SUBJECT: BLD08-166 — Covered Work Area, Parking and Signage for Dos Okies
Dear Mr. Dennison:
Our department has reviewed the building plans and has the following comments regarding fire
and planning issues:
Fire: Consulting Fire Code Official Tom Aumock has the following questions:
1) How do you propose dealing with the chimneys that come from the existing stove?
2) Are you still considering constructing the addition using metal instead of wood?
Planning:
1) Regarding ADA parking, please re-sign the ADA space as the former upright sign is
missing. The firewood stacked on the striped path of travel needs to be removed.
2) Regarding signage, your single -pole sign on Washington Street was not included in the
2006 sign permit file. SNP06-008 permitted a 24" by 26" wall sign and a 2' by
4'projecting sign for a total of 20 square feet of sign area. Each business in the C-II zone
is allowed one monument or double -pole sign up to 24 square feet in sign area; single -
pole signs are no longer allowed. Sign area includes both sides. Signs must be located
on private property, not in the City right-of-way. The aerial photo of the property
(enclosed) indicates the pole sign is located in the City right-of-way. Another sign permit
would be required (enclosed) to replace the existing sign with a monument or double -
pole sign. Regarding your sandwich board sign on Sims Way, sandwich board signs are
currently not allowed outside of the Historic District. City Council is currently reviewing
proposed changes to the sign code, and proposals do not include a change in this policy.
A public hearing regarding the sign code will be scheduled in the next few months, with
enhanced sign code enforcement to follow.

I looked at their request to build a 240 sq. ft. addition for a covered work area on the west side of their building at
2310 Washington Street.
I wonder if at this time we should address a few other issues:
• They have placed outdoor seating in the right-of-way (plastic chairs under a tent -like structure) that
wasn't mentioned as part of their original building permit.
• With the outdoor seating they may need to increase their on -site parking. For BLD06-022 we said they
needed 4 spaces — one for every 2 employees and one for each 6 seats. They said they have up to 3
employees and seating inside for 10, and showed 4 on the plans. I don't know how many seats they
have inside and if we would include the outdoor spaces.
• Their sign permit SNP06-008 just included a wall and projecting sign, but not the monument sign
(located in the right-of-way; should be on private property) and not the sandwich board sign on Sims (not
allowed).
• The submitted site plan doesn't show distances to property lines, but to the right-of-way itself. Per the
aerial they may be about 10 feet from the front property line. The site plan they submitted for the 2006
building permit is also unclear about where property lines are located. There is no C-ll setback
requirement since it doesn't abut a residential area; setbacks would be OK with the addition. But the site
plan makes it look like they have a lot more private property in front than the aerial shows.

PLAN REVIEW MEMORANDUM

I am in receipt of the set of plans for the above -referenced proposal from your office, have reviewed the
proposal with the International Fire Code [I.F.C.], 2006 Edition and Washington State Amendments, and
applicable N.F.P.A. code sections.
The following constitutes this plan examiner's findings and determinations based upon the plans of record
submitted.
Findings & Determinations:
1. The proposal was reviewed as a one-story outdoor canopy proposal to cover an outdoor wood -stove
barbeque with a Type V-B construction classification associated with the Dos Oakies Restaurant; and,
2. An automatic fire suppression system (sprinklers) is not under I.F.C. Section 903.2.1.2, as the sum of
the occupancy fire area is less than 5,000 square feet, and has an occupancy load of less than 300 persons,
and;
3. An automatic fire detection alarm system is not required for this occupancy under IFC Section
907.2.1 of said Code as the occupancy load of less than 300 persons, and;
4. Fire extinguisher sizing and placement shall meet or exceed IFC Section 906 and NFPA Standard 10,
which normally requires a 2-A:10-B:C minimum -rated fire extinguisher near the operation outdoors, and;
5. Fire flow and fire hydrant review for this proposal is not required as there are existing fire hydrants in
the area, and the structure is smaller than the existing business, and;
6. The primary chimney assembly shall be a manufactured metal chimney that meets or exceeds UL 103
Standard and shall terminate above the roof line of the proposed structure consistent with Mfr's.
standards. The manufacturer's data sheets shall be provided to the City Inspector during inspection. The
chimney assembly may be 'insulated, or air-cooled, such as the Simpson Dura Vent "Dura Chimney II"
product, and;
7. The two secondary chimney Type B chimney vents shall meet manufacturer's installation standard,
including height termination above the proposed roof. The manufacturer's data sheets shall be provided to
the City Inspector during inspection.
Any other applicable or relevant sections of said Code not covered herein shall nonetheless apply to this
proposal.

Hi Suzanne!
Just an email reminder that I received the initial wood -framed proposal, and talked to Larry the owner on the site,
who said he is about to switch to a metal, Type II-B construction method.
He was advised that he would have to change his bldg. permit application, and include his method of venting the
wood -fired stove, and account for the two LPG Type B vents, in addition.
Until he responds to his final building type proposal, and his venting proposal, this permit is to be remanded back
to the applicant for update, as an incomplete application.
Please file a copy of this email with the building permit application

I just noticed three copies in the building permit hl,LD08-166 which means we didn't send one to you for
review.
They are proposing a covered work area on the -west side of their building.
Attached are scanned copies of the two pages.

The permit has been here since July 18 so if you have a chance to do it soon it's much appreciated!
