RESOLUTION NO. 18-004
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, ADOPTING THE 2018 STATE LEGISLATIVE AGENDA
WHEREAS, the actions of the Washington State Legislature in respect to local government
issues, services, and funding have a profound effect on the City's ability to provide adequate local
services to its citizens; and,
WHEREAS, the Port Townsend City Council believes that it is appropriate to
communicate its position regarding issues affecting the City and local government that may come
before the State Legislature during the 2018 legislative session;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend, Washington, as follows:
Section 1. The City Council adopts the 2018 Legislative Agenda as set forth at Exhibit A.
Section 2. The City Manager shall transmit a copy of this Resolution to the 24th Legislative
District representatives and to other regional government entities. Additionally, the City
Manager shall continue to work with the other regional government entities to advocate for
regional needs as well as City priorities.

2018 City of Port Townsend
Legislative Agenda
❑ Fully funding the Public Works Trust Fund.
❑ Support AWC's 2018 City Legislative Priorities:
a. Strengthen city tools to address housing conditions in our communities
b. Direct funds to mental health, chemical dependency, and social safety net
programs.
c. Enhance economic development tools and programs that foster business
development in cities.
d. Preserve state -shared revenues with cities and increase law enforcement training
funds
❑ Extend or reopen application period on low income housing tax credit applications
❑ Support a change that would allow more than one community college to serve East
Jefferson County or incentivize the existing community college in an area to cooperate
with other higher education programs and institutions
❑ We fully support adequate funding for our schools. Reconsider the current funding
methodology that negatively impacts our other local taxing districts, including our school
district.
❑ Repeal RCW 36.65.030, which prohibits counties and cities from enacting a tax on net
income.
❑ Give full spending authority to the State 9-1-1 office and increase the amount by $2
million
