RESOLUTION NO. 17-038
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, TASKING VARIOUS CITY OFFICES REGARDING AFFORDABLE
HOUSING
WHEREAS, the Jefferson County Board of County Commissioners (" BOCC") has
declared a housing emergency (BoCC Resolution 35-17) and has placed a housing levy on the
November 2017 ballot; and,
WHEREAS, several tasks related to affordable housing have been identified on the
Council's three-year Strategic Plan and on the City Manager's work plan; and,
WHEREAS, based in part on previous joint County -City studies, the City has already
taken concrete steps to address affordable housing, such as identification of surplus property
suitable for affordable housing use, deferral of system development charges, utility connection
charges, and permit fees, dedicated funding to compensate development services for lost
revenue; and,
WHEREAS, Council has determined that it is in the best interest of the City to prioritize
and assign certain issues related to affordable housing either to Council or to an ad hoc
committee, or to an advisory board, or to staff;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
Council assigns the following tasks as follows:
1. With support from the City Manager and Council Ad Hoc Committee on Affordable
Housing update the City's surplus property inventory, and recommend any additions
and deletions to that inventory of potential City properties; and, recommend the
addition of any potential properties owned by others that should be added to the list
by the City Manager, with the review to be completed by the December 31, 2017;
2. With support from the City Manager and Council Finance and Budget Committee,
update any code amendments that are recommended to advance perpetual
affordability with housing development regarding modifications, fees and charges
including but not limited to, land use permit fees, the utility system development
charges, building permit fees, and utility connection charge deferrals in PTMC
3.36.011;
3. With support from the City Manager, develop a set of recommendations for changes
to the City's municipal code related to barriers to, or incentives for, either temporary
or perpetually affordable housing to be reviewed and recommended for
implementation by the Planning Commission to the City Council;
4. With support from the City Manager and City Council Finance and Budget
Committee, develop recommendations for affordable housing financing options in
Resolution 17-038

which the City can play a role;
5. With support from the City Manager, prepare a set of recommendations on options
for the City to participate in public/private partnerships for the development of
affordable housing;
6. With support from the City Manager, conduct public outreach to obtain broad support
and public input as Council determines necessary and advisable;
7. With support from the City Manager and Council Ad Hoc Committee on Affordable
Housing, review the recommendations of the 2006 City/County Housing Action Plan.
Summarize those recommendations followed by either the City or the County, and
prepare recommendations for both the City and County regarding possible actions.
8. Review County Resolution 35-17, placing two housing levies on the November 2017
ballot and consider a Council resolution supporting or opposing the ballot measure.
9. With support from the City Manager, Mayor would contact the Chair of the Jefferson
Board of County Commissioners to recommend a joint meeting with the Board of
County Commissioners related to Affording Housing.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 21" day of August, 2017.
