Applicant Gertification
The applicant hereby certifies to have knorrvledge of those sections of the Uniform Building Code and the Port
Townsend Municipal Code pertinent to the above projec't and that the applicant is responsible for constructing in
conformance with these codes; the applicant understands that the permit, if issued, expires in six months unless work is
started; that the permit, after construction has started, will expire after one yoar if an inspection is not made to show
significant progress on the structure; the applicant agrees to abide by the ordinsnces, codes, regulations, restrictive
covenants, deed or plat restrictions, and water and sewer plans attached hereto; the applicant certifies that all information
given above and on accompanying plans is complete and accurate to the best of his/her knowledge; and the applicant
undestands that this information will be relied upon in granting permits and that if such information is later found to be
inaccurate any permits may be withdrawn.
The undersigned hereby saves and holds the City of Port Townsend harmless from any and all causes of action,
judgments, claims, or demands, or from any liability of any nature arising from any non-compliance with any restrictive
covenants, plat restfictions, deed restrictions, or other restrictions whioh may have been established by parties otherthan
tho Clty of Port Townsend.
Complete Application
Port Townsend Municipal Code, Sec{ion 16.04.140, Vested Rights - Substantially Gomplete Building Permit
Application: Application for all land use and development permits requird under odinances of the city shall be
considered under the zoning and other land use control ordinances in effect on the date a fully complete building permit
application, meeting the requirements identified in this section, is filed with the Building and Community Development
Department. Until a complete building permit application is filed, all applications for land use and development permits
shall be reviewed subiec't to any zoning or other land use control ordinances which become effective prior to the date of
issuanee of a final decision by the city on the application.
An application for a building permit shall be considered complete when an application meeting all of the
requirements of Section 106.3 of the Uniform Building Code, 1997 Edition, is submitted which is consistent with all then
applicable ordinances and laws. ln addition, to be considered complete, such an application must be accompanied by
complete applications for any subsidiary land use or development permits needed, such as a complete shoreline
management permit application and/or complete applications for other discretionary permits required underthe
ordinances of Port Townsend. An application for a partial permit under Sec{ion 106.4.1 of the Uniform Building Code,
1997 Edition, shall not be considered complete unless it meets all requirements stated above and contains plans for the
complete structural frame of the building and the architectural plans for the structure.

]h9 Puoet Sound Apartments project is located at 800 Hancock Street, in port Townsend, WA. Thebuilding is a two-story wood frame structure with approximatery s,go0 square feet. our scope of workis to perform the gravity and lateral design and to mark up the architectural plans to show framing,shear walls, and hold-downs. As part oitnis scope of work, we will provide stamped structuralcalculations and stamped structural drawing sheets consisting of framing details, shear wall & hold-down schedules, and structural notes.

This consulting Fire Code Official is in receipt of the above-referenced permit application for six-unit
apartment complex.
The above-reference proposal was reviewed by this consulting fire code official, with the International
Fire Code [I.F.C.], 2003 Edition and Washington State Amendments.
It is understood that the manual fire alarm system, automatic sprinkler system detail plans and
specifications are deferred submittals.
Findings & Determinations:
1. The proposal was reviewed as a fwo-story residential occupancy with a total of 6,470 square feet of
fire area, Group R-2 occupancy, with Type V-B construction classification; and,
3. Addressing for the proposal shall be consistent with City of Port Townsend Municipal Code standard
for size, and be in a position as to be plainly visible and legible from the street or road fronting the
property. Said numbers shall contrast with their background [LF.C. Section 505], and;
3. Key box access to or within the subject structure for emergency services delivery is an owner-option.
4, Road access from 9th and lOtr'Streets, and the parking lot behind the subject building is found to be
consistent with Section 503 and Appendix D fire apparatus access road design standards,
5. Access to building openings is designed consistent with the I.F.C. Section 504 which requires an
approved access walkway leading from fire apparatus access road(s) to exterior openings that are required
by the Fire Code or Building Code, and;
6, An automatic fire suppression system (sprinklers) is required under LF.C. Section 903.2.7, and;
^. The automatic fire sprinkler system shall be designed, installed, and certified by a licensed
technician (W.A.C. 212-80) or registered professional engineer using the design provisions of
NFPA 13 and related sections, and;
b. A complete set of as-built drawings of the system shall be filed on-site in a formal plans box in
the control room, submitted on a24 x 36 inch maximum format, and;
c. Specific reference to the fire department connection location and specifications shall be submiffed
and approved by the Fire Code Official prior to installation, and;
d. Stairway intermediate landings will require sprinkler protection, as approved by the Fire Code
Official, and;
e. The backflow prevention device shall be approved for installation by the water purveyor prior to
installation, and;
f. A sprinkler bell is required, or electronic equivalent, and;

