2006 Residential Construction Checklist
Complete this form in addition to WSEC prescriptive compliance form. Please answer the
following questions:

Note: the whole house fan shall be readily accessible and controlled by a 24-hour clock timer
with the capability of continuous operation, manual and automatic control. At the time of final
inspection, the automatic control timer shall be set to operate the whole house fan for at least 8
hours a day, and have a sone rating at 1.5 or less measured at 0.10 'inches water gauge.
Spot Ventilation:
Source specific exhaust ventilation is required in each kitchen, bathroom, water closet, laundry
room, indoor swimming pool, spa and other rooms where excess water vapor or cooking odor is
produced. Bathrooms, laundries or similar rooms require fans with a minimum 50 cfm rating at
0.25 inches water gauge; kitchens shall have a fan with a minimum 100 cfm rating at 0.25 inches
water gauge.
Outdoor Air Inlets:
Outdoor air shall be distributed to each habitable room by means such as individual inlets,
separate duct systems, or a forced -air system. Habitable rooms include all bedrooms, living and
dining rooms but not kitchens, bathrooms or utility rooms. Where outdoor air supplies are
separated from exhaust points by doors, undercutting doors a minimum of %Z inch above the
surface of the finish floor covering, distribution ducts, installation or grilles, transoms or similar
means where permitted by the Uniform Building Code. When the system provides ventilation
through a dedicated opening, such as a window or through -wall vent, these openings must:
• Have controlled and secure openings
• Be sleeved or otherwise designed so as not to compromise the thermal properties of the wall or
window in which they are placed.
• Provide not less than 4 square inches of net free area of opening for each habitable space.

Subject: Provisions for Roof Runoff - Lynnesfield PUD
Dear Joe:
The stormwater detention system for this project was designed to handle
runoff from this project with no infiltration of roof runoff.
The design documents note that roof runoff could be infiltrated in some
places if such was desired but there was no way to determine which lots
would be capable of infiltration so I designed the system to handle all
of the roof runoff. If there is a reason why you would want to provide
infiltration facilities, the stormwater management plan allows you to do
so but it is not required.
I trust this adequately addresses your concerns.

SUBJECT: BLD08-017, Lot Coverage for Single -Family Residence at 4048 Hill Street
Dear Lynne and Lloyd:
I've reviewed the plans for the above building permit, and found that the buildings exceed the
allowable lot coverage in the Lynnesfield PUD. The maximum lot coverage is 35%, or 40% if
an accessory dwelling unit is included.
The Port Townsend Municipal Code defines lot coverage as, "the total ground coverage of all
buildings or structures on a site measured from the outside of external walls or supporting
members, including accessory buildings or structures, but not to include at -grade off-street
parking lots, deck areas, terraces, swimming pools, pool deck areas, walkways, roadways, or
driveways."
The building permit application lists the following square footages: 1709 first floor + 484 garage
+ 168 deck for a total of 2361 square feet. The plans show approximately 112 square feet of the
deck -is under a roof, and since the deck is over 30" in height all of it counts towards lot
coverage. The 1709 calculation only includes heated space and not the covered porch which is
approximately 45 square feet. The total lot coverage I come up with is 2405, divided by the
5,709 square foot lot for 42% lot coverage (site plan with notes attached).
I checked the lot coverage for two other houses you submitted in 2007. BLD07-097 for 4042
Hill Street had 34% lot coverage, and BLD07-159 for 4033 Hill Street had 33.5%. 1 did notice
that we didn't charge you the Lynnesfield $231.00 transportation fee for BLD07-097, so I am
enclosing an invoice so that can be be paid prior to final inspection.
When new building plans are submitted showing the buildings meet the zoning code, the status of the
permit will change from "on hold" to "pending" and then we can proceed with plan review. Please
