HomeMy WebLinkAbout110917CITY OF PORT TOWNSEND MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF NOVEMBER 9, 2017 CALL TO ORDER The Port Townsend Planning Commission met in regular session on November 9, 2017, in the City Council Chambers at 540 Water Street. Chair Paul Rice called the meeting to order at 6:30 p.m. ROLL CALL Commissioners present at roll call were Rick Jahnke, Monica MickHager, Paul Rice, Lois Stanford, Robert Doyle, and Ariel Speser with Kirit Bhansali excused. Staff members present were Deputy City Clerk Joshua Stecker, City Engineer David Peterson, Planning Manager Judy Surber, and Assistant City Engineer Samantha Harper. ACCEPTANCE OF AGENDA There were no changes to the agenda. APPROVAL OF MINUTES — SEPTEMBER 28, 2017 Motion: Ariel Speser moved to approve the Minutes of September 28, 2017 Robert Doyle seconded. Vote: motion carried unanimously, 6-0 by voice vote. There was none. GENERAL PUBLIC COMMENT OLD BUSINESS 2017 Comprehensive Plan GMA Periodic Update - Schedule Update (Senior Planner/Planning Manager Judy Surber) Judy Surber gave the Commission a brief update on the status of the Critical Areas update and the development of the Howard Street/Sims Way Subarea Plan. The two items may need to move on separate schedules before the Planning Commission and Council. Public Comment: Suzanne Tyler commented on the need to proceed quickly with the Subarea Plan. Planning Commission Meeting November 9, 2017 Page 1 of 2 NEW BUSINESS Stormwater Management Plan Briefing Samantha Harper gave the Commission and update on the process for the adoption of the Stormwater Management Plan, with an anticipated hearing date before the Commission on January 25th to review the draft plan for consistency with Chapter 7 of the Comprehensive Plan. The draft plan should be available in December of 2017. Ms. Harper presented a proposed tiered map identifying key areas of the City's stormwater system. The Commissioners discussed issues related to the Plan including addressing climate change and development costs and fees. Public Comment: Debbie Jahnke noted that the State's Stormwater Manual does not address climate change or sea level rise. Amendments to PTMC 20.04 Comprehensive Plan and Development Regulations Amendment Process Judy Surber gave the Commission a first touch briefing on limited amendments being proposed to PTMC 20.04 to improve consistency with the Growth Management Act, allow for subarea plans and clarify the Comprehensive Plan amendment process. A hearing on the proposed changes will be scheduled for December 14th before the Planning Commission. OTHER BUSINESS - NONE UPCOMING MEETINGS The next scheduled meeting is December 14, 2017. COMMUNICATIONS Paul Rice congratulated Ariel Speser on her election to City Council.
