Judy Surber, Planning Manager, informed me that you plan to sell the wedding chapel at B2l JeffersonStreet, Port Townsend.
There are uncompleted requirements of Street Development Permit No. 04-030 that will need to becompleted, inspected and approved before the city can sign-off on that permit.
Enclosed is a copy of my October 3,2007letter listing the requirements that needed to be completed inorder to sign off on the permit.
Below is a list of items to complete:
1' Lower the culvert under the driveway for appropriate cover before paving.2' Pave the driveway apron l0 ft. from the edge of J"ff".ron Street or at reuli s ft. past theculvert, whichever is longer.3. Saw cut edge ofJefferson Street for an even seam and sear.4- clean out the existing drainage ditch along the property frontage.

Dear Ms. Hopfenbeck:
Pete Raab asked me to address the argineedng of the deck on the Ctapel Bay building in
Port Townsend. It is my understanding that pottions of the deck have not yet been completed,
but are slatcd to be completed this spring/sunmer. The engineering perfonned on the deck
back in 1999 shotrld still be valid for the 2003 IBC requiremerrts.
The attached sketch shows a sectron of the deck edge condition. The note specifuing that (2)
l2 gauge screws a124" attach the wood ledger to the steel channel may be omitted. The
screws are not necessary, and there is a fair arnount of difficutty installing them.

The applicant hereby certifies to have knowledge of those sections of the Uniform Building Code and the Port
Townsend Municipal Code pertinent to the above project and that the applicant is responsible for constructing in
conformance with these codes; the applicant understands that the permit, if issued, expires in six months unless work is
started; that the permit, after construction has started, will expire after one year if an inspection is not made to show
significant progress on the structure; the applicant agrees to abide by the ordinances, codes, regulations, restrictive
covenants, deed or plat restrictions, and water and sewer plans attached hereto; the applicant certifies that all information
given above and on accompanying plans is complete and accurate to the best of his/her knowledge; and the applicant
understands that this information will be relied upon in granting permits and that if such information is later found to be
inaccurate any permits may be withdrawn.
The undersigned hereby saves and holds the Gi$ of Port Townsend harmless from any and all causes of action,
judgments, claims, or demands, or from any liability of any nature arising from any non-compliance with any restrictive
covenants, plat restrictions, deed restrictions, or other restrictions which may have been established by parties other than
the City of Port Townsend.
Complete Application
Port Townsend Municipal Code, Section 16.04.140, Vested Rights - Substantially Complete Building Permit
Application: Application for all land use and development permits required under ordinances of the cig shall be considered
under the zoning and other land use control ordinances in effect on the date a fully complete building permit application,
meeting the requirements identified in this section, is filed with the Building and Community Development Department.
Until a complete building permit application is filed, all applications for land use and development permits shall be reviewed
subject to any zoning or other land use control ordinances which become effective prior to the date of issuance of a final
decision by the city on the application.
An application for a building permit shall be considered complete when an application meeting all of the
requirements of Section 106.3 of the Uniform Building Code, 1997 Edition, is submitted which is consistent with all then
applicable ordinances and laws. ln addition, to be considered complete, such an application must be accompanied by
complete applications for any subsidiary iand use or development permits needed, such as a complete shoreline
management permit application and/or complete applications for other discretionary permits required under the ordinances
of Port Townsend. An application for a partial permit under Section 106.4.1 of the Uniform Building Code, 1997 Edition,
shall not be considered complete unless it meets all requirements stated above and contains plans for the complete
structural frame of the building and the architectural plans for the structure.

Prior to final inspection, the disturbed area of development site shall be lmdscqed in

areas m.d steep slopes before the development will receive a final inspection. The 4plicmt is
encouraged to use drought-tolermt, native or naturalized species. Water intensive plmtings
(i.e. extensive lawn) shall be prohibited.
Prior to final inspection, theprincipal engineer md engineering geologist will certify in writing
that the prqect is designed and constructed in a manner that will pose no unreasonable threat to
persons or property, either on-site or of,F-sitg md the development will not decrease slope
stability.
