As we discussed, 647 Thomas Street fails due to the alcove and fence, and the gas-fired hot water heater vent in the alcove fails because it in the alcove, regardless of whether it has distance above the container discharge valve. Further, the two story house immediately south of the subject house has a full fence around the cylinders which does not meet Code. Call or emailwith any questions Regards, Tom Aumock Fire Code lnspector 612312008 NFPA.58 Liquefied Petroleum Gas Code 2008 Edition Chapter 6 - Installation of LP-Gas Systems 3.3.63 Refrigerated LP-Gas. LP-Gas that is maintained as a liquid at temperatures below ambient temperature to reduce the storage pressure including fully refrigerated LP- Gas at pressures near atmospheric pressure but not exceeding 15 psig (103 kPag) and semi-refrigerated LP-Gas at pressures above 15 psig (103 kPag). 6.3.8 Cylinders shall not be located and installed underneath any building unless the space is open to the atmosphere for 50 percent of its perimeter or more. See IFC Notes below from Table 38A4.3 .for type of cylinder. 6.4.7 Structures such as fire walls, fences, earth or concrete barriers, and other similar structures shall not be permitted around or over installed non-refrigerated containers unless specifically allowed as follows: (1) Structures partially enclosing containers shall be permitted if designed in accordance with a sound fire protection analysis. (2) Structures used to prevent flammable or combustible liquid accumulation or flow shall be permitted in accordance with 6-4.5.3: 6.4.5.3* The area under containers shall be graded or shall have dikes or curbs installed so that the flow or accumulation of flammable liquids with flash points below 200"F (93.4"C) is prevented. (3) Structures between LP-Gas containers and gaseous hydrogen containers shall be permitted in accordance with 6.4.5.9. (4) Structures such as fences shall be permitted in accordance with 6.18.4: Areas that include features required in 6.18.4.1(2) shall be enclosed with at least a 6 ft (1.8 m) high industrialtype fence, chain link fence, or equivalent protection. (A) There shall be at least two means of emergency egress from the enclosure except as follows: (l) The fenced or otherwise enclosed area is not over 100 ft'? (9 m') (2) The point of transfer is within 3 ft (1 m) of the gate (3) Containers are not filled within the enclosure (B) Clearance of at least 3 ft (1 m) shall be provided to allow emergency access to the required means of egress. (C) Fencing shall not be required where devices are provided that can be locked in place and prevent unauthorized operation of valves, equipment, and appurtenances. A.6.4.7 The presence of such structures can create significant hazards, such as the following: ( I ) Pocketing of escaping gas (2) Interference with application of cooling water by fire departments (3) Redirection of flames against containers (4) Impeding the egress of personnel in an emergency International Fire Code - 2006 Edition - Table 3804.3 Footnotes: The following shall apply to above-ground LPG containers installed alongside buildings 1 . Containers of less than a 125-gallon water capacity are allowed next to the building they serve when in compliance with Items 2,3 and 4. 2. Department of Transportation (DOTn) specification containers shall be located and installed so that the discharge from the container pressure reliefdevice is at least 3 feet horizontally from building openings below the level of such discharge and shall not be beneath buildings unless the space is well ventilated to the outside and is not enclosed for more than 50 percent of its perimeter. The discharge from container pressure relief devices shall be located not less than 5 feet from exterior sources of ignition, openings into direct-vent (sealed combustion system) appliances or mechanical ventilation air intakes. 3. ASME containers of less than a 125-gallon water capacity shall be located and installed such that the discharge from pressure relief devices shall not terminate in or beneath buildings and shall be located at least 5 feet horizontally from building openings below the level ofsuch discharge and not less than 5 feet from exterior sources of ignition, openings into direct vent (sealed combustion systern) appliances, or mechanical ventilation air intakes. 4. The filling connection and the vent from liquidJevel gauges on either DOTn or ASME containers filled at the point of installation shall not be less than 10 feet from exterior sources of ignition, openings into direct vent (sealed combustion system) appliances or mechanical ventilation air intakes. This is not a comprehensive list of changes. To see all the changes, download a new copy of the code and look for a vertical bar in the margin indicating a change in the code. Building Envelope Prescriptive Options Table 6-1. Option l, the U-factor for windows changed to U-.032. Glazing is limited to 10% of floor area.. Option ll, the U-factor for windows changed to U-.035.. Option lV, the U-faclor for windows changed to U-,035. There may be an increased use of window U-factor averaging when using the prescriptive method. Applicants may show compliance by providing area weighted average U-factor for all of the windows. With a more stringent standard the use of averaging may increase. The applicant must submit a detailed window schedule demonstrating compliance. Component Performance Table 5-1o The target window U-factor changed to U-.035.. The target wall U-factor changed to U-.057. Doors: 602.6 Exterior Doors. One unregulated door up to 24 square feet is still allowed.. Glazed doors are considered to be windows.. All opaque doors must meet the door U-factor requirement. ln the past, any door could be called a window when included in the glazing percentage. Now, when using the prescriptive options, opaque doors must meet the U-0,20 requirement. An insulated fiberglass or thermally broken steel door will usually meel the U-factor requiremeni, Single Rafter Joist Table 6-1, footnote 3 Table 5-1, footnote 3. lf there is room in the joist for R-38 insulation, R-38 is required.
