Climate Zone 1 - Type R-3 and R-4
Changes for Single Family and Duplex Construction
The following is a list of code changes that will effect construction of single family and duplex homes in Climate Zone
1. This is not a comprehensive list of changes. To see all the changes, download a new copy of the code and look
for a vertical bar in the margin indicating a change in the code.
Building Envelope
Prescriptive Options Table 6-1. Option l, the U-factor for windows changed to U-.032- Glazing is limited lo 1O% of floor area. Option ll, the U-factor for windows changed to U-.035.. Option lV, the U-factor for windows changed to U-.035.
There may be an increased use of window U-factor averaging when using the prescriptive method. Applicants may
show compliance by providing area weighted average U-factor for all of the windows. With a more stringent standard
the use of averaging may increase. The applicant must submit a detailed window schedule demonstratingcompliance. t
Component Performance Table 5-1. The target window U-factor changed to U-.035.. The target wall U-factor changed to U-.057.
Doors:
602.6 Exterior Doors. One unregulated door up to 24 square feet is still allowed.. Glazed doors are considered to be windows.. All opaque doors must meet the door U-factor requirement.
ln the past, any door could be called a window when included in the glazing percentage- Now, when using the
prescriptive options, opaque doors must meet the U-0.20 requirement. An insulated fiberglass or thermally broken
steel door will usually meet the U-factor requirement.
Single Rafter Joist:
Table 6-1, footnote 3
Table 5-1, footnote 3. lf there is room in the joist for R.38 insulation, R-38 is required. This applies to all single rafter joist 13" or
greater in depth.. R-30 single rater joist now limited to 500 square feet of roof area. Additional rafter area must use R-38
insulation.

l. Minimum requirements for each option listed. For example, if a proposed design has a glazing ratio to the conditioned floor
area of l3o/o, it shall comply with all of the requirements of the 15Yo glazing option (or higher). Proposed designs which cannot
meet the specific requirements of a listed option above may calculate compliance by Chapters 4 or 5 of this Code.
2. Requirement applies to all ceilings except single rafter or joist vaulted ceilings complying with note 3. 'Adv'denotes
Advanced Framed Ceiling.
3. Requirement applicable only to single rafter or joist vaulted ceilings where both (a) the distance between the top of the
ceiling and the underside of the roof sheathing is less than l2 inches and (b) there is a minimum I -incli vented airspace above the
insulation. Other single rafter or joist vaulted ceilings shall comply with the "ceiling" requirements. This option is limited to 500
square feet of ceiling area for any one dwelling unit.
4. Below grade walls shall be insulated either on the exterior to a minimum level of R-10, or on the interior to the same level as
walls above grade. Exterior insulation installed on below grade walls shall be a water resistant material, manulactured for its
intended use, and installed according to the manufacturer's specifications. See Section 602.2.
5. Floors over crawl spaces or exposed to ambient air conditions.
6. Required slab perimeter insulation shall be a water resistant material, manufactured for its intended use, and installed
according to manufacturer's specifications. See Section 602.4.
7. Int. denotes standard framing 16 inches on center with headers insulated with a minimum of R-10 insulation.
8. This wall insulation requirement denotes R-19 wall cavity insulation plus R-5 foam sheathing.
9. Doors, including all fire doors, shall be assigned default U-factors from Table 10-6C.
10. Where a maximum glazing area is listed, the total glazing area (combined vertical plus overhead) as a percent of gross
conditioned floor area shall be less than or equal to that value. Overhead glazing with U-factor of U:0.40 or less is not included
in glazing area limitations.
I l. Overhead glazing shall have U-factors determined in accordance with NFRC 100 or as specified in Section 502.1 .5.

f. Building setback shall be a minimum of 20 feet from the nearest edge of trail
easement_(defined in Easement for Trail at 3, betow) in the area north of the
driveway shown on Exhibit A.
g. Building setback for interior lot lines shall be a minimum of 5 feet.

