SUBJECT: Tenant Improvement at 2131 Clay Street for Coop Offices
The Development Review group met yesterday regarding the parking plan submitted March 17
for 2131 Clay Street. Please revise the plans according to the following comments:
1) Pave an apron from Kearney Street into the proposed parking lot. The pavement should be a
maximum of 30 feet wide, and a minimum of 20 feet deep. This is to keep the majority of the
gravel in the parking lot from going out onto Kearney Street.
2) Provide an on-site stormwater plan to manage the additional impervious surface of the parking
lot. Possibilities include a catch basin with overflow, a rain garden, or another method approved
by the DOE 2005 stormwater manual: Volume V contains methods of handling on-site
stormwater, and Volume III Appendix C has information on rain gardens. Enclosed are Chapter
3, Flow Control Design, from Volume III, and a rain garden handbook.
3) The plan proposes eight (8) parallel gravel parking spaces off of Clay Street. Reduce the
number of spaces to six (6) by deleting the space closest to the intersection of Clay and Kearney,
and the space to the east of the proposed ADA space. In addition, instead of gravel please put a
5/8" minus crushed rock surface top course.
4) Saw cut the pavement edge adjacent to all proposed parking spaces on Clay Street and install
next to the Clay Street side an asphalt tip -up edge and wedge curb. The gutter should line up
with the catch basin at the corner of Clay and Kearney so that water will run into the existing
catch basin.
5) The proposed ADA space should be asphalt instead of concrete so there isn't any rebar in the
right-of-way.
6) Submit a street development application for the above work. A copy is attached. The cost is
$162.50 plus the public works inspection fee, which is 2% of the bid amount from the contractor
(cost of materials and labor). Fees are due when you pick up the approved permit.

While we understand that technically, the ADA rules dictate that we must provide an off-street
accessible parking place, we feel that providing an ADA space in the off-street parking area for
this building, either instead of or in addition to the ADA space that is proposed in the street right-
of-way, with all of the extra paving, sidewalk, railings, lights, etc that would be involved, would
be a large extra expenditure of money for a project that cannot afford it, and provides no benefit to
anyone: just an ADA space that is farther from the door and takes more effort to use than what we
have proposed.
I would certainly be willing to check in with the DASH folks to see if they agree that it would be
of no particular use, and respect their input if they argue otherwise.
I am going to copy this e-mail to our client, and I think it's likely that they will want to talk to you
further about this before authorizing us to change the drawings. I feel that what we have proposed
certainly meets the intention of the ADA, if not the letter of the law, and that this would be an
excellent opportunity for flexibility and common sense to prevail.

17.72.100 Uses not specified.
In the case of a use not specifically men-
tioned in this chapter, the requirements for off-
street parking facilities shall be determined by
the decision -maker based on similar uses for
which requirements are specified. (Ord. 2893
§ 2, 2005; Ord. 2571 § 2, 1997).
17.72.110 Location.
Off-street parking facilities shall be located
as hereinafter specified; where a distance is
specified, such distance shall be the walking
distance measured along the shortest safe
pedestrian way from the nearest point of the
parking facility to the nearest entrance to the
building which the facility is required to serve:
A. For single-family dwellings: not more
than 200 feet;
B. For multifamily dwellings, boarding-
houses, congregate care facilities, and tourist
homes: not more than 100 feet;
C. For restaurants, retail commercial estab-
lishments, hospitals, sanitariums, convalescent
homes: not more than 200 feet;
D. For bed and breakfast inns: not more
than 200 feet; and
E. For uses other than those specified
above: not more than 500 feet. (Ord. 2893 § 2,
2005; Ord. 2571 § 2, 1997).
17.72.120 On -street parking spaces.
A. If the proposed parking area plan sub-
mitted pursuant to PTMC 17.72.170 would
require elimination of one or more existing on -
street parking spaces within the C-IiI zoning
districi, the parking requirements prescribed in
PTMC 17.72.080 are increased by two off-
street spaces for each on -street space to be
eliminated; provided, that the building official
may waive all or part of any such increase
upon a showing to his/her satisfaction that one
or more of the spaces to be eliminated had

been created by permission of the applicant
within the six years preceding the proposed
building, use or expansion.
B. If, however, such parking area plan
would restore one or more. existing on -street
parking spaces within the C -III zoning district
by reducing existing curb cuts or other con-
flicts, the off-street parking requirements pre-
scribed in PTMC 17.72.080 are reduced by
two off-street parking spaces for each on -street
parking space restored by said plan.
C. The required number of off-street park-
ing spaces provided for commercial, mixed
use, and multifamily residential properties out-
side the C -III historic commercial district that
are being developed, redeveloped, or
expanded shall be reduced by two spaces for
each on -street parking space provided adjacent
to a site. The design, placement, and proposed
construction standard of on -street parking
spaces will be reviewed and approved by the
public works director. Due to the high level of
traffic, on -street parking may not. be possible
along Sims Way or other streets as determined
by public works.
D. On -street parking spaces may be used to
meet ADA (Americans with Disabilities Act)
parking requirements if such a location meets
ADA design standards and would better serve
the public than off-street ADA parking. (Ord.

17.72.130 Residential transient
accommodations — Parking
requirements.
A bed and breakfast inn or a tourist home
shall provide parking consistent with the
requirements of Table 17.72.080; provided,
that for a bed and breakfast inn in an historic
structure as defined under Chapter 17.08
PTMC, the required number of off-street park-
ing spaces shall be reduced by the number of
on -street parking spaces which are located on
that portion of the public street right-of-way
which is abutting the front and side lot lines of
the property. In such instances, one on -street
parking space shall be counted for each contin-
uous 20 feet of abutting street frontage, less the
20 closest to each street intersection and any

17.44.100 On -street parking.
A. Objective. On -street parking is encour-
aged along the streets, access drives, and alleys
in order to provide convenient access and
reduce the need for off-street parking lots.
1. The required number of off-street
parking spaces shall be reduced by two spaces
for each developed on -street parking space
pursuant to PTMC 17.72.120(C).
2. Allow use of on -street parking for
Americans with Disabilities Act (ADA)
requirements if such a location meets ADA
design standards and would better serve the
public than off-street ADA parking.

