HomeMy WebLinkAbout121417CITY OF PORT TOWNSEND MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF DECEMBER 14, 2017 CALL TO ORDER The Port Townsend Planning Commission met in regular session on December 14, 2017, in the City Council Chambers at 540 Water Street. Chair Paul Rice called the meeting to order at 6:30 p.m. ROLL CALL Commissioners present at roll call were Kirit Bhansali, Robert Doyle, Rick Jahnke, Monica MickHager, and Paul Rice, with Lois Stanford excused. Ariel Speser joined the meeting at 6:31 p.m. Staff members present were Planning Director Lance Bailey, Senior Planner/Planning Director Judy Surber, Special Projects Temporary Employee Belinda Graham, City Attorney Steve Gross, and Legal Assistant/Deputy Clerk Amber Long. ACCEPTANCE OF AGENDA The agenda was unanimously approved. APPROVAL OF MINUTES — NOVEMBER 9, 2017 Motion: Rick Jahnke moved to approve the minutes of November 9, 2017. Bob Doyle seconded. Vote: motion carried unanimously, 6-0 by voice vote. GENERAL PUBLIC COMMENT - NONE PUBLIC HEARING Amendments to PTMC Chapter 20.04 Comprehensive Plan and Development Regulations Amendment Process Chair Rice read the rules of procedure for the public hearing. No Commissioners disclosed a financial or property interest in the matter. Mr. Rice called for public testimony. There was none, and the public testimony portion of the hearing was closed. Senior Planner/Planning Manager Judy Surber gave the staff presentation on proposed revisions to PTMC Chapter 20.04 that would improve consistency with the Growth Management Act. She stated that the intent is to have cumulative impacts assessed if there is an update to a subarea plan or a functional plan, which updates would include a public process. City Attorney Steve Gross discussed the written public comments submitted to the Commission, explaining that although the comments address this Planning Commission Meeting December 14, 2017 Page 1 of 2 section of this code, they do not deal with the specific proposed changes before the Commission. Ms. Surber clarified that the proposed addition to PTMC 20.040.30(A) (3) should read "subarea plan or functional plan." Commissioners discussed how functional plans relate to the Comprehensive Plan. Mr. Rice closed the record and the public hearing. Motion: Rick Jahnke moved to approve the Planning Commission findings, conclusions and recommendations and direct staff to forward to City Council. Kirit Bhansali seconded. Vote: motion carried unanimously, 6-0 by voice vote. OLD BUSINESS Update on Preparation of the Rainier (formerly Howard) Street/Sims Way Corridor Subarea Plan Special Projects Temporary Employee Belinda Graham gave an update on the work done so far with the project, including the public comment process and the analyses that are still in progress. She discussed the key findings from the market analysis and the current concept plan for the area. Ms. Graham clarified that staff wants to gauge how the Commission feels about staff exploring the current concept further. Details, such as a list of either prohibited or permitted uses, will be presented to the Planning Commission at a future meeting. Staff will also provide examples at that time. Commissioners gave their impressions of the current concept and asked questions. Staff will share comments from the Commission and City Council with AHBL, the consultant. OTHER BUSINESS Mr. Rice acknowledged that this meeting was the last one for Commissioners Bhansali and Speser and thanked them for their work. Commissioners and staff expressed appreciation to Mr. Bhansali for his six years of service on the Commission. UPCOMING MEETINGS The meeting on December 28th will be cancelled. There will be no public hearings on January 25th; instead staff might present more information on the artisan/manufacturing area of the subarea plan. COMMUNICATIONS - NONE ADJOURNMENT There being no further business, the meeting was adjourned at 8:08 p.m..
