This report and included Drainage, Erosion and Sediment Contro an, a dresses
stormwater management issues for the project building site which will create a
multi -family dwelling (two new single-family residences) on an existing lot with an
auxiliary dwelling unit (ADU) currently under construction.
Existing Conditions
The Site:
— Consists of an 11,555 square foot lot on the south side of Hastings Avenue,
100' west of Discovery Road.
— Is Zoned R-II (SF) Medium density single-family with the following setbacks
from the property line:
o Front: 10' or 20'. for garages with vehicle access facing the street
right-of-way
o Side: 5' or 20' from the property line for garages with vehicle access
facing the street right-of-way
o Rear:10'
— Is bound on the:
o North by Hastings Avenue, a 26' wide, asphalt paved, public road
within a 100' right-of-way, and across Hastings Avenue by developed
single-family residential lots
o South and east by developed single-family residences
o West by an undeveloped 10,367 square foot lot at the southwest
corner of Hastings Avenue and Discovery Road
— Slopes 6% downhill to the west
— Has a 400 square foot, two story structure (ADU) under construction near the
southwest corner
— Is mowed natural grasses and vegetation with a 10' ± high by 15'± thick
hedge along the northerly property line
The USDA Soils Survey for Jefferson County indicates the soil type is San Juan
gravelly sandy loam (SaB: 0-8% slopes) with the following properties and
characteristics:
— hydrologic soil group of "A"
— permeability of 6.3 to 20 in/hr (rapid) to a depth of 60"

The owner has performed percolation tests on the site in accordance with the Port
Townsend Engineering Design Standards (EDS), Chapter 4, Section 5, d, i. The
first test was completed in August of 2006 at the rear end of the site and
established a percolation rate of 2 minutes/inch (30"/hr). Another test was
performed in November of 2007 near the center of the proposed driveway, 10' from
the property line, and established a rate of 12 minutes/inch (5"/hr).

Critical Areas:
There are no critical areas on this parcel or within 200 feet thereof.
Basis of Design:
This project is required to provide a drainage plan per the Port Townsend
Engineering Design Standards (EDS), Chapter 4, Section 3, a, vii. This project is a
High Impact Project per EDS 4, 3, c, i, (3).
The owner wishes to incorporate cisterns to contain rainwater for use in the
gardens at the rear of the homes. All roof stormwater shall be captured and
conveyed to the cisterns. Overflows from the cisterns will be discharged to
Stormwater Management Facilities (SWMF).
Stormwater management will be accomplished by constructing a SWMF designed
to address the stormwater generated by the new impervious surfaces during a 100-
yr, 24-hr event utilizing methods recommended by the 2005 Stormwater
Management Manual for Western Washington (Manual).
Because the site soil is highly permeable, this project will manage stormwater
utilizing infiltration for the design storm event resulting in no discharge offsite.
Water Quality Mitigation Measures
Collect and convey all roof stormwater in gutters, downspouts and roof leaders
directly to a rainwater cistern. Provide an overflow directly, to avoid potential
contaminates from driveways and parking areas, to the SWMF for infiltration.
Direct driveway and parking area surface stormwater to a catch basin designed to
separate oils utilizing an absorbent pad and capture silt and contaminates by
settling of particles in a trap. The owner shall inspect the catch basin prior to each
rainy season and properly dispose of accumulated materials on an annual basis.

A Stormwater Maintenance Manual has been prepared for this site to assist the
owner/maintainer of the site in keeping the stormwater system in proper operational
condition. This Manual shall be kept on site for reference purposes.
Ground cover shall be established on all disturbed surfaces as follows:
— Temporary seeding shall be annual rye or other approved "fast germinating"
ground cover
— Permanent seeding shall be with Kentucky Blue Grass, Tall Fescue,
Perennial Rye, or Chewing fescue. The application rate shall be 120 pounds
of seed per acre.
— Use mulch or other erosion control measures when soils are exposed for
more than one week during the dry season or two days during the rainy
season.
During construction and until final stabilization of disturbed areas is achieved, the
contractor shall be responsible for preventing the conveyance of soil, silt and dust
from the leaving the property. Methods to be used will depend on seasonal and site
conditions, but would include maintenance of disturbed areas with use of temporary
/ permanent ground cover and sprinkling for dust control.
The owner shall be required to inspect and maintain the entire stormwater system
on a yearly basis prior to each rainy season
Parking lots and driveways shall be swept regularly to collect dirt, waste, and
debris. Do not hose these areas down into the catch basin.
Grading activities shall be avoided prior and during heavy rainfall as specified in the
construction notes
Temporary filter fabric fence shall be used to protect critical areas and off -site
properties as needed.
All SWMF shall be located to maintain the following minimum separations:
1. 10' from all building foundations
2. 5' from all property lines
The Stormwater Management Facilities (infiltration trenches) for the roof runoff and
the driveway/parking runoff will be designed to have a sufficient volume to retain all
runoff resulting from a 100-yr 24-hr storm (Q1oo)•
The infiltration rate for each of the SWMF are established utilizing actual field
percolation test results for infiltration systems in accordance with the EDS.
Since this project will infiltrate the entire runoff from the 100-yr, 24-hr event, the
control of stormwater discharge rates per Volume I, 2.5.7 of the Manual do not
apply.

The contractor shall verify that the SWMF has the minimum designed volume.
Permit relocation and adjustment of the shape of the SWMF to account for existing
topography. Require the contractor to verify that the SWMF has the minimum
designed volume.

Infiltration Rate: The percolation test results performed by the owner are both
considered short-term rates and are adjusted with correction factors (Manual III,
3.3.6, table 3.7) as follows to provide long-term rates: 30"/hr/2 = 15"/hr; 5"/hr/4 =
1.25"/hr
Calculations were performed using HydroCADO by Applied Microcomputer

Conclusions
The calculations data that follows confirms:
A SWMF (rock filled infiltration trench 1 P), 15' long by 3' wide by 2' deep with a
minimum volume of 90 cubic feet is sufficient to capture and retain the design storm
runoff for all the projects roof surfaces (peak elev = 1.77').
A SWMF (rock filled infiltration trench 2P); 20' long by 3' wide by 3' deep with a
minimum volume of 180 cubic feet is sufficient to capture and retain the design
storm runoff for the entire driveway and parking area (peak elev = 2.52').