17.44.110 Pedestrian- and bicycle -friendly
commercial development.
A. Objective. Provide safe, bicycle and
pedestrian -friendly development.
1. Walkways shall be provided between
the primary abutting street and the main pedes-
trian entrances to buildings.
2. The interruption of sidewalks by
driveways should be minimized. Where drive-
ways cross sidewalks, the sidewalks should
remain raised with a curb cut and ramp over
the sidewalk provided so cars may pass over
the sidewalk rather than requiring pedestrians
to step down to an interrupting driveway.
3. Pedestrian access shall be provided
between commercial sites and adjacent areas.
Existing informal pathway locations and
future walkway locations shown in the nonmo-
torized transportation plan shall be taken into
consideration when locating new paths.
4. Bicycle locking racks that support the
entire bicycle frame, not just the front wheel,
shall be provided. Bicycle racks shall be
located as closely as possible to primary build-
ing entrances (generally within 20 feet) and
shall be lit during evening business hours per
PTMC 17.44.180. New buildings should pro-
vide covered bicycle racks, especially those
used by employees.

CHAPTER 11
ACCESSIBILITY
SECTION 1101
GENERAL
1101.1 Scope. The provisions of this chapter shall control the
design and construction of facilities for accessibility to physi-
cally disabled persons.
1101.2 Design. Buildings and facilities shall be designed and
constructed to be accessible in accordance with this code and
ICC Al 17.1.
SECTION 1102
DEFINITIONS
1102.1 Definitions. The following words and terms shall, for
the purposes of this chapter and as used elsewhere in the code,
have the following meanings:
ACCESSIBLE. A site, building, facility or portion thereof that
complies with this chapter.
ACCESSIBLE ROUTE. A continuous, unobstructed path
that complies with this chapter.
ACCESSIBLE UNIT. A dwelling unit or sleeping unit that
complies with this code and the provisions for Accessible units
in ICC A117.1.
CIRCULATION PATH. An exterior or interior way of pas-
sage from one place to another for pedestrians.
COMMON USE. Interior or exterior circulation paths, rooms,
spaces or elements that are not for public use and are made
available for the shared use of two or more people.
DETECTABLE WARNING. A standardized surface feature
built in or applied to walking surfaces or other elements to warn
visually impaired persons of hazards on a circulation path.
DWELLING UNIT OR SLEEPING UNIT, MULTI-
STORY. See definition for "Multistory unit."
DWELLING UNIT OR SLEEPING UNIT, TYPE A. See
definition for "Type A unit"
DWELLING UNIT OR SLEEPING UNIT, TYPE B. See
definition for "Type B unit."
EMPLOYEE WORK AREA. All or any portion of a space
used only by employees and only for work. Corridors, toilet
rooms, kitchenettes and break rooms are not employee work
areas.
FACILITY. All or any portion of buildings, structures, site
improvements, elements and pedestrian or vehicular routes
located on a site.
INTENDED TO BE OCCUPIED AS A RESIDENCE. This
refers to a dwelling unit or sleeping unit that can or will be used
all or part of the time as the occupant's place of abode.
MULTILEVEL ASSEMBLY SEATING. Seating that is
arranged in distinct levels where each level is comprised of
either multiple rows, or a single row of box seats accessed from
a separate level.
MULTISTORY UNIT. A dwelling unit or sleeping unit with
habitable space located on more than one story.
PUBLIC ENTRANCE. An entrance that is not a service
entrance or a restricted entrance.
PUBLIC -USE AREAS. Interior or exterior rooms or spaces
that are made available to the general public.
RESTRICTED ENTRANCE. An entrance that is made
available for common use on a controlled basis, but not public
use, and that is not a service entrance.
SELF-SERVICE STORAGE FACILITY. Real property
designed and used for the purpose of renting or leasing individ-
ual storage spaces to customers for the purpose of storing and
removing personal property on a self-service basis.
SERVICE ENTRANCE. An entrance intended primarily for
delivery of goods or services.
SITE. A parcel of land bounded by a lot line or a designated
portion of a public right-of-way.
TYPE A UNIT. A dwelling unit or sleeping unit designed and
constructed for accessibility in accordance with this code and
the provisions for Type A units in ICC A117.1.
TYPE B UNIT. A dwelling unit or sleeping unit designed and
constructed for accessibility in accordance with this code and
the provisions for Type B units in ICC Al 17. 1, consistent with
the design and construction requirements of the federal Fair
Housing Act.
WHEELCHAIR SPACE. A space for a single wheelchair and
its occupant.
SECTION 1103
SCOPING REQUIREMENTS
1103.1 Where required. Sites, buildings, structures, facilities,
elements and spaces, temporary or permanent, shall be accessi-
ble to persons with physical disabilities.
1103.2 General exceptions. Sites, buildings, structures, facili-
ties, elements and spaces shall be exempt from this chapter to
the extent specified in this section.
1103.2.1 Specific requirements. Accessibility is not
required in buildings and facilities, or portions thereof, to
the extent permitted by Sections 1104 through 1110.
1103.2.2 Existing buildings. Existing buildings shall com-
ply with Section 3409.
1103.2.3 Employee work areas. Spaces and elements
within employee work areas shall only be required to com-
ply with Sections 907.9.1.2, 1007 and 1104.3.1 and shall be
designed and constructed so that individuals with disabili-
ties can approach, enter and exit the work area. Work areas,

