804.1 General. Accessible kitchens and kitchen-
ettes shall comply with Section 804.

complying with Section 305 shall be provided at
each kitchen appliance. Clear floor spaces are
permitted to overlap.

304.3.2 T-Shaped Space. The turning space

302.1 General. Floor surfaces shall be stable, firm,

302.2 Carpet. Carpet or carpet tile shall be securely
attached and shall have a firm cushion, pad, or
backing or no cushion or pad. Carpet or carpet tile
shall have a level loop, textured loop, level cut pile,
or level cut/uncut pile texture. The pile shall be 1/2
inch (13 mm) maximum in height. Exposed edges of
carpet shall be fastened to the floor and shall have
trim along the entire length of the exposed edge.

This letter is written in response to your letter to me dated March 25, 2008.
Thank you for your letter and summation behind the City's reasoning to not approve our
current plan to place the front door to our office on the south end of the building. PSE,
therefore, intends to resubmit and revise the current building permit set of plans currently on
file with your department. These revisions will clearly indicate that the existing entry at 181
Quincy Street will be our primary entrance for both employees and customers and one that
will be shared with the condominium owners. We will also delete the ramp, stairs and door
from this entrance as well.
I would like to proceed with our interior work based on a limited scope and partial approval
as you suggested. Other changes will include alterations to our original exterior sign design
and a relocation of our drop box for customer payments. We will revise these as well for
approval under the sign permit noted above if that is necessary. We will work with the
building owner and others to integrate or separately provide appropriate exterior signage.

I'm writing to inform you of the City's position regarding PSE's planned tenant improvements at
the Waterman & Katz Building. As currently proposed, the City is unable to approve the
southern fagade access and associated improvements as shown in both the above applications.
The reasons for this are two fold
First, in addition to the building and Historic Preservation Committee (HPC) permits, installation
of the planned improvements would require review and approval under the City's Shoreline
Master Program (SMP). All development within 200 feet of shoreline jurisdiction requires SMP
approval in one form or another. The proposed southern fagade improvements were not included
in the original shoreline approval done for conversion of Waterman & Katz to a mixed -use
condominium (City file # LUP05-097).
Second, the current scope would not likely receive city approval even if a shoreline permit were
applied for. This is due to ,largely to the type improvements that would be needed within the
public Waterwalk easement lying immediately south of Waterman & Katz. As you know, since
the first floor in the building is 14" — 17" above the surrounding ground outside, an ADA
accessible ramp would be required for any southern facing doors. When other accessible
entrances are available, the City's Shoreline Master Program and the Non -Motorized
Transportation Plan (NMTP) would not look favorably upon Such encroachments into the
Waterwalk. As you know, the existing Quincy Street entrance to the building is available for
your proposed use as well as other commercial portions of the building.
If you are willing to consider revisions to the submitted building permit (and where necessary the
HPC application) that indicate the Quincy Street entrance will be used, partial approval of the
current building permit could be granted for those internal areas that would not change regardless
of the entrance used. This would allow you to proceed with a limited scope of work while the
revision was prepared, process and issued by our department. If you would like to proceed in