Streets shall be located within the former Root Street right of way. L,ots B and C

i. Madrona trees on Lot C of Exhibit A shall be preserved, provided, nothing prevents
removal of a tree or trees if there is a threat to life or safety; the procedures in 2.5
below shall apply for construction activity and before a tree can be removed, unless
there is an imminent danger justifying immrcdiate removal'

of way that is dedicated back to the City 1S subject to applicable development
regulations adopted by the City, (1) on the'basis and understanding that for the right ofway that is within ten feet from the owner,s original platted lot line, no City permission
is necessary for plantings and landscaping (however, such plantings and landscaping are
subject to applicable City development regulations), and Q) onthe basis and
understanding that City will not adopt regulations that prohibit or regulate plantings or
landscaping unless such regulations are necessary for public health or safefy.

a. Within 45 days of this Agreement, Garrisor/Flint will hire at their expense a
certified arborist to make tree maintenance / enhancement recommendations for
trees located within Root Street. Anyiecommendation(s) only becomes binding' on any owner on whose property a tree or trees are located if the owner, in the
owner's prerogative, agrees in writing to the recommendation.
b. Prior to new construction (buildings;-driveways, utility lines) on any of the lots
comprising on the Garrison/Flint P'r<iiierly, Garrison/fnnt stratt r"tuin a certified
arborist for the purpose of obtainihg an opinion that the new construction will
not materially harrn the existing trees in the Root Street right of way and/or on
the western boundary of tnt C to the extent reasonably practical, and/or will
follow the recommendations of the certified arborist to avoid material harm to
the trees to the ellent reasonably practical. Prior to construction, and prior to
issuance of any City permit for new construction, Garrison/Flint will provide
the opinion of the arborist to the city, and to the person named below; as
representative of the parties to this Agreement. The city will not issue anypermit for a period of twenty days to allow the city andparties to this
Rgreement to review the arborist's opinion, and provide any information to theCity. The parties may at their own expense obtain their own review of the
Garrison/Flint arborist opinion. rne City shall condition issuance of permits for
new construction by protecting agairut material harm to the trees to the extentpractical. The decision of the city:shall be final with respect to whether
proposed construction has avoided:material harm to the trees. This paragraph
shall be construed to allow u"".r..luhd new construction, subject to minimizing
harm to the existing trees in Root Street to the extent reasonably practical.

7. Covenant Runnins With the Land. The restrictions and easernents set forth in this
instrument affect and restrict the land, and said restrictions are and shall be construed as
covenants running with the land and binding upon Garrison/Flint and alt subsequent owners
of the land or any interest in or part thereof, it brcing the intent of Garrison/Flint that the
restrictions in this instrument shall bind and restricj the property and land, and their grantees,
successors, heirs, personal representatives, successors and assigns ofany nature and
description.
8. Recordine. This instrument shall be recorded with the Jefferson County Auditor,
Washington. Upon its recording, all contracts and deeds or other instruments of conveyance
relating to the Property shall likewise contain reference to these covenants, conditions and
restrictions applyrng thereto, however, the instrument shall be valid and binding even if not
so referenced.
9. Remedy. The City and owners of property referred to in Paragraph 1, or either of them,
and their grantees, successors, heirs, personal representatives, successors and assigns.ofany
nature and description, shall have a full and adequate remedy both in law and equrtyto
enforce and compel compliance with the terms of this Declaration and to benefit and take
advantage of its terrns. In addition, the City shall have the right to refuse to issue any
building permits for any building or structure, which would violate the covenants contained
in this instrument. In additioo, ffiy violation,o-f&is instrument may be enforced by the City
as a violation of the zoning code of the City. '*: , ,.
10.taws.This instrument does not amend or modiff, nor is it intended to amend or
modifr any other requirements of the respective ordinances and codes of the City or any
other law or regulation dealing with the use of land or construction of improvements upon
lands as now or hereafter amended, but rather operates as additional covenants and
agreements for the pu{poses herein set forth..
11. MODIFICATION. THIS RESTRICTTVE COVENANT MAY NOT BE
RELEASED, MODIF'IED, OR TERMINATED WITHOUT TIIE CONSENT OF THE

the site. Failure to comply will result in all work on the site being stopped.
Clearing per scope of work only; future excavation and construction
activities shall be covered under separate building permit. Any change to
this proposed schedule shall receive prior approval of the Building Official.
Overhurden stored on-site shall be covered within 2 days with mulching or
plastic covering. lf materials are to be exported from the site, contact the
Building Department prior to their removal.