or portions of work areas, that are less than 150 square feet
(14 m2) in area and elevated 7 inches (178 mm) or more
above the ground or finish floor where the elevation is
essential to the function of the space shall be exempt from
all requirements.
1103.2.4 Detached dwellings. Detached one- and two-fam-
ily dwellings and accessory structures, and their associated
sites and facilities, are not required to be accessible.
1103.2.5 Utility buildings. Occupancies in Group U are
exempt from the requirements of this chapter other than the
following:
1. In agricultural buildings, access is required to paved
work areas and areas open to the general public.
Private garages or carports that contain required
accessible parking.
1103.2.6 Construction sites. Structures, sites and equip-
ment directly associated with the actual processes of con-
struction including, but not limited to, scaffolding, bridging,
materials hoists, materials storage or construction trailers
are not required to be accessible.
1103.2.7 Raised areas. Raised areas used primarily for pur-
poses of security, life safety or fire safety including, but not
limited to, observation galleries, prison guard towers, fire
towers or lifeguard stands are not required to be accessible
or to be served by an accessible route.
1103.2.8 Limited access spaces. Nonoccupiable spaces
accessed only by ladders, catwalks, crawl spaces, freight
elevators or very narrow passageways are not required to be
accessible.
1103.2.9 Equipment spaces. Spaces frequented only by
personnel for maintenance, repair or monitoring of equip-
ment are not required to be accessible. Such spaces include,
but are not limited to, elevator pits, elevator penthouses,
mechanical, electrical or communications equipment
rooms, piping or equipment catwalks, water or sewage treat-
ment pump rooms and stations, electric substations and
transformer vaults, and highway and tunnel utility facilities.
1103.2.10 Single -occupant structures. Single -occupant
structures accessed only by passageways below grade or
elevated above grade including, but not limited to, toll
booths that are accessed only by underground tunnels, are
not required to be accessible.
1103.2.11 Residential Group R-1. Buildings of Group R-1
containing not more than five sleeping units for rent or hire
that are also occupied as the residence of the proprietor are
not required to be accessible.
1103.2.12 Day care facilities. Where a day care facility
(Groups A-3, E, I-4 and R-3) is part of a dwelling unit, only
the portion of the structure utilized for the day care facility is
required to be accessible.
1103.2.13 Detention and correctional facilities. In deten-
tion and correctional facilities, common use areas that are
used only by inmates or detainees and security personnel,
and that do not serve holding cells or housing cells required
to be accessible, are not required to be accessible or to be
served by an accessible route.
1103.2.14 Fuel -dispensing systems. The operable parts on
fuel -dispensing devices shall comply with ICC A117.1,
Section 308.2.1 or 308.3.1.
1103.2.15 Walk-in coolers and freezers. Walk-in coolers
and freezers intended for employee use only are not
required to be accessible.
SECTION 1104
ACCESSIBLE ROUTE
1104.1 Site arrival points. Accessible routes within the site
shall be provided from public transportation stops; accessible
parking; accessible passenger loading zones; and public streets
or sidewalks to the accessible building entrance served.
Exception: Other than in buildings or facilities containing
or serving Type B units, an accessible route shall not be
required between site arrival points and the building or facil-
ity entrance if the only means of access between them is a
vehicular way not providing for pedestrian access.
1104.2 Within a site. At least one accessible route shall con-
nect accessible buildings, accessible facilities, accessible ele-
ments and accessible spaces that are on the same site.
Exception: An accessible route is not required between
accessible buildings, accessible facilities, accessible ele-
ments and accessible spaces that have, as the only means of
access between them, a vehicular way not providing for
pedestrian access.
1104.3 Connected spaces. When a building or portion of a
building is required to be accessible, an accessible route shall
be provided to each portion of the building, to accessible build-
ing entrances connecting accessible pedestrian walkways and
the public way.
Exception: In assembly areas with fixed seating required to
be accessible, an accessible route shall not be required to
serve fixed seating where wheelchair spaces or designated
aisle seats required to be on an accessible route are not pro-
vided.
1104.3.1 Employee work areas. Common use circulation ~
paths within employee work areas shall be accessible
routes.
Exceptions:
1. Common use circulation paths, located within
employee work areas that are less than 300 square
feet (27.9 m2) in size and defined by permanently
installed partitions, counters, casework or furnish-
ings, shall not be required to be accessible routes.
2. Common use circulation paths, located within
employee work areas, that are an integral compo-
nent of equipment, shall not be required to be
accessible routes.
Common use circulation paths, located within
exterior employee work areas that are fully
exposed to the weather; shall not be required to be
accessible routes.

1104.3.2 Press boxes. Press boxes in assembly areas shall
be on an accessible route.
Exceptions:
1. An accessible route shall not be required to press
boxes in bleachers that have points of entry at only
one level, provided that the aggregate area of ail
press boxes is 500 square feet (46 m2) maximum.
2. An accessible route shall not be required to
free-standing press boxes that are elevated above
grade 12 feet (3660 mm) minimum provided that
the aggregate area of all press boxes is 500 square
feet (46 m2) maximum.
1104.4 Multilevel buildings and facilities. At least one acces-
sible route shall connect each accessible level, including mez-
zanines, in multilevel buildings and facilities.
Exceptions:
1. An accessible route is not required to stories and
mezzanines above and below accessible levels that
have an aggregate area of not more than 3,000
square feet (278.7 m2). This exception shall not
apply to:
1.1. Multiple tenant facilities of Group M occu-
pancies containing five or more tenant
spaces;
1.2. Levels containing offices of health care
providers (Group B or I); or
1.3. Passenger transportation facilities and air-
ports (Group A-3 or B).
ACCESSIBILITY
1104.6 Security barriers. Security barriers including, but not
limited to, secuity bollards and security check points shall not
obstruct a required accessible route or accessible means of
egress.
Exception: Where security barricrs incorporate elements
that cannot comply with these requirements, such as certain
metal detectors, fluoroscopes or other similar devices, the
accessible route shall be permitted to be provided adjacent
to security screening devices. The accessible route shall per-
mit persons with disabilities passing around security barri-
ers to maintain visual contact with their personal items to the
same extent provided others passing through the security
barrier.
SECTION 1105
ACCESSIBLE ENTRANCES
1105.1 Public entrances. In addition to accessible entrances
required by Sections 1105.1.1 through 1105.1.6, at least 60 it

PARKING AND PASSENGER LOADING FACILITIES
1106.1 Required. Where parking is provided, accessible park-
ing spaces shall be provided in compliance with Table 1106.1,
except as required by Sections 1106.2 through 1106.4. Where
more than one parking facility is provided on a site, the number
of parking spaces required to be accessible shall be calculated
separately for each parking facility.
Exception: This section does not apply to parking spaces
used exclusively for buses, trucks, other delivery vehicles,
law enforcement vehicles or vehicular impound and motor
pools where lots accessed by the public are provided with an
accessible passenger loading zone.

