As you know, the Cify has received your application to consfruct a new garcge at the rear of your property.
Although no further wetland studies are required, the application and plans do not address stormlvater management
for the mnoff created fiom the new sfrucfure.
I am enclosing information for you regarding infiltration systems and perc testing. Francesca Franklin is one of our
inspectors who will witness the perc hole testing once you have dug, and saturated, fhose holes. If, after reading the

I looked at the permit information and I have the same comment that I had before on this one. They are adjacent to a
wetland buffer and I see no stormwater information for the additional building.
The driveway is already in - this was part of the work that Rich $tapf did. The street was paved and the shared driveways
were installed. There are no issues there.

Dear Mr- And Mrs. Goldhammer,
This is in response to y6u.lefter received April 3A,2007 regarding your proposal to build a one-car
detached garuge north of your house at 2032 I lth Street. As the information sent with your letter
indicates, a Class II wetland exists on the north portion of the property. Dixie Lleweltin delineated the
wetland in October 2003 and the city accepted it as part of Lot Line Adjustment LUP04-007 on
February 4,2004. The Port Townsend Municipal Code states, "delineations are valid for a period of
three years from the date that the delineation report is accepted by the city," (PTMC 19.05.020).
However, the code does allow the director to waive that requirement if the evidence supports such a
decision.
The site plan that was submitted with your letter shows that in addition to the 100 foot buffer, the garage
would comply with PTMC Section 19.05.1 10.E.10, "building setback lines shall be measured from the
outside edge of required buffers and not setback shall be less than l5 feet from an established wetland
buffer." In addition a visit to the site shows clearly that the proposed garage would be no closer to the
wetland buffer than the neighbors' existing structures on either side of this property. The proposed
garage would be located in an area that is already being used as a graveled parking area. Therefore we
have determined that an additional wetland survey and delineation is not required lor your proposal.
Please submit a copy of this letter with your building plans when you apply for the permit.

space that was constructed with the original house construction in 2ffij.
The location ofthe proposed garage is consiste,ntwith the requirements of
the boundary line adjustment that was reoorded March 30, 2004 as
docrrment # 482619 and the wetland delineation referenced in the Notice
to Title also reorded March 3O,20o4 as document # 4tZ6Z0.
Attached are copie ofthe Wood survey completed in October, 2003 which shows the
location of the wetland boundary. A red line has been drawn to illushde the 100 ft
setback approved a tlis site.
Also attached is a reduced copy of the site plan which has been pasted onto the site plan
that was aftached to the sketch tlat was included with the approveA building permit to
illustrate how the proposed garage location is consistent with the Notice tolitte and the
original approvals for this site.
In the recorded Notice to Titlg at the end of Paragraph d), the stde,meff indicates that a
new wetland delineation j'*3t''be required. As site conditions have not changed since
the original reports and the house construction in 2005, it is our opinion that a-new study
is not required.

Hello Rick,
An inspection was made this morning and I reviewed my conversation with the concrete slab contractor. The
bolts and hold downs were reviewed by both of us prior to concrete construction. The hold downs are in place
and I am certain that the bolts are correct. The Goldhammer's do not have a copy of the revised plan.
lf I left off the hold downs on the revised plan, please excuse that error and please make a notation to "see
foundation plan first dated". Sorry for the inconvenience. And thanks for your help.

Hello Michael,
I inspected the slab for the Goldhammer garage prior to the recent revisions to add the second story that included
placement of LTT holdowns. They proceeded with construction based on the revised plans prior to the revision
being approved and issued. Therfore when I arrived at the site for a shearwall inspection, no approved plans were
on site to reference (for the revision). Hence, there are no holdowns at the rear wall as indicated in your structural
plan (although those holdowns did not get transferred to your revised construction drawings). Additionally I have
no way to verify that the bolt is 20" long and adequate for the slab footing that is there.
Please let me know how you would like me to proceed with inspections for this garage

I was at the job prior to the pour and discussed the hold downs and the attendent anchor bolts with Tom Burke,
the first sub-contractor working for the Goldhammer. When I next returned to the job, the second contractor met
with me and Mrs. Goldhammer to discuss the extra height and storage area at the rear of the structure. The plans
were revised, the calcs re-visited, and the Mrs. Goldhammer was to re-apply for the change.
I did not look for the anchor bolts at that time but will make another inspection and discuss the matter with Tom,
and get back to you with a report.
