This is not a comprehensive list of changes. To see all the changes, download a new copy of the code and look for a vertical bar in the margin indicating a change in the code. Building Envelope: Prescriptive Options Table 6-1. Option l, the U-factor for windows changed to U-.032. Glazing is limited lo 10% of floor area.. Option ll, the U-factor for windows changed to U-.035.. Option lV, the U-factor for windows changed to U-,035. There may be an increased use of window U-factor averaging when using the prescriptive method. Applicants may show compliance by providing area weighted average U-factor for all of the windows. With a more stringent standard the use of averaging may increase. The applicant must submit a detailed window schedule demonstratinS compliance. Doors: 602.6 Exterior Doors' r One unregulated door up lo 24 square feet is still allowed.. Now, when using the prescriptive options, opaque doors must meet the U-O.20 requirement. An insulated fiberglass or thermally broken steel door will usually meet the U-factor requirement. Heating and cooling equipment shall be sized based on building loads calculated in accordance with Air Conditioning Contractors of America Manual J or other approved heating and cooling calculation methodologies. Manual J is a heating and cooling heat load calculation method. This method takes some training. This spread sheet will also provide a simple heating system size calculation that is roughly equivalent to manualJ. Limit the use of this spread sheet to electric resistance or combustion equipment sizing. She recommends thatfurther soil- testing take place prior to development on Block 5L. Althougrh the Procedures Manual for Port Townsend,s EnvironmentallySensitive Areas Ordinance indlcates a sensitive area on Block 51 of thesite, a staff inspection deternined the proposed development of thesites would be outside any area that would be regulated under theEnvironmentally Sensitive Areag (BSA) Ordinance. B. AIR Dust and odors from equiprnent witl be produced during construction. Thedust can be mitigated by watering the site and sweeping paved surfaceswhere soils nay be tracked. AIso, smoke would be generated by theoutdoor burning of debris during the clearing stages of the proJect. C. WATER The applicant proposes to develop a drainage infiltration trench alongthe western edge of Maple Street and the interior of the proposedinternal loop road to accommodate runoff. The applicant states thatparking and road areas of the proposed project will contribute runoffcontaining typical urban pollutants of oi1, grease, and heavy metals, and sediment. The checklist conpleted by the applicant proposes grassy swales to mitigate the run-off pollutants. Infil-tration trenches were designed by Olympic Engineering and submittedin a Prelininary Design Report dated May 5, L993. However, no grassy swales appear in the Olynpic Engineering Report. In a conversation with the City Engineer on June L8, 1,993 he stated thatthe drainage infiltration plan hras approved as subrnitted with twoconditions: each residence shall proposd infiltration systems for reviewat the time of building permit application; and ditches shatl belnstalled along the Q Street entrance to the site. The applicant subrnitted a revised site plan on June L7 , l-993 n whichincluded a drainage ditch on the south side of trQrr Street and aninfiltration ditch to the west of Maple Street with a drainage ditch tothe east of Maple street. The City Engineer has not reviewed therevised plan to date. llowever, the applicant's representative statesthat the drainage ditch to the east of Maple Street is not part of theprotrrcsal. NOISE Construction noise from the project can be expected to occur on thesite, but the noise is not expected to have a significant impact on neighboring residences. No significant increase in noise is expected atthe completion of construction other than the normal noises associated htith the establishment of six new residences: increased traffic noises,periodie outdoor maintenance, and outdoor recreation. The applicant proposed to limit construction activities to the hours of7 a.m. and 6 p.n. Monday through Friday. No construction activities would be allowed on weekends and national holidays. r. LANp ANp SHORELTNE UqE The site is currently used as a slngle-farnily residence and horse farm. Three barns/outbuildings have recently been demolished on the site. ThePort Townsend Comprehensive Plan, and Port Townsend Zoning Code bothidentify the site as single-family residential. The applicant estimates approximately 18 people will reside in the developrnent upon conpletion. The currertt site plan indicates that a boundary line adjustnent would be required to adjust the boundary line between proposed Sites 1 and 2. Ifa boundary line adjustrnent Tdere not applied for or if the adjustment were not approved, Site t would be required to access from Fir Street or obtain a private access easement through a neighboring lot. Other than the above mentioned boundary line adjustnent the proposal wouLd utilize existing platted lots and portions of abutting vacated streets to create the new sites. A private road easement is also.necessary. The applicant has submitted a draft of covenants, conditions andrestrictions for the proposed project along with a landscaping plan' ;'. HOUSING There is one existing residence on the site which will be preserved. The six neer building sites are proposad to be developed as six new single-farnily residential sites. The applicant proposes to market the proposed houses for the rniddte irtcome housing market. K- AESTHETIqS. The site is currently open pasture land, and if developed, the aestheticqualities of the property would be reduced. PUBLIC SERVICES The applicant proposed to instalt a fire hydrant near the southwestcorner of Maple and R streets. An existing hydrant is located on theeast side of Fir Street adjacent to proposed gite 1. That hydrant isconsidered to be below minimum fire flow standards. O. UTILITIFS The applicant proposes to extend a six-inch ttwater main looprt asindicated on the site plan dated June L7, 1-993.