1106.2 Groups R-2 and R-3. Two percent, but not less than
one, of each type of parking space provided for occupancies in
Groups R-2 and R-3, which are required to have Accessible,
Type A or Type B dwelling or sleeping units, shall be accessi-
ble. Where parking is provided within or beneath a building,
accessible parking spaces shall also be provided within or
beneath the building.
1106.3 Hospital outpatient facilities. Ten percent of patient
and visitor parking spaces provided to serve hospital outpatient
facilities shall be accessible.
1106.4 Rehabilitation facilities and outpatient physical
therapy facilities. Twenty percent, but not less than one, of the
portion of patient and visitor parking spaces serving rehabilita-
tion facilities and outpatient physical therapy facilities shall be
accessible.
1106.5 Van spaces. For every six or fraction of six accessible
arking spaces, at least one shall be a van -accessible parking
space.
1106.6 Location. Accessible parking spaces shall be located
on the shortest accessible route of travel from adjacent parking
to an accessible building entrance. In parking facilities that do
not serve a particular building, accessible parking spaces shall
be located on the shortest route to an accessible pedestrian
entrance to the parking facility. Where buildings have multiple
accessible entrances with adjacent parking, accessible parking
spaces shall be dispersed and located near the accessible
entrances.
Exceptions:
1. In multilevel parking structures, van -accessible park-
ing spaces are permitted on one level.
2. Accessible parking spaces shall be permitted to be
located in different parking facilities if substantially
equivalent or greater accessibility is provided in
terms of distance from an accessible entrance or
entrances, parking fee and user convenience.
1106.7 Passenger loading zones. Passenger loading zones
shall be designed and constructed in accordance with ICC
Al 17.1.
1106.7.1 Continuous loading zones. Where passenger
loading zones are provided, one passenger loading zone in
every continuous 1001inearfeet (30.4 m) maximum of load-
ing zone space shall be accessible.
1106.7.2 Medical facilities. A passenger loading zone shall
be provided at an accessible entrance to licensed medical
and long-term care facilities where people receive physical
or medical treatment or care and where the period of stay
exceeds 24 hours.
1106.7.3 Valet parking. A passenger loading zone shall be
provided at valet parking services.
SECTION 1107
DWELLING UNITS AND SLEEPING UNITS
1107.1 General. In addition to the other requirements of this
chapter, occupancies having dwelling units or sleeping units
shall be provided with accessible features in accordance with
this section.
1107.2 Design. Dwelling units and sleeping units that are
required to be Accessible units, Type A units and Type B units
shall comply with the applicable portions of Chapter 10 of ICC
A117.1. Units required to be Type A units are permitted to be
designed and constructed as Accessible units. Units required to
be Type B units are permitted to be designed and constructed as
Accessible units or as Type A units.
1107.3 Accessible spaces. Rooms and spaces available to the
general public or available for use by residents and serving
Accessible units, Type A units or Type B units shall be accessi-
ble. Accessible spaces shall include toilet and bathing rooms,
kitchen, living and dining areas and any exterior spaces,
including patios, terraces and balconies.
Exception: Recreational facilities in accordance with Sec-
tion 1109.14.
1107.4 Accessible route. At least one accessible route shall
connect accessible building or facility entrances with the pri-
mary entrance of each Accessible unit, Type A unit and Type B

I am in receipt of the set of plans for the above -referenced ,proposal from your office, have reviewed the
proposal with the International Fire Code [I.F.C.], 2006 Edition, and Washington State Amendments.
The following constitutes this plan examiner's findings and determinations based upon the plans of record
submitted with a plan date of 07 February 2008.
Findings & Determinations:
1. The proposal was reviewed as a one-story occupancy with a minimum total of 2,040 square feet of
fire area proposing a Group B occupancy with Type V -B construction classification; and,

2. Addressing for the ro osal shall be consistent with

5. Access to building openings is found to be designed consistent with the I.F.C. Section 504 which
requires an approved access walkway leading from fire apparatus access road(s) to exterior openings that
are required by the Fire Code or Building Code, and;
6. An automatic fire suppression system (sprinklers) is not required under I.F.C. Section 903, and;
7. An automatic fire detection alarm system is not required for this occupancy under IFC Section
907.2.2 of said Code, and;
8. Fire extinguisher sizing and placement shall meet or exceed IFC Section 906 and NFPA Standard 10,
which normally requires a 2,A: I0-B:C minimum rated fire extinguisher at the public exit(s) and;
9. Fire flow and fire hydrant provisions are met by the existing fire hydrant at the corner of Kearney and
Clay Sts. for proximity and flow.
Any other applicable or relevant sections of said Code not covered herein shall nonetheless apply to this
proposal.

It is the recommendation of this consulting fire code official that the proposal be approved subject to the
aforesaid requirements of the International Fire Code.

Per PTMC:

The applicant shall submit a plan of proposed parking facilities at the time of the application for the building or use

1104.3.2 Press boxes. Press boxes in assembly areas shall
be on an accessible route.
Exceptions:
1. An accessible route shall not be required to press
boxes in bleachers that have points of entry at only
one level, provided that the aggregate area of all
press boxes is 500 square feet (46 mz) maximum.
2. An accessible route shall not be required to
free-standing press boxes that are elevated above
grade 12 feet (3660 mm) minimum provided that
the aggregate area of all press boxes is 500 square
feet (46 in') maximum.
1104.4 Multilevel buildings and facilities. At least one acces-
sible route shall connect each accessible level, including mez-
zanines, in multilevel buildings and facilities.
Exceptions:
1. An accessible route is not required to stories and
mezzanines above and below accessible levels that
have an aggregate area of not more than 3,000
square feet (278.7 in). This exception shall not
apply to:
1.1. Multiple tenant facilities of Group M occu-
pancies containing five or more tenant
spaces;
1.2. Levels containing offices of health care

ACCESSIBILITY
1104.6 Security barriers. Security barriers including, but not
limited to, security bollards and security check points shall not
obstruct a required accessible route or accessible means of
egress.
Exception: Where security barriers incorporate elements
that cannot comply with these requirements, such as certain
metal detectors, fluoroscopes or other similar devices, the
accessible route shall be permitted to be provided adjacent

PARKING AND PASSENGER LOADING FACILITIES
1106.1 Required. Where parking is provided, accessible park-
ing spaces shall be provided in compliance with Table 1106. 1,
except as required by Sections 1106.2 through 1106.4. Where
more than one parking facility is provided on a site, the number
of parking spaces required to be accessible shall be calculated
separately for each parking facility.
Exception: This section does not apply to parking spaces
used exclusively for buses, trucks, other delivery vehicles,
law enforcement vehicles or vehicular impound and motor

