HomeMy WebLinkAbout012518CITY OF PORT TOWNSEND MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF JANUARY 25, 2018 CALL TO ORDER The Port Townsend Planning Commission met in regular session on the 25th day of January 2018 in the City Council Chambers at 540 Water Street. Chair Paul Rice called the meeting to order at 6:30 p.m. ROLL CALL Commissioners present at roll call were Bob Doyle, Rick Jahnke, James Lagergren, Aislinn Palmer, Paul Rice, and Lois Stanford with Monica MickHager absent. Staff members present were City Clerk Joanna Sanders, and Senior Planner/Planning Manager Judy Surber. ELECTION OF OFFICERS City Clerk Joanna Sanders called for nominations for Chair. Paul Rice was nominated and was elected unanimously by voice vote as Chair. Rick Jahnke was nominated and was elected unanimously by voice vote as vice chairperson. Chair Rice welcomed new members Aislin Palmer and James Lagergren and there was a round of introductions. ACCEPTANCE OF AGENDA There was a unanimous vote to approve the agenda as presented. APPROVAL OF MINUTES — DECEMBER 14, 2017 Motion. Rick Jahnke moved to approve minutes of December 14, 2017. Bob Doyle seconded. Vote. motion carried unanimously, 6-0 by voice vote. NEW BUSINESS Planning Commission Orientation Senior Planner/Planning Manager Judy Surber gave an overview of Planning Commission roles and functions. She reviewed Growth Management Act requirements, Comprehensive Plan creation, land use and zoning maps, and other associated plans and planning policies. She noted upcoming topics for the Planning Commission include a Critical Areas update, Stormwater Management Plan, Rainier Planning Commission Meeting January 25, 2018 Page 1 of 2 Street (formerly Howard)/Upper Sims Subarea Plan, and Shoreline Master Program 2020. Appointment of new member and alternate to Design Review Advisory Committee Ms. Surber described the work of the committee to review commercial, mixed use, cottage housing and multi -family building permits applications as provided in Chapter 17.46 of the PTMC. There was consensus to appoint to the Design Review Advisory Committee the following Bob Doyle, Rick Jahnke, and Lois Stanford with the alternate as James Lagergren. GENERAL PUBLIC COMMENT Councilmember Robert Gray welcomed and stated his appreciation for the work of the Planning Commission. UPCOMING MEETINGS The Commission reviewed its upcoming meeting schedule. Ms. Surber confirmed with the Planning Commission its desire for the critical areas ordinance to come forward in sections as reviewed by staff rather than wait until the full ordinance is complete. City Clerk Joanna Sanders provided Planning Commission Rules of Procedure, portion of Council Rules as it relates to Committees and Advisory Boards, a document titled Welcome to the Planning Commission, and Open Public Meetings Act checklist. Staff offered a training opportunity by the Department of Commerce titled Short Course on Local Planning. Staff noted that City Attorney Steve Gross would also set up a one-on-one training with new commissioners to review the appearance of fairness doctrine and code of ethics.
