HomeMy WebLinkAbout041218CITY OF PORT TOWNSEND MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF APRIL 12, 2018 CALL TO ORDER The Port Townsend Planning Commission met in regular session on April 12, 2018, in the City Council Chambers at 540 Water Street. Chair Paul Rice called the meeting to order at 6:01 p.m. ROLL CALL Commissioners present at roll call were Bob Doyle, Rick Jahnke, James Lagergren, Monica MickHager, Aislinn Palmer, Paul Rice, and Lois Stanford. Staff members present were Planning Manager Judy Surber and Legal Assistant/Deputy Clerk Amber Long. ACCEPTANCE OF AGENDA There was general agreement to accept the agenda. APPROVAL OF MINUTES - MARCH 22, 2018 Motion: James Lagergren moved to add "within the Critical Areas Ordinance" before "as something unique" in the Stormwater Management Plan item. Aislinn Palmer seconded. Vote: motion carried unanimously, 7-0 by voice vote. Motion: Lois Stanford moved to approve the minutes of March 22, 2018 as amended. Rick Jahnke seconded. Vote: motion carried unanimously, 7-0 by voice vote. GENERAL PUBLIC COMMENT - NONE PUBLIC HEARING PTMC Chapter 19.05 Critical Areas Ordinance Chair Rice read the rules of procedure for the public hearing. No Commissioners disclosed a financial or property interest in the matter. Mr. Rice called for public testimony. There was none, and the public testimony portion of the hearing was closed. Planning Manager Judy Surber reviewed staffs additional recommended amendments to PTMC Chapter 19.05 Critical Areas. A related presentation is available online in the video for April 9th City Council meeting. Ms. Surber answered clarifying questions, and Commissioners reviewed their suggested edits Planning Commission Meeting April 12, 2018 Page 1 of 2 to the draft Critical Areas Ordinance. The Commission did not have any suggested edits to the Findings, Conclusions, and Recommendations. Mr. Rice closed the record and the public hearing. Motion: Rick Jahnke moved to approve the Planning Commission Findings, Conclusions, and Recommendations and to direct staff to forward to City Council the Critical Areas Ordinance and the Findings, Conclusions, and Recommendations and to direct staff to consider comments to the draft ordinance and make any other necessary typographical, grammatical, and formatting edits deemed appropriate. Bob Doyle seconded. Vote: motion carried unanimously, 7-0 by voice vote. OLD BUSINESS - NONE NEW BUSINESS Monica MickHager moved to add an item to the agenda under New Business for discussion of the Comprehensive Plan work plan; James Lagergren seconded. There was general agreement to add the item. Commissioners expressed interest in revisiting the work plan resulting from the Comprehensive Plan update. Ms. Surber agreed to check with other staff and find out what has already been worked on. A report from staff would likely not come before the Commission until June. OTHER BUSINESS - NONE UPCOMING MEETINGS The next meeting is scheduled for April 26th, when staff will present an update on the Rainier Street/Upper Sims Way subarea plan.