1106.2 Groups R-2 and R-3. Two percent, but not less than
one, of each type of parking space provided for occupancies in
Groups R-2 and R-3, which are required to have Accessible,
Type A or Type B dwelling or sleeping units, shall be accessi-
ble. Where parking is provided within or beneath a building,
accessible parking spaces shall also be provided within or
beneath the building.
1106.3 Hospital outpatient facilities. Ten percent of patient
and visitor parking spaces provided to serve hospital outpatient
facilities shall be accessible.
1106.4 Rehabilitation facilities and outpatient physical
therapy facilities. Twenty percent, but not less than one, of the
portion of patient and visitor parking spaces serving rehabilita-
tion facilities and outpatient physical therapy facilities shall be
accessible.
1106.5 Van spaces. For every six or fraction of six accessible
arking spaces, at least one shall be a van -accessible parking
space.
1106.6 Location. Accessible parking spaces shall be located
on the shortest accessible route of travel from adjacent parking
to an accessible building entrance. In parking facilities that do
not serve a particular building, accessible parking spaces shall
be located on the shortest route to an accessible pedestrian
entrance to the parking facility. Where buildings have multiple
accessible entrances with adjacent parking, accessible parking
spaces shall be dispersed and located near the accessible
entrances.
Exceptions:
1. In multilevel parking structures, van -accessible park-
ing spaces are permitted on one level.
2. Accessible parking spaces shall be permitted to be
located in different parking facilities if substantially
equivalent or greater accessibility is provided in
terms of distance from an accessible entrance or
entrances, parking fee and user convenience.
1106.7 Passenger loading zones. Passenger loading zones
shall be designed and constructed in accordance with ICC
A117.1.
1106.7.1 Continuous loading zones. Where passenger
loading zones are provided, one passenger loading zone in
every continuous 100 linear feet (30.4 m) maximum of load-
ing zone space shall be accessible.
1106.7.2 Medical facilities. A passenger loading zone shall
be provided at an accessible entrance to licensed medical
and long-term care facilities where people receive physical
or medical treatment or care and where the period of stay
exceeds 24 hours.
1106.7.3 Valet parking. A passenger loading zone shall be
provided at valet parking services.
SECTION 1107
DWELLING UNITS AND SLEEPING UNITS
1107.1 General. In addition to the other requirements of this
chapter, occupancies having dwelling units or sleeping units
shall be provided with accessible features in accordance with
this section.
1107.2 Design. Dwelling units and sleeping units that are
required to be Accessible units, Type A units and Type B units
shall comply with the applicable portions of Chapter 10 of ICC
A117.1. Units required to be Type A units are permitted to be
designed and constructed as Accessible units. Units required to
be Type B units are permitted to be designed and constructed as
Accessible units or as Type A units.
1107.3 Accessible spaces. Rooms and spaces available to the
general public or available for use by residents and serving
Accessible units, Type A units or Type B units shall be accessi-
ble. Accessible spaces shall include toilet and bathing rooms,
kitchen, living and dining areas and any exterior spaces,
including patios, terraces and balconies.
Exception: Recreational facilities in accordance with Sec-
tion 1109.14.
1107.4 Accessible route. At least one accessible route shall
connect accessible building or facility entrances with the pri-
mary entrance of each Accessible unit, Type A unit and Type B

reuse and renovation within the city's historic
overlay district, as defined in PTMC
17.30.040;
C. To reduce the creation of new impervi-
ous surfaces through lower required parking
ratios, establishment of maximum parking
limits and shared parking facilities;
D. To reduce traffic congestion and haz-
ards;
E. To provide accessible, attractive, well-
maintained and screened off-street parking
facilities;
F. To provide aesthetically pleasing park-
ing facilities in proportion to individual land
use needs; and
G. To assure the maneuverability of emer-
gency vehicles. (Ord. 2893 § 2, 2005; Ord.
2571 § 2, 1997).
17.72.020 Applicability and exemptions.
A. Applicability. Unless specifically
exempted under subsections B or C of this sec-
tion, every land use shall provide parking and
loading areas in accordance with the following
regulations whenever:
1. Any structure is constructed, erected,
relocated or expanded; or
2. Any use is established, changed or
relocated.
B. Exemption — National Register Historic
Overlay District. All new construction and all
land uses established, changed or relocated
within the nonresidential zoning districts of
the historic overlay district, as defined by
PTMC 17.30.040, shall be exempt from off-
street parking and loading requirements; pro-
vided, that the owner of the property underly-
ing such construction or uses has first signed a
no protest agreement with the city, in a form
approved by the city attorney, concerning the
formation of a parking and business improve-
ments district (PBID) for the purpose of fund-
ing municipal parking facilities, pursuant to
Chapter 35.87A RCW; and further provided,
that all such construction and uses shall be sub-
ject to the maximum permissible parking
space and bicycle parking requirements set
forth in Table 17.72.080; and provided further,
if parking facilities are provided, they must
meet the requirements established pursuant to
17.72.030
PTMC 17.72.150 through 17.72.190 regarding
parking plan requirements, minimum dimen-
sions, landscaping, and maintenance.
C. Exemption — Upper Floors of Commer-
cial and Mixed Use Buildings. All new con-
struction and all land uses established,
changed or relocated on floors above the
ground floor within the C -I, C-11, C-II(H), C-
I/MU and C-11/MU zoning districts shall be
exempt from off-street parking and loading
requirements; provided, that all such construc-
tion and uses shall be subject to the bicycle
parking requirements set forth in Table
17.72.080; and provided further, if parking
facilities are provided, they must meet the
requirements established pursuant to PTMC
17.72.150 through 17.72.190 regarding park-
ing plan requirements, minimum dimensions,
landscaping, and maintenance. (Ord. 2893 § 2,
2005; Ord. 2840 § 2(Exh. E), 2003; Ord. 2571
§ 2, 1997).
17.72.030 Off-street parking and loading
requirements.
A. Where current or anticipated parking
congestion warrants, requirements in addition
to those provided in this title may be imposed
by the decision -maker pursuant to a condition-
al use permit (Chapter 17.84 PTMC) or deter-
mination pursuant to PTMC Title 19.
B. Parking and loading requirements shall
be developed to the plans and specifications
provided and approved pursuant to PTMC
17.72.150.
C. The provision of off-street parking and
loading in the manner and extent required in
this chapter shall be a continuing obligation of
the owner of a given building or use as long as
the use is in existence. Off-street parking facil-
ities for one use shall not be considered as pro-
viding parking facilities for any other use;
except as may be provided in PTMC
17.72.140, Joint use.
D. Except as otherwise provided herein, re-
quired parking areas shall be used for motor ve-
hicle parking only, with no sales, storage,
repair work or dismantling of any kind. Re-
moval, discontinuance or reduction of such re-
quired parking and loading facilities from
practical use by obstruction, erection of build -

ing, or other actions which reduce the parking
or loading capacity or usefulness thereof is pro-
hibited unless replacement facilities are estab-
lished which meet the requirements of this
chapter; provided, however, that up to 10 per-
cent of required parking areas which have at
least 10 parking spaces may be used for solid
waste recycling facilities. (Ord. 2893 § 2,
2005; Ord. 2571 § 2, 1997).
17.72.040 Existing off-street parking
facilities.
Unless otherwise provided by the decision -
maker pursuant to a conditional use permit
(Chapter 17.84 PTMC) or determination pur-
suant to PTMC Title 19, existing off-street
parking facilities which serve existing uses
which were established prior to August 17,
1971, shall be considered optional off-street
parking, and may be removed or eliminated at
the discretion of the owner without notice,
penalty or obligation. (Ord. 2893 § 2, 2005;
Ord. 2571 § 2, 1997).
17.72.050 Expansion.
Whenever any building is expanded in floor
area, or whenever an outdoor use is expanded
in activity area, off-street parking shall be pro-
vided for the uses to be established in such
expansion in accordance with the requirements
of this chapter. (Ord. 2893 § 2, 2005; Ord. 2571
§ 2, 1997).
17.72.060 Change of use.
A. Whenever use of an existing building or
portion is changed to a different use, off-street
parking shall be provided in accordance with
the provisions of this chapter; provided, how-
ever, that such requirement shall be reduced by
the number of spaces required for the pre-ex-
isting use as if such pre-existing use had been
established pursuant to this chapter. For exam-
ple, if a 2,000 -square -foot apparel and acces-
sory store was to be replaced by a restaurant
with four employees and seating for 24 patrons,
the parking requirement would be computed as
follows:

