NON-MOTORIZED TRANSPORTATION ADVISORY BOARD MEETING MINUTES Date: May 4, 2017 Time: 4:30 pm Location: City Hall 1st Floor Conference Room Members Present: Scott Walker, Joe Finn, Pat Teal, Jolly Wahlstrom, Richard Dandridge, Hendrik Taatgen, Mike Kaill Members Excused: Lys Burden, Mark Henthorn Staff Present: City Engineer David Peterson, City Clerk Joanna Sanders
Approval of Minutes: April 6, 2017 unanimously approved
Complete Streets Update: David Peterson reported funding comes in July and then there are three months to spend those funds.
Projects currently noted are downtown ramps and a sidewalk on 9th street near the hospital. He recommended getting the map and a list of projects distributed to the board at an upcoming meeting (June or July) and then at the following month’s meeting, board members could go through an exercise of ranking priorities (July or August). Water Street: David Peterson reported Main Street would be holding a Merchant Coffee May 10 at 8am to brief downtown businesses on the project. The current plan is mostly the same as what was presented to NMTAB a couple of months ago with exceptions for adjusting some of the turning radius. Staff noted this plan was presented to Council some months ago (Sept. 12, 2016) and staff presented to NMTAB in Feb. 2017. During the response to questions about speed controls, staff explained visual cues are put in place to slow traffic before resorting to other methods.
Trail Project North Beach to 50th: Scott Walker suggested that this as the next suggested trail project. David Peterson agreed to add it to the plan.
League of American Bicyclists: Tyler Johnson, Lys Burden and Richard Dandridge were recognized for putting together a successful May 1 event. Attendance for the bike ride was limited to three. Lys received a report and list of deficiencies from the League. The board
recommended comparing this to the plan. [Clerk note: City needs a copy if NMTAB would be discussing in the future]. Signposts for “Wild Lands” location of trails: David Peterson indicated it would take some time before he and Alex Wisniewski would consult on the sign design. NMTAB input would be solicited later on locations/names. General Discussion: Councilmember Bob Gray reported that the undergrounding of power along Discovery Road by the PUD would result in a City trail on the shoulder between roughly 7th and Sheridan Streets. Pat Teal reported Port Townsend was recognized as one of Washington’s best cities for trails and biking. Debbie Jahnke solicited NMTAB assistance with placing gravel at Kah Tai as part of a project by Admiralty Audubon as an adopter of the park. June 10th at 9am was chosen by the Board. She agreed to relay to Alex Wisniewski that ¾ minus was preferred as well as placement of piles at discreet places to ease wheelbarrow/shovel crews.
