I couldn't find anything in the Code that would specifically exempt a stairway landing so discussed the situation with our Director who acts as the Building Official. The Code addresses exiting (in this case, stairs) from the structure to a yard, court or public way. So, if you could construct a landing at the bottom of the new steps, so that a person could exit the house to the safety of the yard, the rest of the "walk" would not necessarily be regulated by code. The safety aspects for the exiting system would more pertain to the steps, the landing at the bottom of them, and a handrail. The sloped sidewalk area to the bottom portion of the yard could be whatever design you and Bob can come up with that will work for you. Remember that as long as the door does not swing over the landing, you can step down to the landing as much as 7 To inches. Again, if you make a sketch or would like us to "inspect" the design in the field prior to construction, give us a call. I'll copy this to the file for documentation.
