Remove/Replace North Side External Decking & Staircase
Hl-Olympic Hostel at Fort Worden State Park Conference Center
Site Location: The Hl-Olympic Hostel is a WWII baracks facility converted to serve as a
30-bed hostel located in Building 212 on Alexander's Loop in Fort Worden State Park
Conference Center, Parcel 101351001. A map and satellite view of the building are

as well as a topographic map.
Contractor: A volunteer to Fort Worden, Todd Gilmore, Jr., will accomplish this work.
Contact: 1917 Fir St., Port Townsend, WA 98368. 385-1308. Todd Gilmore is not a
licensed contractor but is indemnified by virtue of his status as a volunteer to Foft
Worden. The Park Director, Kate Burke, requested his assistance on this project.

Facility Director: Christopher Overman, Hl-Olympic Hostel, Fort Worden State Park

Purposes:
Purpose I - Rebuild Rotted Stairway: The decking and staircase on the north-facing
exterior of the Hl-Olympic hostel were found to be in an advanced state of decayand
closed to use by Park Management. Several pictures of the existing structure are attached
hereto. Being on the north side of the building, the structure is subject to repeated and
long duration moisture effects, resulting in serious degradation of structural integrity. It
was determined that the entire structure should be removed and replaced with treated
corrosion and moisture resistant materials and fasteners.
Purpose 2 - Enhance Deck Functionality: The Hostel Director has requested the west end
of the upper deck be lengthened to allow more clearance on exiting the door atthat end of
the deck.
Work Plan:
Phase I - Demolition & Removal: The Contractor shall tear down and arrange for the
removal and disposal of all materials to the "Bullpen" (behind Bldg372 on the attached
map) at Fort Worden State Park, a holding area at the Park where periodic dumpster
pickups are made for disposal at the Jefferson County Landfill. As this work progresses,
details of the footing under the lower deck will be revealed; preliminary examination by
the Contractor indicates reuse will be feasible. If not, new footings will be required. The
state of the column base brackets is unknown until completion of Phase L The Facility
Manager has requested the stairway be widened from its current 38-inch dimension to
facilitate any large appliance movement since a code-compliant 1.5-in dia. handrail will
be using up some of that space. Examination of the existing design indicates ro*"i\ir, i 1 2 ,),:jii,,l

widening should be possible by adjusting column blocking and rotations. A Destruction
Permit authorization to proceed immediately is hereby requested.
Phase II - Construction: The Contractor will employ alkaline copper quat (ACQ)
pressure treated Fir for all columns, joists, and stringers. The lower deck joists, rims and
ledger board will employ 0.4-lblcu ft ACQ; the staircase, posts and upper joists, rim and
ledger board will employ 0.25-lb ACQ. All cut ends of pressure treated material will be
recoated with a product such as Jasco Termin-8. The Contractor will employ Simpson
Strong-Tie HDG positive metal-wood contacts for attachement ofjoists to column ends,
HDG angle brackets where joist hangers are not feasible, HDG fasteners, and HDG
staircase angles anchored to the concrete pad with HDG expansion bolts for securing the
lower ends of the stringers. Riser voids will be blocked to meet the code requirement
(under 4 inches) with a horizontal ll2-inch pipe size Schedule 8 PVC piping . All
fasteners and ties will be galvalnized (hot-dipped wherever possible), or stainless steel.
When completed, the deck and staircase will be treated with waterproofing material and
painted with matching exterior grade grey paint; this painting work is not part of the
current effort and will be completed by other parties.

