RESOLUTION NO. 18-009
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, DESIGNATING OFF -LEASH DOG AREAS WITHIN THE CITY OF
PORT TOWNSEND
WHEREAS, Chapter 8.04 of the Port Townsend Municipal Code requires dogs to be
kept on -leash while on City -owned property and rights-of-way unless those areas are specifically
designated as off -leash areas; and,
WHEREAS, the City Council ("Council") has considered the recommendations of the
Parks, Recreation and Tree Advisory Board as well as public comment on this matter; and,
WHEREAS, Council acknowledges the need to balance the needs of all the residents of
Port Townsend, including the recreational needs of both dog owners and non -dog owners with
the needs of the neighborhoods impacted by the decision to designate city own property as an
off -leash area;
WHEREAS, Council acknowledges there was an inadequate neighborhood notification
on the proposed change in use of City properties, physical assessment of the suitability of the
City's properties for such designation, an example being the ability of the properties to confine
the activity to remain within the properties such as access, parking, fencing, etc;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
1. Resolution 17-007 is superseded by this Resolution.
2. The City -owned properties previously designated off -leash by Resolution 17-007 will no
longer be designated off -leash;
3. The following areas within the City of Port Townsend are designated as "off -leash" areas
(as shown on Exhibit A):
a. Dog Park at Chetzemoka (Lots 1 to 5, Block 2, Drummond's Addition);
b. That portion of the Mountain View Campus (1925 Blaine Street) consisting of the
fenced -in areas, subject to neighborhood notification, approval of the school
district, and confinement of the activity to the area so designated;
4. The City Manager is authorized to take other administrative actions consistent with this
Resolution.

ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 5th day of March 2018.