7. A manual fire alarm system is required for this ocoupancy under IFC Section 907 .2.9 of said Code.
The fire alarm system shall be designed, installed, and certified by a licensed alarm technician under the
provisions of National Fire Code 72 and related sections, and;
8. Single- and multiple-station smoke detection is required for this occupancy under IFC Section
907.2.r0.t.2:
^. On the ceiling or wall outside of each separate sleeping area in the immediate vicinity of
bedrooms,
b. In each room used for sleeping purposes
c. In each story within a dwelling unit, including basements but not including crawl spaces and
uninhabitable attics.
d. In dwelling units with split-levels and without an intervening door between the adjacent levels, as
smoke alarm installed on the upper level shall suffice for the adjacent lower level provided that
the lower level is less than one full story below the upper level.
9. Fire extinguisher sizing and placement shall meet or exceed IFC Section 906 and NFPA Standard 10,
which normally requires a2-A:1O-B:C minimum rated fire extinguisher at the exit(s) and in the corridor
ofeach floor; and,
10. Fire flow and fire hydrant review for this proposal is derived from the requirements of the City of
Port Townsend Engineering Design Standards, Section 903.2 and Appendix B and C of the I. F. C., and
applying the maximum spacing rules for mixed use, multi-family, and commercial areas as defined by
this project.

b. Installation of automatic fire sprinklers reduces this requirement by up to fifty percent but not less
than a requirement of 1,500 gallons per minute at 20 psi residual, as 1,500 is the minimum
allowable reduction limit by Code [IFC Section 8105.2 "Exception"];c. A minimum of two 12)fte hydrants are required to supply the fire flow, There are no less than
three [3] eligible fire hydrants for this proposal at 8'h & Hancock Sts., 9tl' & Hancock Sts., and 9th
& Hendricks Sts.
d. It is this plans examiner's finding that existing fire hydrants cummulatively meet the required fire
flow, and meet the proximity requirements of Code.
11. During demolition and/or construction, the proposal is subject to general precautions against fire
provisions of Chapter 14 of the I.F.C. and related sections, and;
Any other applicable or relevant sections of said Code not covered herein shall nonetheless apply to this
proposal.

It is the recommendation of this consulting fire code official that the proposal be approved subject to the
aforesaid requirements of the International Fire Code.

comments:
The title sheet incorrectly identifies the applicable code as the IRC this should be the IBC, and the
mechanical reference should be 2003 IMC.
The occupancy group is R-2
The Energy Code information on the title sheet should show exterior doors at U 0.031, ceilings at R-38
and walls at R-21.
As you noted in our phone conversation the bedroom windows are inconectly shown as 30 x 40 and are
actually to be 30 x 50 and will satisff minimum egress requirements.
The building is required to have a fire sprinkler system in accordance with IBC 903.2.7. This may be
designed under NFPA l3R. A separate permit is required and plans prepared by a designer certified by
the State of Washington must be submitted for review.
You will receive a separate letter addressing the requirements for the Street and Utility Development
Permit (SDP). The SDP must be applied for prior to issuance of the building permit and any required
erosion control protection measures installed prior to any building construction.
