For rs-n surDr\ rrAr, roofing (l &2 family dwellings) a permit is required for structural
alterations including replacing roof rafters, adding roof sheathing, and replacing a cedar roof
with a composition roof. Permit cost is $104.50, payable at time of application submittal. Include
a detailed floor plan of the family dwelling; label rooms and give location and dimensions of all
doors and windows. No permit is needed to simply re-roof an existing single-family residence or
duplen
BED AND BREAKF'ASTS' MULTI-FAMILY and COMMERCIAL buildings alwavs require a
permit for any roofingwork. Cost is based on ('Table 1-A, Buitding Permit F'ees" in the
International Building Code, based on the job valuation. Plan review fee will be charged for
complex projects.
NOTE: Unreinforced masonry buildings shall have parapet bracing and wall anchors installed at
the roof line and designed in accordance with Section 4l I of the GSREB (Guidelines for the
Rehabilitation of Existing Buildings). See Staff for more information.lo
Ail construction debris must be deposited in Jefferson County Landfill or other approved location in accordance
local, state and federal laws. Burning is prohibited.

1. Is the structure a single-family residence or duplex? The Washington State Energy
Code (WSEC) states rn Section I 0 I . 3.2. 5 that if the roof sheeting is being replaced, if
exterior insulation is removed or if no insulation exists, the roof wer a heated space
must be insulated to R-38 in sn attic, sr4d R-30 in a single rafter/ioist vaulted ceiling.

Washington State Energy Coile (WSEQ: for electric heat R-38 for roofs over attic;
R-30 for all other roofs; for all other heat type including heat prumps R-30 for roofs
over attic; R-21 for all other roofs.

by the Historic Preservation Committee (IIPC) is required if a different roofing
material, including a different color, is being applied. (Single-family residences are
exempt from HPC.) See Stafffor the necessary HPC forms.

Applicant Certification
The applicant hereby certifies to have knowledge of those sections ofthe Uniform
Building Code and the Port Townsend Municipal Code pertinent to the above project and that the
applicant is responsible for constructing in conformance with these codes; the applicant
understands that the permit, if issued, expires in six months unless work is started; that the
permit, after construc{ion has started, will expire after one year if an inspection is not made to
show significant progress on the stnrcture; the applicant agrees to abide by the ordinances, codes,
regulations, restrictive covenants, deed or plat restrictions, and water and sewer plans attached
hereto; the applicant certifies that all information given above and on accompanying plans is
complete and accurate to the best of their knowledge; and the applicant understands that this
information will be relied upon in granting permits and that is such information is later found to
be inaccurate any permits may be withdrawn.
The undersigned hereby saves and holds the City ofPort Townsend harmless from any
and all causes of action, judgments, claims, or demands, or from any liability of any nature
arising from any non-compliance with any restrictive covenants, plat restrictions, deed
restrictions, or other restrictions which may have been established by parties other than the City
ofPort Townsend.
Complete Application
Port Townsend Municipal Code, Section 16.04.140, Vested Rights - Substantially
Complete Building Permit Application: Applications for all land use and development permits
required under ordinances ofthe City shall be considered under the zoning and other land use
control ordinances in effect on the date a fully complete building permit application, meeting the
requirements identified in this section" is filed with the Building and Commlnity Development.
Until a complete building permit application is filed, all applications for land use and
development permits shall be reviewed subject to any zoning or other land use control
ordinances which become effective prior to the date of issuance of a final decision by the City on
the application.
An application of a building permit shall be considered complete when an application
meeting all of the requirements of Section 106.3 ofthe currently adopted Uniform Building Code
is submitted which is consistent with all then applicable ordinances and laws. In addition, to be
considered complete, such an application must be accompanied by comptete applications for a
subsidiary land use or development permits needed, such as a complete shoreline management
permit application and/or complete applications for other discretionary permits required under
the ordinances ofPort Tornnsend. An application for a partial permit under Section 106.4.1 of
the currently adopted edition of the Uniform Building Code shali not be considered complete
unless it meets all requirelnents stated above and contains the complete structural frarnebfthe
building and the architechrral plans for the structure.

We spoke yesterday about a roofing permit for a porch attached to a church.
You said it would require 10 squares of 3-tab roofing.
We value each square as $51.50, so the total value (for building permit purposes) would be $515.50,
Therefore, the following fees would be due when you submit the attached permit:
$I7.26 plan review fee;
$26.55 building permit fee;
$5.00 technology fee;
$3.00 record retention fee;
$4.50 to the State of Washington;
the total would be $56.31 to the City of Port Townsend.
