RESOLUTION NO. 17-019
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON RELATED TO AFFORDABLE HOUSING AT THE CITY'S CHERRY
STREET PROPERTIES; AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE AN AGREEMENT WITH HOMEWARD BOUND D/B/A OLYMPIC
HOUSING TRUST, AND AUTHORIZING A LOAN
WHEREAS, the City of Port Townsend ("City") owns vacant property located in the 100
block of Cherry Street (a portion of tax parcel 001024075 and a portion of tax parcel
001023005); and,
WHEREAS, the City Council, in Resolution 09-035 designated this property as being
suitable for affordable housing purposes under Chapter 3.44 of the Port Townsend Municipal
Code ("PTMC"); and,
WHEREAS, Resolution 11 -0 18 directed the City Manager to "work with owners and
possibly providers to reconfigure Cherry Street to establish buildable lots for affordable housing,
subject to final Council approval on agreements and configuration"; and,
WHEREAS, the Olympic Housing Trust ("the Trust") is in negotiations with a property
owner in Canada to acquire a four-plex building that could be placed on the Cherry Street
property. They have a tentative contract with Nickel Brothers, Housing Moving USA, Inc. and
Nickel Brothers House Moving, Ltd., for the purchase, move, and delivery of this building to
Port Townsend in mid-May 2017; and,
WHEREAS, the Trust is currently seeking institutional and private funding for this
project, but has not secured all its financing; and,
WHEREAS, PTMC 3.44.030, 3.44.040, and 3.44.050 set forth the process for declaring
property designated as suitable for affordable housing purposes as surplus and, if declared
surplus, for disposition of that property. This process requires that the City hold a public hearing
after no less than 10 days' notice; and,
WHEREAS, to meet this timeline, the City Manager has noticed a public hearing for the
Council's May 8, 2017 Special Meeting; and,
WHEREAS, if the move timeline is to be met, the Trust would have to do some
preliminary site preparation work before the Council has decided whether to surplus the
property; this work can be done if the property owner (the City) co-signs the application and
approves the proposed work; and,
WHEREAS, Objective 3 of the City's Three -Year Strategic Plan 2016-2018 is to
"establish systems to support diverse housing options with perpetual affordability" with a Goal
to "establish the City's role as facilitator for advancing housing initiatives"; and,

WHEREAS, the City Council concludes that supporting this housing initiative is in the
best interests of the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
I . The City Manager is authorized to co-sign land use and other permits for
preliminary site work on tax parcels 001024075 and 001023005 and to defer or
waive permit and other fees where consistent with City Code.
2. The City Manager is authorized to loan the Trust an amount not to exceed
$250,000.00 and to execute loan and security documents as necessary. The funds
shall come from the City's General Fund cash reserves or line of credit. Staff shall
prepare a budget adjustment as necessary.
ADOPTED by the City Council of the City of Port Townsend at a special meeting
thereof, held this 24th day of April, 2017.
