RESOLUTION NO. 17-062
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING THE CITY MANAGER TO EXECUTE A
CONSTRUCTION CONTRACT WITH INTERWEST CONSTRUCTION, INC., FOR
THE CONSTRUCITON OF THE WATER STREET OVERLAY PROJECT
WHEREAS, the City adopted Resolution 17-034 on July 17, 2017, approving the 30%
design concept for the design of the Water Street Overlay — Ferry Terminal to the Taylor Street
Project and directing the City Manager negotiate, bid, execute, and sign all agreements related to
the project "provided sufficient funds have been appropriated;" and,
WHEREAS, the project was bid November 1, 2017, with the bid opening on November
21, 2017. The lowest responsible bidder was Interwest Construction, Inc., for an amount of
$2,327,874. The total bid is within available budgets, except for the stormwater and drainage
work, which is approximately $200,000 more than the appropriated amount from the Stormwater
Fund; and,
WHEREAS, delaying award of the contract in order to secure the additional financing
will make the City miss construction and grant deadlines, which could jeopardize our state and
PUD funding; and,
WHEREAS, the City has enough debt capacity to arrange for interim financing to allow
the project to move forward under the current construction schedule. This will also allow time
for staff to incorporate this increased cost into the ongoing financial analysis for the Stormwater
Management Plan; and,
WHEREAS, Council has determined that it in the best interest of the Project to accept
the lowest responsible bid and to not delay the Project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
1. Notwithstanding the provisions of Section 2 of Resolution 17-034, the City Manager
is authorized to execute a construction agreement with Interwest Construction, Inc., in
the amount of $2,327,874, plus sales tax if applicable.
2. The City Manager is directed to include a plan to pay for the increased cost of the
stormwater portion of this project in the financial analysis for the Stormwater
Management Plan scheduled for adoption in 2018.

ADOPTED by the City Council of the City of Port Townsend at a special meeting
