The applicant hereby certifies to have knowledge of those sections of the Intemational Residential Code and the Port
Townsend Municipal Code pertinent to the above project and that the applicant is responsible for constructing in conformance with
these codes; the applicant understands that the permit, if issued, expires in six months unless work is started; that the permit, after
construction has started, will expire after one year if an inspection is not made to show significant progress on the $ructure; the
applicant agrees to abide by the ordinances, codes, regulations, restrictive covenants, deed or plat restrictions, and water and sewer
plans attached hereto; the applicant certifies that all information given above and on accompanying plans i complete and accurate to
the best of their knowledge; and the applicant understands that this information will be relied upon in granting permits and that if such

Port Townsend Municipal Code, Section 16.04.140, Vested Rights - Substantially Complete Building Permit Application:
applications for all land use and development permits required under ordinances of the city shall be considered under the zoning and
other land use control ordinances in effect on the date a fully complete building permit application, meeting the requirements dentified
in this scction, is filcd with thc Dcvclopmcnt Scrviccs Dcpartmcnt. Until o complctc building pcrmit application is filcd, all
applications for land use and development permits shall be reviewed subject to any zoning or other land use control odinances which
become effective prior to the date of issuance of a final decision by the city on the application.
An application for a building permit shall be considered complete when an application meeting all of the requirements of
Section R105.3 of the International Residential Code, 2003 Edition, is submitted which is consistent with all then applicable
ordinances and laws. In addition, to be considered complete, such an application must be accompanied by complete applications for a
subsidiary land use or development permits needed, such as a complete shoreline management permit application and/or complete
applications for other discretionary permits required under the ordinances of Port Townsend. An application for a partial permit under
Section R105.3.1 of the International Residential Code, 2003 Edition, shall not be considered complete unless it meets all requirements
stated above and contains plans for the complete struchrral frame of the building and the architectural plans for the structure.

Safety Glass ldentifi cation Required
Each pane of glazing installed in hazardous locations must be provided with a manufacturer's or installer's
label, designating the type and thickness of glass and the safety glazing standard with which it complies. The
label needs to be visible at the final inspection, and it must be acid-etched, sandblasted, ceramic-fired, or an
embossed mark or of the type which once applied cannot be removed without being destroyed.
Safety Glazing Required Locations:
1. Glazing in swinging doors except louvered windows and jalousies complying with IRC R308,2.
2. Glazing in fixed and sliding panels of sliding door assemblies and paneis in sliding and bifold closet
door assemblies.
3. Glazing in storm doors.
4. Glazing in all unframed swinging doors.
5. Glazing in doors and enclosures for hot tubs, whirlpools, saunas, steam rooms, bathrooms, and
showers, Glazing in any portion of a building wall enclosing these compartments where the boftom
exposed edge of the glazing is less than 60" above any standing or walking surface.
Exception: Openings through which a 3" sphere is unable to pass. (See details, page 2)
6. Glazing in fixed or operable panels adjacent to a door where the nearest vertical is within a 24" arc ot
either vertical edge of the door in a closed position and where the bottom exposed edge of the
glazing is less than 60" above the walking surface.
Exception: Where there is an intervening wall or partition between door and glazing or where the
door accesses a closei 3' or less in depth. (See details, page 3)
7 . Glazing in an individual fixed or operable panel, when all of the following apply:
7.1. Exposed area of an individual pane greater than g s.f.
7.2 Bottom edge less than 18" above thefloor.
7.3 Top edge greater than 36" above the floor.
7.4 One or more walking surfaces within 36" horizontally of the glazing.
Exception: Where a protective 1-1l2"-wide bar is installed on the accessible side of the glazing 34" -
38" above the floor and is capable of withstanding a load of 50 lbs per lineal foot or where the bottom
edge of the glass is 25' or more above grade, a roof, walking surface, or other horizontal surface.

8. Glazing in railings regardless of area or height above a walking surface. lncludes structural baluster
panels and nonstructural in-fill panels.
9. Glazing in walls and fences enclosing indoor and outdoor swimming pools, hot tubs, and spas where
the bottom edge of the glazing is less than 60" above a walking surface and within 60" horizontally of
the water's edge. This will aply to all single glazing and all panes in multiple glazing. (See details,
page 2)
10. Glazing adjacent to stairways, landings, and ramps within 36" horizontally of a waling surface when
the exposed surface of the glass is less than 60" above the plane of the adjacent walking surface.
Exception: Where a handrail or guard is installed per IBC 1003.3.12 & 1607.7 or when the glass is
greater than 18" from the landing. (See details, page 5)
11. Glazing adjacent to stairways within 60" horizontally of the bottom tread of a stairway in any direction
when the exposed surface of the glass is less than 60" above the nose of the tread.
Exception: Where a handrail or guard is installed per IBC 1003.3.12 & 1607 .7 or when the glass is

A window replacement permit is not required if ALL of the following conditions exists:
o You are replacing existing glass with like glass. For example, the neighbor's
baseball went through your window, and you need to replace the windowpane.
o There is no change to the window frame(s) or sash(s).
This window replacement permit is required if AflY of the following conditions exist in
your project:
o A different kind of glass in being installed, for example single-pane glass replaced
with double-pane glass.
o The window frame is being replaced.
Please complete a residential building permit application, rather than this permit, IF:' o The window size is being increased or decreased.
o A new window with a new opening in the building wall is being installed.
If your project includes electrical work, we provide Labor & Industries (L&I) electrical forms in
our office. Call L&I at (360) 417-2700 for more information about electrical permits.
A detailed floor plan of the dwelling is required. Label all rooms, and indicate door aqll
window locations and sizes. If you are replacing all the windows, check here t/ ;
otherwise indicate on the floor plan which one(s) you are replacing. (NOTE: A door with
507o or more glass is considered a window.)

the 2004 Washington State Energy Code:

Port Townsend Municipal Code, Section 16.04.140, Vested Rights - Substantially Complete Building
Permit Application: Applications for all land use and development permits required under ordinances of the City
shall be considered under the zoning and other land use control ordinances in effect on the date a fully complete
building permit application, meeting the requirements identified in this section, is filed with the Development
Services Departmenl Until a complete building permit application is filed, all applications for land use and
development permits shall be reviewed subject to any zoning or other land use control ordinances which become
effective prior to the date of issuance of a final decision by the City on the apflication.
An application of a building permit shall be considered complete when an application meeting all of the
requirements of Section 105.3 of the currently adopted International Residential Code is submitted which is
consistent with all then applicable ordinances and laws. In addition, if applicable, to be considered complete, such
an application must be accompanied by complete applications for a subsidiary land use or development permits
needed, such as a complete shoreline management permit application and/or complete applications for other
