HomeMy WebLinkAbout17-039 Expressing the City Council’s Support for Jefferson County’s Proposition 1, a Bond Measure to Levy an Additional Property Tax to Provide Funding for Very Low-Income and Low-Income HousingResolution 17-039 Page 1 of 2 RESOLUTION NO. 17-039 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, EXPRESSING THE CITY COUNCIL'S SUPPORT FOR JEFFERSON COUNTY'S PROPOSITION 1, A BALLOT MEASURE TO LEVY AN ADDITIONAL PROPERTY TAX TO PROVIDE FUNDING FOR VERY LOW-INCOME AND LOW- INCOME HOUSING WHEREAS, the Jefferson County Board of Commissioners (`BoCC") adopted Resolution 35-17 on July 31, 2017. This Resolution declared an emergency in the availability in affordable housing in Jefferson County and submits to the voters of the County a measure levying an additional property tax, the proceeds of which would be dedicated to providing very low-income and low-income housing. The measure is to be placed on the November 7, 2017 General Election ballot; and, WHEREAS, the proposition would increase the general property tax for 7 years by up to $0.12 per $1,000 of assessed valuation, for a total General Fund tax levy not to exceed $1.80 per $1,000 for collection in 2018 dedicated for low-income housing. Levies for collection in 2019- 2024 would be based on the levy lid lift for 2018 and subject to the limitations prescribed in Chapter 84.55 RCW; and, WHEREAS, the proposition would also impose an additional regular property tax for 7 years pursuant to RCW 84.52.105 of approximately $0.24 per $1,000 of assessed valuation to generate $1,200,000 in 2018 dedicated for very low-income housing. Levies for collection in 2019-2024 would be based on the levy collection for 2018 and subject to the limitations prescribed in Chapter 84.55 RCW; and, WHEREAS, the proposition contemplates creating a Home Opportunity Fund. The Fund would be managed by County staff. Use of the funds would be approved by the BoCC, with the advice of a newly -created Home Opportunity Fund Board; and, WHEREAS, Council concludes that supporting the County's proposal is consistent with Objective 3 of the City's 3 -year Strategic Plan for the City, in that providing for additional funding will help provide greater opportunities for very low- and low-income housing; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: The City Council expresses its collective support for Jefferson County's Proposition 1 being submitted to the voters at the November 7, 2017 General Election.
