Subject: RE: BLD08-258 Jefferson Fair Concession Stand
While this is a new structure, it is also a complete demo of an existing one (with the replacement
structure planned immediately). So, under Council's Ordinance 2969 it needs HPC review to ensure a
historic structure isn't being lost. I don't foresee any type of problem with it (I'm reasonably familiar
with the structure), but still need to apply. The good thing is that since it's outside the Historic District,
the review is administrative using the HPC chair and DSD Director (or staff). . Turnaround time is 2-4
days.
If you want me to contact the Fairground rep on this, I'd be happy to. Let me know who it is and a
phone #. I'll get them the application form & explain why this is required. Once we have the
application, I'll arrange to do a site visit (for pictures, etc.) with the HPC chair. Turnaround time is
probably 2-4 days after we get the application.
Thanks

PLAN REVIEW MEMORANDUM
To: Scottie Foster, City of Port Townsend Development Services Department
Fr: Thomas L. Aumock, Consulting Fire Code Inspector, East Jefferson Fire & l esc7;z W14
Dt: 05 January 2009
Re: BLD08-258: Jefferson County Fair Concession Stand
Cc: None
I am in receipt of the set of plans for the above -referenced proposal from your office, and I have reviewed
the proposal with the International Fire Code [I.F.C.], 2006 Edition and Washington State Amendments,
and applicable N.F,P.A. code sections.
The following constitutes this plan examiner's findings and determinations based upon the plans of record
submitted.
It is understood that any future commercial kitchen hood sprinkler system detail plans and specifications
would be deferred submittals.
Finding, & Detenninations:
1. The proposal was reviewed as a two-story occupancy with a total of 968 square feet of fire area with
a Group B occupancy with a Type V-B construction classification[s]; and,
2. Formal addressing for the proposal is not required, however, the structure shall be integrated into any
existing building numbering system; and,
3. Key box access to or within the subject structure for emergency services delivery is an owner option.
The proponent may contact the administrative office of East Jefferson Fire & Rescue to obtain the proper
key -box application form for a lock box installation; and,
4. Existing road access provided for this proposal is found to be consistent with Section 503 and
Appendix D fire apparatus access road design standards; and,
5. Access to building openings is found to be designed consistent with the I.F.C. Section 504 which
requires an approved access walkway leading from fire apparatus access road(s) to exterior openings that
are required by the Fire Code or Building Code, and;
6. A building -wide automatic fire suppression system (sprinklers) is not required under I.F.C. Section
903.2.1.2, however, this proposal may contain a provision for commercial kitchen appliances. NFPA 96
and I.F.C. Section 610 requires that a fire department approved fire suppression system (i.e. sprinklers)

NFPA 96 and related specifications for wall, ceiling and duct protection,
b. Sprinkler protection shall also be provided for the enclosed plenum space within the hood above
the filters and exhaust ducts serving Type I hoods.
c. Plans (plan view, front elevation, section, with full dimensioning and labeling) shall be submitted
for the installation of commercial kitchen hoods and appliances, including wall/ceiling protection,
spacing, exhaust shaft construction, grease removal devices, ducting, and vent termination above
the roof, and;
d. The building official must approve said plans prior to installation, and inspect the installation for
conformance, including witnessing of the installer's testing of the protection system, and;
e. Whether commercial cooking will involve Type I or Type II cooking, exhaust hood[s] are
required, and shall be designed and installed to manufacturer's listing. Any non -listed hoods shall
be designed to the requirements of NFPA 96 and the International Mechanical Code, and;
7. An aupfpgtic fire detection alarm system is not required for this occupancy under IFC Section
907.2.1 of said; and,
8. Fire extinguisher sizing and placement shall meet or exceed IFC Section 906 and NFPA Standard 10,
which normally requires a 2-A:10-B:C minimum rated fire extinguisher at the exit(s) and a Class K fire
extinguisher would be required for any Type I commercial cooking installation; and,
9, Fire I'low and lWe hydl int. review for this proposal is met by existing; on-si]p fire hydrants wbji 4 4rp
are fouwld to be su111cicnt for firs, flow and proximity.
Any other applicable or relevant sections of said Code not covered herein shall nonetheless apply to this
proposal.

It is the recommendation of this consulting fire code inspector that the proposal be approved subject to the
aforesaid requirements of the International Fire Code.
