I found the following items: 0 1 was impressed with the progress of the anchors into the brick walls on the second floor and the layout of the soon to be installed anchors on the first floor. 0 The anchors near the back corner that have the outside plates are especially good. They allow more of the wall to be held together. I also noted the added reinforcing wood member in the upper corners of the back of the building. This will be very important in holding the building together. 0 The two main frames are installed inside the building and the ceiling joist and central frame/beam have been exposed. Some of the splice bolts have not been installed in the central beam. The foundations look good and the connections of the frame to the foundation looked fine from above. I was not able to see all the connections but the ones I was able to see were fine. • A significant amount of the sheeting has been installed on the second floor. I found the nailing to be over driven so that wil! have to be re -done making sure the nail heads are flush with the OSB. • The anchors on the first floor require a spacer be installed over the studs to allow proper connection of the angle plate from the anchor to the stud. I expect at least a 2x2xl2" board to be glued and screwed with (3) 8dx3" screws to each stud to allow the two screws from the angle plate to fasten to the enhanced stud. It is important to accomplish this to assure lateral load stability of the brick wall. This should be inspected by the city or myself before the OSB goes on the downstairs walls. 0 With the exposure of the central beam/frame I suggest that you sheet one side of that wall with OSB as you are sheeting the ceiling. This will turn this into a girder which will eliminate the need for the steel beam designed originally to span to the front wall of the building. I look forward to further inspections where the city feels it is appropriate for me to come. The lateral sheeting the additional brick anchors may be inspected by the city if it works out. How do we go about accomplishing this? As I am doing this out of pocket I'd like the longest possible construction period allowed, just in case the world falls apart. Problem is my main floor tenants are out on the first and we need to begin in order to get them back in a timely manner. I'd like to have my permit issued with the understanding that there will be no second floor occupancy permit issued until the passageway agreement is recorded and returned to the city. How do we go about accomplishing this? As I am doing this out of pocket I'd like the longest possible construction period allowed, just in case the world falls apart. At this point, without looking at the file, we assume the agreement is intended to satisfy a City requirement pertaining to fire and safety issues. Leonard Yarberry is no longer with the City. Were you dealing with him only or anyone else at the City? To expedite, do you have anything in writing from the City on City requirements for this agreement. My preliminary comments — • There should be a recital that the egress, etc is per code requirement (assuming that is so), and that passageway agreement "cannot be released or modified without City written approval." • If the requirement to keep door unlocked is a code requirement —then we want that stated and that a failure to do so is a code violation. • Is unlocked "at all times" accurate? • If other notes on the map are city requirements (new signs, etc.), then that may need to be covered in the agreement. • The map of the passage way should designate the names of the 2 buildings, and have a north arrow, and street name. • The maker pen color markings of the passageway on the map are not (to my knowledge) in a form that is recordable. The owner can upgrade the systems, however, the upgrades need to be included in the permit applications. Don't forget to check into the IBC Chapter 11 Washington State Amendments for additions/changes to fire alarm systems. This project may not be subject to IBC Chapter 11 for the second floor occupancy. The fire alarm system "capability" subject comes from IFC Section 907.10.1.4 for Group R-2 and only applies to formal fire alarm systems, and does not apply to your client's project, unless there is an upgrade to a formal "system" as defined by Code: IFC Section 902 Definitions: "FIRE ALARM SYSTEM. A system or portion of a combination system consisting of components and circuits arranged to monitor and annunciate the status of fire alarm or supervisory signal - initiating devices and to initiate the appropriate response to those signals." IFC Section 907.10.1.4 Group_ R-2. "In Group R-2 occupancies required by Section 907 to have a fire alarm system, all dwelling units and sleeping units shall be provided with the capability to support visible alarm notification appliances in accordance with ICC Al 17.1."
