MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF FEBRUARY 9,
2017
CALL TO ORDER
The Port Townsend Planning Commission met in regular session on Thursday, February 9,
2017, in the City Council Chambers at 540 Water Street. Chair Paul Rice called the
meeting to order at 6:30 p.m.
ROLL CALL
Commissioners present at roll call were Kirit Bhansali, Rick Jahnke, Monica MickHager,
Dwight Nicholson, and Paul Rice. Staff members present were Planning Director Lance
Bailey, City Attorney Steve Gross, and Deputy Clerk Amber Long.
ACCEPTANCE OF AGENDA
Motion: Rick Jahnke moved to accept the agenda with the addition of an item after the
public hearing regarding communication with citizens. Dwight Nicholson seconded.
Vote: motion carried unanimously, 5-0 by voice vote.
APPROVAL OF MINUTES - JANUARY 12, 2017
Motion: Rick Jahnke moved to approve the minutes of January 12, 2017. Dwight Nicholson
seconded.
Vote: motion carried unanimously, 5-0 by voice vote.
GENERAL PUBLIC COMMENT - NONE
PUBLIC HEARING
Proposed Text Amendment on Agriculture Production in Commercial Zones
Chair Rice read the rules of procedure for the public hearing. No Commissioners disclosed
a financial or property interest in the matter. Planning Director Lance Bailey gave the staff
presentation. City Attorney Steve Gross suggested the following change to the Applicable
Regulations/Notes in Table 17.20.020: "Agriculture is allowed if it is incidental to the
principal use and is located on the same lot as the principal use or on lots contiguous to the
lot on which the principal use is located."
Mr. Rice called for public testimony. There was none, and the public testimony portion of
the hearing was closed. Commissioners agreed to use the language in the table suggested
by the City Attorney. There was also agreement to change the zones listed in "Location"
on the draft Planning Commission Findings from "C-II, M-C and CII/MU" to "C-I, C-II, C-II

Mr. Rice closed the record and the public hearing.
Motion: Rick Jahnke moved to approve Planning Commission recommendations and direct
staff to forward to City Council the Findings and language as amended, including changes
to the Location section of the memo and the clarifying language provided by the City
Attorney to the Applicable Regulations/Notes section of the text. Dwight Nicholson
seconded.
Vote: motion carried unanimously, 5-0 by voice vote.

NEW BUSINESS
Planning Commission Communications with the Public
The Commission asked questions of staff about the business cards the Commissioners had
received and how they can communicate with the public. Emails received at the new
Planning Commission address will be forwarded to Commissioners or included in a meeting
packet.
OTHER BUSINESS - NONE
UPCOMING MEETINGS
The next regular meeting is February 23rd, but the Howard Street Subarea Plan item might
be taken off agenda. This item will follow the Comprehensive Plan annual amendment
process and will take several meetings to discuss.
COMMUNICATIONS
Commissioner MickHager described her prior involvement with Local 20/20 as Planning
Commission Chair.
ADJOURNMENT
There being no further business, the meeting was adjourned at 7:24 p.m..