B. The reduction provided in subsection A
of this section applies whether or not the pre-
existing use was established pursuant to this
chapter.
C. In the event the building in which the
new use is to be established is served by exist-
ing off-street parking facilities, the required
parking for the new use shall be reduced by the
number of existing off-street parking spaces
which exceeds the required parking for the
existing uses in the building.
D. For the purposes of this section, any use
or portion thereof that has been discontinued
for a period of three years or more shall not be
considered a pre-existing use. (Ord. 2893 § 2,
2005; Ord. 2571 § 2, 1997).
17.72.070 Mixed occupancies.
In the case of two or more uses in the same
building, the total off-street parking require-
ments for the various uses shall be the sum of
the requirements for the principal uses com-
puted separately. (Ord. 2893 § 2, 2005; Ord.
2571 § 2, 1997).
17.72.080 Table of vehicular and bicycle
parking standards.
Unless otherwise provided in this title, the
required number of off-street parking spaces
shall be in conformance with Table 17.72.080.
For purposes of this chapter, gross floor area
shall not include elevator shafts, stairwells or
mechanical equipment rooms. Where alterna-
tive requirements result in conflicting compu-
tations, the greater shall apply.

17.72.090 Fractional spaces.

one-half shall be disregarded, and fractions of
one-half or greater shall require one parking

17.72.100 Uses not specified.
In the case of a use not specifically men-
tioned in this chapter, the requirements for off-
street parking facilities shall be determined by
the decision -maker based on similar uses for
which requirements are specified. (Ord. 2893
§ 2, 2005; Ord. 2571 § 2, 1997).
17.72.110 Location.
Off-street parking facilities shall be located
as hereinafter specified; where a distance is
specified, such distance shall be the walking
distance measured along the shortest safe
pedestrian way from the nearest point of the
parking facility to the nearest entrance to the
building which the facility is required to serve:
A. For single-family dwellings: not more
than 200 feet;
B. For multifamily dwellings, boarding-
houses, congregate care facilities, and tourist
homes: not more than 100 feet;
C. For restaurants, retail commercial estab-
lishments, hospitals, sanitariums, convalescent
homes: not more than 200 feet;
D. For bed and breakfast inns: not more
than 200 feet; and
E. For uses other than those specified
above: not more than 500 feet. (Ord. 2893 § 2,
2005; Ord. 2571 § 2, 1997).
17.72.120 On -street parking spaces.
A. If the proposed parking area plan sub-
mitted pursuant to PTMC 17.72.170 would
require elimination of one or more existing on -
street parking spaces within the C -III zoning
district, the parking requirements prescribed in
PTMC 17.72.080 are increased by two off-
street spaces for each on -street space to be
eliminated; provided, that the building official
may waive all or part of any such increase
upon a showing to his/her satisfaction that one
or more of the spaces to be eliminated had

been created by permission of the applicant
within the six years preceding the proposed
building, use or expansion.
B. If, however, such parking area plan
would restore one or more existing on -street
parking spaces within the C -III zoning district
by reducing existing curb cuts or other con-
flicts, the off-street parking requirements pre-
scribed in PTMC 17.72.080 are reduced by
two off-street parking spaces for each on -street
parking space restored by said plan.
C. The required number of off-street park-
ing spaces provided for commercial, mixed
use, and multifamily residential properties out-
side the C -III historic conin ercial district that
are being developed, redeveloped, or
expanded shall be reduced by two spaces for
each on -street parking space provided adjacent
to a site. The design, placement, and proposed
construction standard of on -street parking
spaces will be reviewed and approved by the
public works director. Due to the high level of
traffic, on -street parking may not. be possible
along Sims Way or other streets as determined
by public works.
D. On -street parking spaces may be used to
meet ADA (Americans with Disabilities Act)
parking requirements if such a location meets
ADA design standards and would better serve
the public than off-street ADA parking. (Ord.
2920 § 8, 2005; Ord. 2893 § 2, 2005; Ord.
2840 § 2(Exh. E), 2003; Ord. 2571 § 2, 1997).
17.72.130 Residential transient
accommodations — Parking
requirements.
A bed and breakfast inn or a tourist home
shall provide parking consistent with the
requirements of Table 17.72.080; provided,
that for a bed and breakfast inn in an historic
structure as defined under Chapter 17.08
PTMC, the required number of off-street park-
ing spaces shall be reduced by the number of
on -street parking spaces which are located on
that portion of the public street right-of-way
which is abutting the front and side lot lines of
the property. In such instances, one on -street
parking space shall be counted for each contin-
uous 20 feet of abutting street frontage, less the
20 closest to each street intersection and any

frontage which may not be safely used for on -
street parking due to the presence of drive-
ways, hydrants or other conflicting uses. (Ord.
2893 § 2, 2005; Ord. 2571 § 2, 1997).
17.72.140 Joint use.
A. The decision -maker may authorize joint
use of parking facilities required by this chap-
ter through a joint use agreement between a use
which requires parking primarily during the
day (hereinafter, "daytime uses") and a use
which requires parking primarily during the
night (hereinafter, "nighttime uses"). Daytime
uses are such establishments as banks, offices,
retail and personal service shops, clothing, fur-
niture, manufacturing, or wholesale and related
uses. Nighttime uses include theaters, auditori-
ums, bowling alleys, bars, restaurants, lodg-
ings and related uses.
B. The portion of parking facilities serving
retail stores selling groceries and related items
may not be used for joint use parking.
C. No more than one joint use parking
agreement may be applied to each portion of
any parking facility.
D. The applicant shall show that there is no
substantial conflict between the principal oper-
ating hours of the building or uses for which
joint use of off-street parking facilities is pro-
posed.
E. The applicant shall present a binding le-
gal agreement, executed by the parties holding
an ownership interest in the properties subject
to the proposed joint use parking agreement.
The agreement shall be irrevocable for the term
of the proposed joint use parking and shall pro-
vide, that in the event that the joint use parking
becomes unavailable, replacement off-street
parking shall be provided or the use shall be
discontinued. Such instrument, after approval
as to form and manner of execution by the city
attorney, shall be approved by the decision -
maker, recorded with the county auditor, and
filed with the building official. (Ord. 2893 § 2,
2005; Ord. 2571 § 2, 1997).
17.72.150 Parking facilities — Plan required
— Contents.
The applicant shall submit a plan of pro-
posed parking facilities at the time of the appli-
cation for the building or use that the parking
facilities will serve. The plan shall include the
following:

