HISTORIC PRESERVATION COMMITTEE MEETING MINUTES

Topic Motions/Recommendation/Action
Approval of Minutes: September 5, 2017 The Committee voted unanimously to approve the minutes.
HPC16-025 Water Street Streetscape – Laura Parsons gave the Committee an overview of the design elements of the Water Street Improvement
Project.
• The Committee unanimously voted to recommend approval of weather resistant, galvanized (non-powder coated) bollards as presented.
• The Committee unanimously voted to recommend approval of the plaza scoring pattern as presented and recommended providing future improved
beachfront access.
• The Committee voted 5-1 (George Randels opposed) to recommend approval of using uniform streetlight design throughout the project.
• The Committee unanimously voted to recommend approval of the seat walls as presented.
• The Committee unanimously voted to recommend approval of the crosswalks as presented.
• The Committee voted 5-0 (Kathleen Croston abstained) to recommend dispensing of a welcome sign.
• The Committee voted 2-3 (Richard Berg, George Randels and Kathleen Croston opposed) to recommend approval of lights strung from building to building across the plaza. The Committee voted 3-2 (Don Schussler and Charlie Paul opposed) to recommend substituting 2 standard streetlights at the beach end of the plaza for the string lights.
• The Committee unanimously voted to recommend approval of the curb ramps as presented.
• The Committee unanimously voted to recommend approval of the new tree locations as presented. The Committee voted 2-3 (Don Schussler, George Randels and Kathleen Croston opposed) to recommend replacing the large existing trees on both sides of the street.
• The Committee unanimously voted to recommend approval of a galvanized “upside-down staple” bike rack design.
Topic Motions/Recommendation/Action
Library Annex - The Committee reviewed an application for window and roof replacement work on the Library Annex.
Richard Berg will recuse himself from the decision on this application due to an Appeanace of Fairness issue as the project architect. The Committee will review the application further at a future meeting.
Charlie Paul presented the idea of the Committee
nominating David Harrow for the Mary Johnson Award presented by the Jefferson County Historical Society
The Committee unanimously voted to recommend approval of the application.