Hi Rick,
f've cal-fed out ACQ-treated fir plus western red cedar for the decking and stairway
consLruction at the Olympic Hostel- deck/stairway rebuild project (app1ic. submitt.ed
today). The Hostel- manager is requesting I give consideration to composite decking, and a
producL calfed Geodeck is avai1able/recommended by Carl's B1dg supply.
I checked the ASTM E84 flame spread index of that decking: it's a not-to-exceed 200. Doug
fir is 70-100, and hem-fir is 60; f think with Lhe ACQ it might even be a litLle bet.ter
but I haven't come across data yet. Western red cedar is 73.
I think the fir (joists, columns, decking) & western red cedar (railings and ballusters)
configuration is much safer from a fire resisLance standpoint. f wanted to obtain your
opinion...or if that's not appropriat,e, to ask whaE the f1ame spread requirements are
for a second ffoor deck/stairway exiE from a facility like the hostel, basically a
hotel-

R.emove/Replace Nofth Side Externai Decking & Staircase
F{I-Olyrnpic Hostel at Fort Worden State Park Conference Center
Site Location: The Hl-Olympic Hostel is a WWII baracks facility converted to serve as a
30-bed hostel located in Building 272 on Alexander's Loop in Fort Worden State Park
Conference Center, Parcel 101351001. A map and satellite view of the building are

Contractor: A volunteer to Fort Worden, 'Iodd Gihnore, Jr., will accomplish this work.

licensed contractor but is indemnified by virtue of his status as a volunteer to Fort

Purposes:
Purpose I - Rebuild Rotted Stairway: The decking and staircase on the north-facing
exterior of the Hl-Olympic hostel were found to be in an advanced state of decayand
closed to use by Park Management. Several pictures of the existing structure are attached
hereto. Being on the north side of the building, the structure is subject to repeated and
long duration moisture effects, resulting in serious degradation of structural integrity.It
was determined that the entire structure should be removed and replaced with treated
corrosion and moisture resistant rnaterials and fasteners.
Purpose 2 - Enhance Deck Functionality: The Hostel Director has requested the west end
of the upper deck be lengthened to allow more clearance on exiting the door at that end of
the deck.
Work Plan
Phase I - Demolition & Rentoval: T-he Contractor shall tear down and arrange for the
removal and disposal of all materials to the "Bullpen" (behind Bldg372 on the attached
map) at Fort Worden State Park, a holding area at the Park where periodic dumpster
pickups are made for disposal at the Jefferson County Landfill. As this work progresses,
details of the footing under the lower deck will be revealed; prelirninary examination by
the Contractor indicates reuse will be feasible. If not, new footings will be required. The
state of the column base brackets is unknown until completior-r of Phase I. The Facility
Manager has requested the stairway be widened from its current 38-inch dimension to
facilitate any large appliance movement since a code-compliant 1.5-in dia. lrandrail will
be r.rsing up some of that space. Examination of the existing design indicates some

widening should be possible by adjusting column blocking and rotations. A Destruction
Permit authorization to proceed immediately is hereby requested.
Pha,se II - Construction; The Contractor r,vill employ alkaline copper quat (ACQ)
pressure treated Fir for all colurnns, joists, and stringers. The lower deck joists, rims and
ledger board will employ O.4-lblcu ft ACQ;the staircase, posts and upper joists, rim and
ledger board will employ 0.25-lb ACQ. All cut ends of pressure treated material will be
recoated with a product such as Jasco Termin-8. The Contractor will employ Simpson
Strong-Tie HDG positive metal-wood contacts for attachement ofjoists to column ends,
HDG angle brackets where joist hangers are not feasible, HDG fasteners, and HDG
staircase angles anchored to the concrete pad with HDG expansion bolts for securing the
lower ends of the stringers. Riser voids will be blocked to meet the code requirement
(under 4 inches) with a horizontal ll2-inchpipe size Schedule 8 PVC piping . All
fasteners and ties will be galvalnized (hot-dipped wherever possible), or stainless steel.
When completed, the deck and staircase will be treated with waterproofing material and
painted with matching exterior grade grey paint; this painting work is not part of the
current effort and will be cornpleted by other parlies.
Schedule:
Phase I - Demolition & Remotal: Completion by April 20,2007
Phase II - Con,struction: Completion by June 15,2007
