Proposal:
Construction of a new 9,946 SF office building on a 1-acre site addressed as 2507 3
Street. The completed project includes construction of a paved surface parking lot for 44
vehicles and other on-site amenities (landscaping, seat walls, screened refuse/recycling
enclosure). Utility hook-ups (public water, private sewer force main, power/phone/cable)
are all available on the north side of the project site, along with paved roadway access.
Stormwater generated from new impervious surfaces will be accommodated via a
combination of on-site facilities that will drain to an existing off-site stormwater detention
pond.

The property is located on proposed Lot 4 of the preliminarily approved PT 20 Short Plat. The
site, located south of SR 20 and west of Rainier Street in the Upper Sims Way area of Port
Townsend, is zoned General Commercial (C-II). Rainier Street (south of SR 20) and a new

internal public roadway for 3 Street have been constructed within the pending short plat to
provide access for the project. A legal description for the site (as it currently exists in an un divided
state) is available in the project file. The Jefferson County Assessor’s tax parcel number for the undivided
site is 001-094-002.

Special studies or plans supplied with the applications include: a site plan, architectural elevations; and, a State
Environmental Policy Act (SEPA) checklist. Other permits (including other agencies) required but not
included in the application, to the extent known by the City include: a Street and Utility Development permit
(SDP; for utility connections and road approach), and a commercial building permit.

Environmental Review:
The proposal is subject to environmental review and threshold determination
under the State Environmental Policy Act (SEPA). The City of Port Townsend as the lead agency for the
proposal has reviewed the proposed project for probable adverse environmental impacts, and has a
reasonable basis for determining that significant adverse environmental impacts are unlikely. The City
expects to issue a determination of non-significance (DNS) for this project and as such the Optional DNS

A copy of the subsequent threshold determination for the proposal, stating the time period for filing an
appeal, may be obtained upon request. In addition, the city may maintain a general mailing list for
threshold determination distribution. Any person has the right to submit comments, receive notice of and
participate in any hearings, request a copy of the application, and appeal the decision.
Along with SEPA, the project is subject to the Type II permit procedures and approval criteria of the
City’s Commercial Design Standards (PTMC 17.44 & 17.46). The project is also subject to review and
approval of a Type III Variance permit to exceed on-site parking normally allowed for the building as
proposed (PTMC 17.86). At the applicant’s request, and consistent with the provisions of PTMC
20.01.030B, the above land use applications are being noticed concurrently but processed separately.
Issuance of a final Type II decision on Commercial Design Review (CDR) will occur after successful
completion of the Type III parking Variance (PTMC 17.86.065). Both permit decisions for this project
will analyze it for consistency with the City’s Comprehensive Plan.
A final decision on both applications will be made within 120 days of the date of the determination of
