HomeMy WebLinkAbout032218CITY OF PORT TOWNSEND MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF MARCH 22, 2018 CALL TO ORDER The Port Townsend Planning Commission met in regular session on March 22, 2018, in the City Council Chambers at 540 Water Street. Chair Paul Rice called the meeting to order at 6:30 p.m. ROLL CALL Commissioners present at roll call were Bob Doyle, Rick Jahnke, James Lagergren, Monica MickHager, Aislinn Palmer, Paul Rice, and Lois Stanford. Staff members present were City Engineer David Peterson, Assistant City Engineer Samantha Harper, Planning Manager/Senior Planner Judy Surber, and Deputy City Clerk Joshua Stecker. ACCEPTANCE OF AGENDA Motion: Aislinn Palmer moved to accept the agenda. Rick Jahnke seconded. Vote: motion carried unanimously, 7-0 by voice vote. APPROVAL OF MINUTES — MARCH 8, 2018 Motion. Rick Jahnke moved to approve the minutes of March 8, 2018. James Lagergren seconded. Vote. motion carried unanimously, 7-0 by voice vote. GENERAL PUBLIC COMMENT - NONE OLD BUSINESS Stormwater Management Plan Samantha Harper updated the Commission on the status of the Stormwater Management Plan and the decision to separate out critical drainage corridors from frequently flooded areas. David Peterson identified the designation of critical drainage corridors within the Critical Areas Ordinance as something unique to Port Townsend among cities in Washington. City staff also highlighted changes between 2005, 2012 and 2014 State Stormwater Manuals. Critical Drainage Corridors and Frequently Flood Areas Planning Commission Meeting March 22, 2018 Page 1 of 2 Judy Surber gave a background of the use of open space areas to connect wetland areas in the Comprehensive Plan. Many of the identified critical drainage corridors are covered by the current Critical Areas Ordinance. She further explained the rationale to address frequently flooded areas within the Stormwater Management Plan. Public Comment: Debbie Jahnke commented on the need for a habitat overlay on the critical drainage corridors. The Commission expressed a readiness to move forward with the planned Public Hearing on the Critical Areas Ordinance scheduled for April 12, 2018. A clean copy of the proposed code revisions was requested along with a strikeout and underline version. NEW BUSINESS - NONE OTHER BUSINESS - NONE UPCOMING MEETINGS The next regularly scheduled meeting will be held on April 12, 2018. COMMUNICATIONS James Lagergren reported on attending the Rethinking Rural Conference.
