Subject: Steps
Hi Ed,
I did have the new address - thanks! I couldn't find anything in the Code that would specifically exempt a stairway
landing so discussed the situation with our Director who acts as the Building Official. The Code addresses exiting
(in this case, stairs) from the structure to a yard, court or public way. So, if you could construct a landing at the
bottom of the new steps, so that a person could exit the house to the safety of the yard, the rest of the "walk"
would not necessarily be regulated by code. The safety aspects for the exiting system would more pertain to the
steps, the landing at the bottom of them, and a handrail. The sloped sidewalk area to the bottom portion of the
yard could be whatever design you and Bob can come up with that will work for you. Remember that as long as
the door does not swing over the landing, you can step down to the landing as much as 7 To inches.
Again, if you make a sketch or would like us to "inspect" the design in the field prior to construction, give us a call.

The scope of this project is to replace old windows to more efficient vinyl, upgrade two
leaking garden windows, upgrade two doors to better weather proofed material and fix a
poorly designed front step.
1) Remove and replace all existing aluminum framed windows with new vinyl
insulated windows.
2) Remove and replace rear window (PP#l Picture #1) with French door.
3) Remove and replace door and garden window next to garage door
(PP #l & 2, Picture #2) with French door.
4) Remove and replace south side garden window (PP 2, Picture #3) with wood
framing and conventional vinyl window.
5) Remove window at the front porch (PP 2, Picture #4) andreplace with insulation,
matching siding and interior wall board.
6) Remove and replace existing step to front door to bring step up to code. lW+ mt+otlq>

NOTES:
1. These regulations apply to stainvays for one- and two-family dwellings and townhouses subject
to the 2003 lnternational Residential Code (lRC). Refer to the 2003 lnternational Building Code
for requirements for stairs in other conditions.2. For exceptions related to the construction of circular, spiral, or winding stairways, see R31 1.5.8.3. The largest rise or run within any flight of stairs is not to exceed the smallest by more than 3/8".4. A landing extending the width of the stair and measuring a minimum of 36" in the direction of
travel is required at the top and bottom of every stairway.
5. A floor landing is not required at the top of an interior flight of stairs, provided a door does not
swing over the stairs.6- Handrails are required for stairways with four or more risers. See Tip Sheet 2 for additional
information regarding handrails.
7 - lnterior and exterior stairs must be illuminated with an artificial light source at each landing or
over each stainaray section per R303.6. Light activation must be accessible at the top and
bottom of each landing without traversing any steps. Exterior stairways must be controlled from
inside the dwelling unit unless continuously illuminated or automatically controlled.
