HomeMy WebLinkAbout030917CITY OF PORT TOWNSEND MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF MARCH 9, 2017 CALL TO ORDER The Port Townsend Planning Commission met in regular session on Thursday, March 9, 2017, in the City Council Chambers at 540 Water Street. Chair Paul Rice called the meeting to order at 6:30 p.m. ROLL CALL Commissioners present at roll call were Kirit Bhansali, Rick Jahnke, Monica MickHager, Paul Rice, Ariel Speser, and Lois Stanford, with Dwight Nicholson excused. Staff members present were Planning Director Lance Bailey, Planning Manager/Senior Planner Judy Surber, Special Project Temporary Employee Hannah Burn, Special Project Temporary Employee Belinda Graham, and Deputy Clerk Amber Long. ACCEPTANCE OF AGENDA Motion: Rick Jahnke moved accept the agenda with the addition of a new Commissioner introduction. Kirit Bhansali seconded. Vote: motion carried unanimously, 6-0 by voice vote. INTRODUCTION OF NEW COMMISSIONERS Commissioners Lois Stanford and Ariel Speser introduced themselves. APPROVAL OF MINUTES - FEBRUARY 9, 2017 Motion: Rick Jahnke moved to approve the minutes of February 9, 2017. Kirit Bhansali seconded. Vote. motion carried unanimously, 6-0 by voice vote. GENERAL PUBLIC COMMENT - NONE OLD BUSINESS - NONE NEW BUSINESS Howard Street Subarea Plan Special Project Temporary Employees Belinda Graham and Hannah Burn gave a presentation on the Howard Street subarea plan. Staff expects to send out a Planning Commission Meeting March 9, 2017 Page 1 of 2 request for proposals (RFP) in the next week to find a consultant. Bob Gray gave public comment as board member of OlyCAP, encouraging staff to talk to the business park owner's association. Staff responded to questions from the Commission and clarified that the business park is under a property use and development agreement (PUDA). Briefing on Revisions to PTMC Chapter 16.08 Flood Damage Prevention Planning Manager/Senior Planner Judy Surber gave the staff presentation and recommended that the Commission refer to the definitions while reading the code. The Commission will be reviewing proposed amendments to PTMC 16.08 in spring 2017, the critical areas update in the fall of 2017, and Phase II of PTMC 16.08 updates in winter 2017 -spring 2018. The Commission discussed the information in the presentation and asked questions of Ms. Surber. Some Commissioners expressed interest in incorporating future concerns, such as sea level rise, while acknowledging that staff has limited time to work on updates. OTHER BUSINESS - NONE UPCOMING MEETINGS The next scheduled meeting is March 23rd. The PTMC 16.08 amendment topic will be brought back to the Commission as a public hearing on April 13th.
