CHECKLIST
This checklist is for new dwellings, additions, remodels, and garages. The purpose is fo show
what you intend to build, where it will be located on your lot, and how it will be constructed.
n Residential permit application.
I Washington State Energy & Ventilation Code forms
n Two (2) sets of plans with North arrow and scaled, no smaller than /o" = 1 fool:
n A site plan showing:
1. Legal description and parcel number (or tax number),
2. Property lines and dimensions
3. Setbacks from all sides of the proposed structure to the property lines in accordance with a
pinned boundary line survey
4. On-site parking and driveway with dimensions
5. Street names and any easements or vacations
6. Location and diameter of existing trees
7. Utility lines
B. lf applicable, existing or proposed septic system location
9. Delineated critical areas boundaries and buffers
I Foundation plan:

Freeland Remodel. Description of Work
All work to be done within existirrg footprint. Changes to the house will meet the default
values for the State Energy Code under option 3. Work will be in fow existing rooms.
1. Kitchen ./a. Remove existing lowered ceiling (S feeQ and restore original 10 foot !/
ceiling. Remove non-structural partition near stairs to basement. The
non-structural partition extends only frorn floor to the lowered ceiling, and
has no connection to the original true ceiling. Remove or cover original
lath and plaster of ceiling with wall board.
b. West facing wall
i. Remove door from west facing wall:I, replace top half of door opening with a window.
2. fill in area below window with new wall area.ii. Remove and reinstall wallboard from inside of west exterior wall
between brick chimney and corner of north wall. Install insulation
to maximum extent possible. Add vapor barrier. Add plywood
layer under new wall board to improve shear strength of this wall.
c. North facing wall
i. Remove existing double French door from north facing wall.
Reframe one half of the existing French door moving it irrto the
middle of the cunent openlng and making it a single French door
with area of 18.8 square feet. Fill in around the reframed door
with wall and siding. Note: the French doors were installed under
permit 98-0093, and met energy code requirements at that time,
and the area of glass for the single door meets the energy code
exemption with an area less thanZ4 square feet.

ii. Remove existing casement windows from north wall. The existing
casement windows have an area of 11.66 squaxe feet. The new
window will have an area of 24 square feet or less.iii. Noto: the area on the south wall devoted to doors and windows will
be reduced from 49.5 square feet to 43 square feet or less as a
result of the changes to windows and doors.
iv. Remove wallboard from north facing wall. Inspect the connections
of the ceiling joists to the outside wall and strengthen connection
as necessary/possible. Insulate outside wall to the maximum
extent possible, and add vapor barrier. Instatl plywood layer under
new wallboard. Use green board or cement board in areas near
sink,
v. Move plumbing for sink to be centered under the new wrndows.d. Install tile floor over electric heating pad
e. Install new cabinets, sink,appliances and lighting. Vent stove to outside.
2. Remodel Ground Floor Bathroom
a. Remove existing tub/shower and replace with new

maximum extent possible, and a vapor balriet installed. Areas not
needing cement board will be covered with green board.

3. Remodel Existing Up-Stairs.Bathroom
a. _Expand bathroom into area now occupied by closet of adjacent bedroom.
TFffifls between the bathroom and iloset are non-structural, consisting
only of partitions for the existing shower stall.
b. Remove existing shower and replace with new shower stall at the far end
(south wall) of the former closet.i. Move plumbing for shower. Water supply lines and drain line to
be tied into existing bathroom water supply and drain system.
Retain existing vent pipe. New valves installed for shower.ii. lnstall cement board in area of shower and install tile. Replace
plumbing in area of shower with new valves. Shower pan to be
pre-formed acrylic pan or built up in place.
c. Replace existing vanity with new vanity and fixtures.
d. Retain existing toilet.
e. Retain existing vent fan which was installed in 1998 remodel. t?) rq$7t? A*4grAt".1f. Install floor tile over electric heat pad.
g. Any outside wall which is opened up will be insulated to the maximum
extent possible, and a vapor barrier installed under new green board or
cement board.
h. Build new interior wall section in bedroom where there was an opening
for the closet.
4. Complete Instatlation of Npw U. p-Stairfl B-athroom Above Kitchen
a. Work to install this bathroom was begun in 1998 under permit 98-0093.
At that time the room was insulated, green board walls and ceiling were
put in, a vapor barrier was installed, a vent fan was added, and liglrting
was installed. Plumbirtg, bathroom fixtures and new flooring were not
completed at that time. Work to complete the bathrooms will be done
within the existing bathroom walls and retaining the existing window.
b. Install plumbing for a toilet, sink, and tub/shower. The plumbing to be
routed up from the basement through the south wall of the kitchen, and run
through the floor joists as needed to reach the fixtures. A new vent pipe
will be installed inthe wall (betweenthe new bathroom and the adjacent
second floor hall) and vented through the roof.
c. Install floor tile over electric heat pad.
d. Install new toilet sink, and tub/shower.
e. Install tile in the tub/shower enclosure

Note: the whole house fan shall be readily accessible and controlled by a}4.hoar clock
with the capability of continuous operation, manual and automatic control. At the time of final
inspection, the automatic control timer shall be set to operate the whole house fan for at least 8
hours a day, and have a sone rating at 1.5 or less measured at 0.10 inches water gauge.

Outdoor Air Inlets:
Outdoor air shall be distributed to each habitable room by means such as individual inlets,
separate duct systems, or a forced-air system. Habitable rooms include all bedrooms, living an$
dining rooms but not kitchens, bathrooms or utility rooms. Where outdoor air supplies are
separated from exhaust points by doors, undercutting doors a minimum of %inch above the
surface of the finish floor covering, distribution ducts, installation or grilleso transoms or similar
means where permitted by the Uniform Building Code. When the system provides ventilation
through a dedicated opening, such as a window or through-wall vent, these openings must:
r Have controlled and secure openings
r Be sleeved or otherwise designed so as not to compromise the thermal properties of the wall or
window in which they are placed.
o Provide not less than 4 square inches ofnet free area ofopening for each habitable space.
