MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF APRIL 13, 2017
CALL TO ORDER
The Port Townsend Planning Commission met in regular session on Thursday, April 13,
2017, in the City Council Chambers at 540 Water Street. Chair Paul Rice called the
meeting to order at 6:30 p.m.
ROLL CALL
Commissioners present at roll call were Rick Jahnke, Dwight Nicholson, Paul Rice, Ariel
Speser, and Lois Stanford, with Kirit Bhansali and Monica MickHager excused. Staff
members present were Senior Planner/Planning Manager Judy Surber and Deputy Clerk
Amber Long.
ACCEPTANCE OF AGENDA
Motion: Ariel Speser moved accept the agenda. Rick Jahnke seconded.
Vote: motion carried unanimously, 5-0 by voice vote.
APPROVAL OF MINUTES - MARCH 9, 2017
Motion: Rick Jahnke moved to approve the minutes of March 9, 2017. Lois Stanford
seconded.
Vote: motion carried unanimously, 5-0 by voice vote.
GENERAL PUBLIC COMMENT - NONE
PUBLIC HEARING
Revisions to PTMC Chapter 16.08 Flood Damage Prevention
Chair Rice read the rules of procedure for the public hearing. No Commissioners
disclosed a financial or property interest in the matter. Mr. Rice called for
public testimony. There was none, and the public testimony portion of the hearing was
closed.
Senior Planner/Planning Manager Judy Surber gave the staff presentation
on proposed revisions to PTMC 16.08, which would help the City's code keep up with
federal changes and include exemptions from the new habitat assessment report
requirement. Commissioners asked clarifying questions and provided editorial
suggestions, primarily for consistency and formatting. The Commission referred to
recommendations from the Dept. of Archaeology & Historic Preservation (DAHP) in its
3/27/17 letter (Exhibit D2). Based on Commission discussion, Ms. Surber will make
the following revisions to the proposed language:

1. Section 16.08.030 - add the DAHP-recommended language as a new subsection M;
2. Section 16.08.050 "Historic Structure" - use DAHP-recommended language for (C);
3. Section 16.08.050 "Ordinary high water mark" - check whether "abutting" or
"contiguous" is the proper term; revise if needed;
4. Section 16.08.050 - confirm with FEMA whether Kah Tai is considered salt water or
fresh water;
Section 16.08.120(D) - add language recommended by DAHP if FEMA does not
object;
5. Section 16.08.120(C), (D), and (E) - check whether references to "PTMC 16.08"
should be changed to "PTMC 19.05"; revise if needed;
6. Section 16.08.155 Variance - add language recommended by DAHP if FEMA does
not object.
Mr. Rice closed the record and the public hearing.
Motion: Rick Jahnke moved to approve Planning Commission findings, conclusions,
and recommendation as revised and direct staff to forward to City Council. Dwight
Nicholson seconded.
Vote: motion carried unanimously, 5-0 by voice vote.

UPCOMING MEETINGS
The next regular meeting is set for April 27th. The Howard Street Subarea Plan is on
the agenda for the next few meetings, but the schedule might be revised based on the
timing of hiring a consultant.
COMMUNICATIONS
Commissioner Rice mentioned the upcoming interviews for the Howard Street Subarea
Plan consultant. Commissioners Jahnke and MickHager had previously volunteered to
serve on the interview panel.

There being no further business, the meeting was adjourned at 7:16 p.m.
