Refer to the 2006 International Building Code for requirements for stairs in other conditions. 2. For exceptions related to the construction of circular, spiral, or winding stairways, see R311.5.3. 3. The largest rise or run within any flight of stairs is not to exceed the smallest by more than 3/8". 4. A landing extending the width of the stair and measuring a minimum of 36" in the direction of travel is required at the top and bottom of every stairway. 5. A floor landing is not required at the top of an interior flight of stairs, provided a door does not swing over the stairs. 6. Handrails are required for stairways with four or more risers. See Tip Sheet 2 for additional information regarding handrails. 7. Interior and exterior stairs must be illuminated with an artificial light source at each landing or over each stairway section per R303.6. Light activation must be accessible at the top and bottom of each landing without traversing any steps. Exterior stairways must be controlled from inside the dwelling unit unless continuously illuminated or automatically controlled. We would figure the value to be approximately $2,700 ($1,350 materials x 2 for labor) and the permit cost to be approximately $155.00. 2) A minor improvement permit (form attached); the permit cost is $110.00. Staff would prepare a Notice to Title regarding the placement of stairs in the right-of-way. You would record the Notice to Title with the Jefferson County Auditor at the Courthouse (fee is approximately $45.00). The second page of each permit includes a list of submittal materials. I got the aerial view from google maps. I overlaid my approximate lot line and where the steps would go on the photo. The steps would be about 4 feet wide with a handrail on one side. They'd set on a concrete pad at the bottom (on my property) and be secured at the top by 4 X 4 posts set in the ground and fastened to the top landing. I was thinking simple open steps like you'd find on a deck. The steps would be about 14 feet long and the total rise is maybe six feet. I have an estimate for construction, including cutting the brush away, of $1,350. 1 don't think you'd have to cut into the bank at all for what I have in mind. It's my thought that these would be temporary as in easily removed for any work in the ROW but I'd like to keep them in place to get up to Fir St. from the house. We've wanted to do something like this for years. Many years ago when Alice's mother visited she couldn't get out of the house because she couldn't get up (or down) the steep driveway. It's come to a head because Alice is scheduled for hip surgery on 12/3. Come to think of it my next door neighbor is Tyler's (Public Works) in-laws so I'm sure he's pretty familiar with this location. Thanks, I'll call next week to see what I need to do next.
