HomeMy WebLinkAbout2017-07-07 LUP17-024 Salish Coast Elementary.NOH NOTICE OF PUBLIC HEARING Salish Coast Elementary School Conditional Use Permit and Parking Variance File No. LUP17-024 On Friday, July 7, 2017, beginning at or about 2:00 p.m., the Port Townsend Hearing Examiner will hold an open-record public hearing to consider the above referenced applications involving construction of a new elementary school. The public hearing will take place in the City Council Chambers, located at 540 Water Street, Port Townsend, WA. A copy of the application and all other related documents are available for review in the Public Inspection files maintained by the DSD Department rd located on the 3 floor, 250 Madison Street, Suite 301.All interested persons may . appear at the hearing and provide oral or written testimony Description: Construction of a 68,000-square foot replacement school to be known as Salish Coast Elementary that will serve grades Pre-Kindergarten to 5th. After construction of the new facility, the existing Grant Street Elementary School will be demolished. Other planned site improvements include hardscaped and natural surfaced play areas as well as a covered play shed. A landscaped outdoor learning courtyard will provide teaching and production gardens in support the District’s garden-to-table meal program. Frontage improvements will occur along Discovery Road, Grant Street and a th portion of 16 Street. Site circulation will be improved with separate bus and car drop off areas, increased on-street parking along Grant Street and a dedicated off-street parking lot for staff, as well as a dedicated bicycle path along Discovery Road. Schools are a permitted use in the underlying Public Infrastructure (P-I) zone; however, to convert the School District’s residentially zoned property at 1634 Grant Street into surface parking for school staff approval of a Conditional Use Permit (CUP) is required. In addition, a Variance approval is requested to allow for additional relief from the City’s on-site parking requirements. The CUP and Variance applications have been consolidated for concurrent processing as provided for by City code. The District also owns 20,000 square feet of land across from the school site, addressed at 1634 Grant Street, which is part of the overall replacement school project. All land associated with the project is located within the Eisenbeis Addition to the City of Port Townsend.
