HomeMy WebLinkAbout020818CITY OF PORT TOWNSEND MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF FEBRUARY 8, 2018 CALL TO ORDER The Port Townsend Planning Commission met in regular session on February 8, 2018, in the City Council Chambers at 540 Water Street. Chair Paul Rice called the meeting to order at 6:31 p.m. ROLL CALL Commissioners present at roll call were Bob Doyle, Rick Jahnke, James Lagergren, Monica MickHager, Aislinn Palmer, Paul Rice, and Lois Stanford. Staff members present were Senior Planner/Planning Manager Judy Surber and Legal Assistant/Deputy Clerk Amber Long. ACCEPTANCE OF AGENDA There were no changes to the agenda. GENERAL PUBLIC COMMENT - NONE OLD BUSINESS PTMC Chapter 19.05 Critical Areas Ordinance Senior Planner/Planning Manager Judy Surber presented proposed amendments to the Critical Areas Ordinance subsections on aquifer recharge areas, fish and wildlife habitat conservation areas, and geohazards. Commissioners asked clarifying questions and gave suggestions to help with clarity and consistency. Ms. Surber explained that the large struck -out sections of the draft are still being reviewed and revised by staff and will be discussed at the next meeting. There was general agreement to keep the inland bank graphic in PTMC 19.05.100 and to change the marine bluff graphic to incorporate information from the preceding table. Commissioners expressed a preference to review proposed changes to the critical drainage corridor subsection, which might be moved out of the Critical Areas Ordinance. They discussed how the Critical Areas Ordinance and stormwater functional plan are intertwined and requested to see a draft of the stormwater management plan before the public hearing on the Critical Areas Ordinance. Ms. Surber will discuss the Commission's concerns with other staff and the consultant. Planning Commission Draft Minutes February 8, 2018 Page 1 of 2 Public comment: Debbie Jahnke spoke about references to dunegrass and beachgrass and recommended using the species names in the draft. She asked about priority species nesting management outside of nesting season. Ms. Jahnke made an additional comment on beachgrass and dunegrass. NEW BUSINESS - NONE OTHER BUSINESS - NONE UPCOMING MEETINGS The Commission agreed to request that staff postpone the public hearing on Critical Areas Ordinance to April 12 and move discussion on the stormwater management plan up to March 8. COMMUNICATIONS Commissioners who attended the recent Short Course in Local Planning shared their impressions of the class and what they learned.