approved in accordance with Article IV of
PTMC Title 13;
r/ D. Ownership of entire lot or parcel to be
developed;
E. Existing and proposed land contours;
F. Existing trees which have a trunk diame-
ter of six inches or greater measured for beet
above grade;

structures;
H. Completely dimensioned parking lay-
outs, clearly showing all parking stalls, direc-
tional arrows or signs, lull rails, curbs, and
other developments;
I. All traffic control devices such as parking
stripes designating car stalls, directional
arrows or signs, bull rails, curbs, and other
developments;
J. Parking stalls, aisles and driveways shall
be clearly marked as follows:
1. Hard -surfaced parking areas shall use
white paint or equivalent material to delineate
stalls and directional arrows; and each stall
developed to compact car dimensions shall be
clearly labeled "COMPACT" on the parking
surface;
2. Gravel or unsurfaced parking areas
shall use wood or concrete bull rails or wheel
stops to delineate stalls, with posted signs to
direct traffic; and each stall developed to com-
pact car dimensions shall be clearly labeled
"COMPACT" on the bull rails or wheel stops
of each stall;
K. Where pedestrian walkways are delin-
eated, they shall be separated from vehicular
traffic by curbs or shall be raised at least six
inches above the lot surface;
L. All driveways and off-street parking
areas which have four or more parking spaces
and which exit onto a hard -surfaced public
street shall be surfaced with a minimum of two
inches of asphaltic concrete for a driving dis-
tance of at least 40 feet from such street;

M. Landscaping shall be shown pursuant to
PTMC 17.72.170;
N. Lighting of areas provided for off-street
parking shall be designed and arranged to pre-
vent a nuisance or hazard to passing traffic,
and where a parking facility shares a common
boundary with any residentially zoned prop-
erty, the lighting devices shall be shaped and
directed to shield the light from such neighbor-
ing property. (Ord. 2893 § 2, 2005; Ord. 2571

17.72.160 Parking facilities —Design
requirements.
A. Preliminary parking plans which do not
show each parking space, access aisle and
driveway pursuant to PTMC 17.72.150, or
areas reserved for future parking on a gross
area basis, shall allow 300 square feet per vehi-
cle.
B. Standard Sized Parking Spaces.
1. Standard sized parking spaces placed
parallel to the access driveway or aisle shall be
a minimum of nine feet wide and 23 feet long.
Driveways or aisles serving standard sized
parallel spaces shall be a minimum of 20 feet
wide for two-way traffic or 12 feet wide for
one-way traffic;
2. Standard sized parking spaces placed
at an angle to the access driveway or aisle shall
conform to the minimum dimensional require-
ments for standard sized cars set forth in Table
17.72.160.

C. Compact Sized Parking Spaces.
1. When more than 10 parking spaces
are required for a particular use, one-half of the
parking spaces may be designated as "com-
pact" spaces and be developed in conformance
with the minimum dimensional requirements
for compact sized cars set forth in Table
17.72.160-
2. Compact car sized parking placed
parallel to the access driveway or aisle shall be
a minimum of eight feet wide and 20 feet long.
Driveways or aisles exclusively serving com-
pact sized parallel parking spaces shall be a
minimum of 20 feet wide for two-way traffic
or 11 feet wide for one-way traffic.
3. Compact sized parking spaces placed
at an angle to the access driveway or aisle shall
conform to the minimum dimensional require-
ments of compact sized cars set forth in Table
17.72.160.
4. Every compact sized parking space
developed pursuant to this chapter shall be
clearly identified as such by painting the word
"COMPACT" in upper case, block letters on
the pavement within the space or, in the case of
unpaved parking stalls, on the bull rails or
wheel stops of each such stall.
D. Tandem parking spaces (allows forward
car to be blocked by second car parked imme-
diately behind) are permitted as follows:
1. One per single-family dwelling;
2. One per each four multifamily dwell-
ing units;
3. Otherwise, one per each four employ-
ees.
E. The minimum number and dimensions
of parking spaces for disabled persons shall be
provided pursuant to applicable state laws and
regulations.
F. No single curb cut shall be wider than 25
feet. For parking lots with fewer than 10 park-
ing spaces, a single curb cut which is no wider
than 12 feet is allowed. Parking lots with sep-
arate points of ingress and egress shall have
curb cuts of maximum width of 12 feet sepa-
rated by a distance of at least 20 feet.

17.72.170 Parking facilities - Landscaping.
A. Purpose. The purpose of this section is
to achieve the following:
1. Provide an opportunity for preserva-
tion and development of a pleasing visual envi-
ronment in the multifamily residential, mixed
use, commercial, marine -related and manufac-
turing districts of the city from the viewpoint of
residents and visitors.

2. Preserve land values of properties sur-
rounding off-street parking facilities.
3. Avoid and reduce visual blight which
may be created by large expanses of barren
asphalt which often make up parking lots.
4. Provide for the health, safety, and gen-
eral welfare of the citizens by minimizing dis-
cordant and unsightly surroundings, assuring
vehicular visibility at intersections, andprovid-
ing for the beauty and balance of the city, as are
the proper and necessary concerns of the city
council.
B. Applicability. This section applies to all
surface, off-street parking lots in the city of
Port Townsend, excluding those that are acces-
sory to single-family dwellings.
C. Performance Standards. The applicant
shall submit a parking landscaping plan as
required by PTMC 17.72.150 in accordance
with the following standards:
1. Provide visual relief and shade in
parking areas;
2. Provide visual separation and screen-
ing of parking areas from public streets, pedes-
trian areas and surrounding uses;
3. Preserve and protect existing signifi-
cant trees;
4. Plant species that:
a. Fulfill the screening, shading and
appearance purposes of the landscaping in all
seasons;
b. Provide a desirable diversity of
species;
c. Will be comparable in scale to sur-
rounding existing and anticipated uses when
plants reach maturity;
d. Are native to the regional environ-
ment or readily adaptable to local conditions;
e. Will not create particularly bur-
densome maintenance or damage problems
such as large leaf debris, dripping sap, or pave-
ment damage;
f. Will not require regular irrigation
under normal local weather conditions after
five years of growth;
5. Planting methods that follow accepted
nursery standards and practices suited to the
particular conditions of the site;
6. Provide for protection of trees from
vehicular damage;

