With a more stringent standard
the use of averaging may increase. The applicant must submit a detailed window schedule demonslrating
compliance.

' One unregulated door up to 24 square feet is still allowed.. Glazed doors are considered to be windows.. All opaque doors must meet the door U-factor requirement,
ln the past, any door could be called a window when included in the glazing percentage. Now, when using the
prescriptive options, opaque doors must meet the U-0.20 requiremenl. An insulated fiberglass or thermally broken
steel door will usually meet the U-factor requiremenl.

Table 5-1, footnote 3. lf there is room in the joist for R-38 insulation, R-38 is required. This applies to all single rafter joist 13" or
greater in depth,. R-30 single rater joist now limited to 500 square feet of roof area. Additional rafter area must use R-38

size heat pumps or air condilioners. This spread sheet is available on our web site.

selected by either of the following, whichever
yields a greater height of a building:
A. The elevation of the highest adjoining
sidewalk or ground surface within a five-foot
horizontal distance of the exterior wall of the
building when such sidewalk or ground surface
is not more than 10 feet above lowest grade; or
B. An elevation 10 feet higher than the
lowest grade when the sidewalk or ground sur-
face described in subsection A of this defini-
tion is more than 10 feet above lowest grade.
The height of a stepped or terraced building
is the maximum height of any segment of the
building.
"Building line" means the line of that face,
corner, or any part of a building nearest the
property line, including by way of example but
not limited to all cornices, architectural
appendages, exterior balconies, and similar
projections beyondthe main foundation line of
a building, but excluding the top roof or roof
overhang of buildings, and excluding side-
walks, driveways and patios on ground level,
and decks less than 30 inches in height.
"Building materials, garden and farm sup-
piies siore" means businesses primarily
engaged in selling products such as lumber and
other building ma0erials; paint; glass; wallpa-
per; hardware; nursery; tractors; and farm sup-
plies such as seeds, feeds, fertilizer, and farm
tools. It includes such firms if they sell to the
general public, even if they also sell to contrac-
tors; if they do not sell to the general public at
all they are defined as "Wholesale trade." Flo-
rists and other stores selling cut flowers and
potted plants not grown on the premises are
classified as specialty stores. See also "Green-
house" and "Plant nufsery."
"Building official" means a duly appointed
officer of the city charged with the administra-
tion and enforcement of the International
Building Code.
"Building, principal" means a fully enclosed
and roofed structure, or portion thereof in sep-
arate ownership, which houses the primary
uses of at least one business, residence or other
establishment. Accessory buildings or out-
buildings are not included in this definition.
"Bulk plant facility" means a facility where
flammable or combustible liquids are received
by tank vessel, pipelines, tank car, or tank
vehicle and are stored or blended in bulk for
the purpose of distributing such liquids by tank
vessel, pipeline, tank car, portable tank or con-
tainer, or via other methods of wholesale sales.
"Bus and transit storage and maintenance
facility" means any building and adjacent out-
door space required for the servicing, washing,
and the overnight parking of buses or other
transit vehicles that are used for transporting
the general public, tourists, school children, the
elderly, and/or handicapped or construction
workers.
"Business service" means an establishment
primarily engaged in rendering services to
other business establishments on a fee or con-
tract basis, not involving the sale of any goods
or commodities available on the premises, and
not dispensing a personal service. Business
service establishments may include, but are
not necessarily limited to, activities such as
real estate, insurance, accounting or bookkeep-
ing, financial institutions, management or con-
sulting firms, or other similar uses.
"Camoufiaged" means the use of shape,
color and texture to cause an object to appear
to become a part of something else, usually a
structure such as a building, wall, flagpole,
streetpole, or roof. Camouflage does not mean
"invisible," but rather "appearing as part of or
exactly like the structure used as a mount."
"Campground, public" means any parcel or
adjacent parcels of land in public ownership
which provides sanitary facilities and spaces
for pitching tents for short-term occupancy of
a transient, recreational nature. Those public
campground facilities that also provide park-
ing for two or more recreational vehicles are
considered recreational vehicle parks. See,
"Recreational vehicle park, public."
"Canopy" means a temporary or fixed shel-
ter supported entirely from the exterior wall of
a building without other means of support to
the ground. For the purposes of this title, "can-
opy" shall include "awning."
"Canopy sign" means any sign erected upon
or against a canopy or awning.