7. Provide a watering system to provide
for adequate watering of the newly installed
trees at the time of planting and through the dry
periods (typically May through September) for
a minimum of three years;
8. Planting areas shall be sized appropri-
ately to allow proper plant growth and to pro-
tect shrubs and trees from vehicles.
a. Planting areas containipg trees
shall have a minimum width and depth of eight
feet;
b. Other required planting areas shall
have a minimum width and depth of five feet;
c. Soils in planting areas shall be free
of compaction to a minimum depth of two feet
and shall be free of debris such as broken con-
crete, asphalt, and construction waste. Soils
will be amended as necessary with compost
and/or nutrients to support healthy plant
growth;
9. Preserve necessary sight triangles at
intersections so vegetation will not create a
vehicular sight hazard.
D. Minimum Standards. Except for parking
in the historic overlay district, as defined in
PTMC 17.30.040, each parking lot landscap-
ing plan shall provide for the following mini-
mum landscaping installations:
1. Perimeter landscaping adjacent to
public rights-of-way: Off-street parking lots
which will not be entirely screened visually by
an intervening building or structure from any
abutting public right-of-way, excluding dedi-
cated alleys, shall provide landscaping between
the parking lot and such right-of-way in accor-
dance with the following minimum require-
ments:

h. All property other than the
required landscaped strip lying between the
right-of-way and off-street parking area shall
be landscaped with landscape bark, grass or
other ground cover.
2. Perimeter landscaping abutting other
properties: Off-street parking lots which will
not be entirely screened visually by an inter-
vening building or structure from abutting
property shall provide landscaping between the
parking lot and such abutting property in accor-
dance with the following minimum require-
ments:
a. Where parking lots abut residen-
tially zoned property, a wall, hedge, or other
durable landscape barrier not less than five feet
in height shall be placed to form a continuous
visual screen between the parking lot and such
abutting property. One of the following meth-
ods shall be used to provide such barrier:
i. Suitable hedge -type shrubs
sized and planted to provide a solid screen to a
height of five feet within three years of plant-
ing.
ii. Solid wood or shingle fencing a
minimum five feet in height with shrubs
planted 1n front a minimum of 10 feet on center
to grow to at least five feet within five years of
planting.
If such barrier consists all or in part of
plant materials, such plant material shall be
planted in a planting strip of not less than five
feet in width. Where such parking lot abuts an
existing hedge, wall or other durable landscap-
ing barrier on abutting property, such barrier

may be used to satisfy the requirements of this
subsection; provided, that such existing barrier
substantially meets the standards of this sec-
tion and protection against vehicular encroach-
ment is provided for hedges.
b. One tree shall be placed for each
50 lineal feet of such landscape barrier or frac-
tion thereof, otherwise planted to the standards
set forth for perimeter landscaping in subsec-
tion (13)(1) of this section.
c. Where such parking lot abuts a
dedicated alley, no landscaping shall be
required.
3. Parking lot interior lands aping: Each
parking area whictiNkas 20 orre parking
spaces shall provide iih- io landscaping in
accordance with the foflo grmnimum stan-
dards:
a. At least 10f percent of each such
parking area shall be used for interior land-
scaping.
b. No parking space shall be greater
than 75 lineal feet from a landscaped area.
c. Each landscaping area shall con-
tain at least one tree which measures a mini-
mum three -quarter -inch in diameter at six
inches above ground level at time of planting.

E. Preservation c Trees.
1. The applic art shall retail all signifiAIM
-
cant trees within the required perimeter land-
scaping strip, excluding those which will
constitute a safety hazard. Within the interior of
parking areas, at least 15 percent of healthy
trees over 25 feet in height shall be preserved.
2. Up to 10 percent of the required park-
ing spaces may be eliminated at the rate of one
parking space for each additional significant
tree preserved, provided such trees do not con-
stitute a safety hazard.
3. For the purposes of this subsection,
any healthy tree which has a trunk diameter of
six inches or larger shall be considered a sig-
nificant tree.
F. Alternate parking lot landscaping plans
may be approved by the planning DSD direc-
tor upon a showing to his/her satisfaction that:
1. Due to the physical characteristics of
the site or those of abutting properties, strict

adherence to the minimum standards set forth
in subsection D of this section would be unsafe
or unnecessary to achieve the purposes of this
title or unreasonably burdensome upon the
applicant; and
2. The alternative plan proposed would
satisfy the performance standards set forth in

17.72.180�1 bicycle parking facilities -

A. Bicycle parking facilities shall be sta-
tionary racks that support the bicycle with at
least one point to which the user can lock the
bicycle and both wheels and frame (with the
removal of the front wheel) with a high secu-
rity U-shaped lock or cable lock.
1. Where practicable, bicycle facilities
should be grouped into four parking stalls for
ease of visibility to the public. Bicycle facilities
should be shared among adjoining establish-
ments.
2. Location.
a. Bicycle facilities should be located
no further from a public entrance than the near-
est nonhandicapped parking stall.
b. For uses exempt from the off-street
vehicular parking requirements of this title,
bicycle facilities should be placed as near to
the public entrance as possible without
obstructing pedestrian movement.
B. Bicycle parking spaces should be two
feet by six feet with, no less than a seven -foot
overhead and a five-foot maneuvering aisle
behind each row of bicycle parking.
C. Bicycle parking areas should be sepa-
rated from a motor vehicle parking area by a
barrier, post or bollard, or by at least five feet
of open space behind the maneuvering area.
D. If public bicycle parking is not clearly
visible from the main entrance, then direc-
tional signs should be provided. (Ord. 2893 §

17.72.190 Parking facilities — Maintenance.
A. It shall be the responsibility of the prop-
erty owner to maintain all off-street parking,
pedestrian and landscaping facilities on his/her
property and any abutting public sidewalks
and landscaping areas. Such maintenance shall
include removal and replacement of dead and
dying trees, grass and shrubs; removal of trash
and weeds; and within the off-street parking
facilities, repair of traffic control devices,
signs, light standards, fences, walls, surfacing
material, curbs and railings.
B. Cutting and pruning of trees in any pub-
lic rights-of-way shall be conducted in accor-
dance with the provisions of PTMC Title 12.