measured as coverage for the purposes of
determining maximum lot coverage, and also
shall be used for measurement of setback
requirements. Automobile service stations
may include the following: customary space
and facilities for the installation of such com-
modities on orin such vehicles; space for facil-
ities for the storage, minor repair, or servicing
of such vehicles, and space for car washing.
Automobile service stations may not include
painting operations.
"Servicing of personal apparel and equip-
ment" means a business primarily engaged in
the upkeep of personal or small household
belongings. Such businesses include, but are
not limited to: tailors; locksmiths; piano tun-
ers; or businesses which repair shoes, cameras,
small appliances, or consumer electronics.
"Setback (yard requirements)" means the
distance between a building and its lot lines.
Setbacks shall be measured, where applicable,
from building lines to the proposed or actual
public or private street right-of-way lines.
"Sexually oriented materials" means any
books, magazines, periodicals or other printed
materials, or any photographs, films, motion
pictures, video cassettes, slides, digital images
or other visual representations, that are distin-
guished or characterized by a predominant
emphasis on matters depicting, describing, or
simulating any specified sexual activities or
any specified anatomical areas. The term "sex-
ually oriented materials" includes any instru-
ments, devices, or paraphernalia designed for
use in connection with any specified sexual
activities.
"Shall" or "shall not" indicates mandatory
compliance with objectives.
Shelter, Emergency. See "Residential treat-
ment facility."
"Shelter station" means a shelter for the pro-
tection from the elements for the waiting cus-
tomers of a transportation system.
"Shopping center" means a group of archi-
tecturally unified commercial establishments
built on a site that is planned, developed,
owned, and managed as an operating unit
related in its location, size and type of shops to
the trade area which the unit serves.
"Shopping mall" means a shopping center
with stores on one or both sides of a covered
and enclosed pedestrian walkway.
"Shoreline master program" means the
Shoreline Management Master Program for
Jefferson County and Port Townsend, Wash-
ington, adopted March 7, 1989, or as later
amended.
"Should," "may," "encouraged," or "dis-
couraged" are used where some flexibility is
possible in the means used to achieve desired
objectives.
"Sign" means any object, structure or por-
tion thereof, other than a flag or government
symbol, which contains advertising and which
is visible from any right-of-way open to the
public.
"Sign area" means the entire area of a sign
on which the copy is to be placed including
both sides of a double-faced sign. Sign areas
shall be calculated by measuring the area of the
smallest square, circle, rectangle, triangle, or
combination thereof that will encompass the
extreme limits of the advertising copy,
together with any material or color forming an
integral part of the background of the display
or used to differentiate the sign from the back-
drop or structure against which it is placed, but
not including any supportive framework, brac-
ing, architectural embellishments or decora-
tive features or fences or walls which contain
no written copy or other advertising and when
any such fences or walls otherwise meet the
requirements of this title and are clearly inci-
dental to the display itself.
"Sign face" means any surface of a sign
upon which there is lettering or other advertis-
ing.
"Sign height" means the vertical distance
from grade to the highest point of a sign or any
projection thereof.
"Sign structure" means any structure which
supports or is capable of supporting any sign as
defined in this chapter- A sign structure may be
a pole or poles, or may be an integral part of a
building. Structures which perform a separate
use, such as a telephone booth, bus shelter,
recycling or used goods container, etc., shall
not be considered a sign structure.

add on to a single family residence- The applicant subsequently decided not to buitd the
addition.
The applicant requested a partial refund of the permit fee and Leonard Yarberry has
approved the request

98368.
A copy of the receipt and FMS report is attached, along with a copy of the applicants'
request for a refund.
